BMLCommM19830314BIG MUSKEGO/BASS BAY PROTECTION AND REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF MEETING HELD ON MARCH 14, 1983 The meeting was called to order by Chairman Salentine at 7:40 P.M. at the Kreuser Theater of Muskego High School. The meeting was a special informational meeting requested by the Deputy Commissioners. Present at the meeting were Commissioners Dumke, Klenz, Nilsson, Penovich and Treba. Deputy Commissioners present were Estel Ellery, Brent Martins, Al Meinen and Charles Harris. The following topics were discussed: I. Discussion on the summary of Gary Kohler's EIS Report on lake problems. Deputy Commissioner Estel Ellery discussed the summary which has just been received and advised all that 78 percent (78%) of the pollution comes from the sewer lagoons. Copies of the report are on file at the City Hall. 2. Proposed Lake District objectives were presented by Deputy Commission, Chuck Harris. They are as follows: BIG M7SKEGO/BASS BAY pRDTECTION & REHABILITATION DISTRICT PRESENT AND FUTURE OBJECTIVcS • 1. D.N.R. Final ENVIRONMENTAL IMPACT STUDY. 2. Eliminate the sewer lagoons on Big Muskego Lake. 3. Support sewer installation on Bass's Bay A.S.A.P. 4. Rejuvenation of lake in most expeditious & cost effective manner -In our opinion this would be a 2 year drawdown project. S. Implement lake improvement projects for lake front & channel accesses in the lake district. 6. Implement dye tests on all septic systems in the lake district and inflow streams. 7. Implement fertilizer restrictions in Big Muskego Lake water- sheds to reduce runoff impact on the lake. 8. publicize Big Muskego Lake problems, causes & political obstaces. 9. Work for a strong, active Lake District which will not allow a reccurrence of the present problems. 10. Motivate the D.N.R. to realize that a public access on Big Muskego would be of benifit to the state's citizens. 11. In co-ordination with a lake drawdown, target specific dredging & deeping projects in the springs, channels, fish havens & investigate Federal, Corp. of Engrs. assistance. 12. Interior policing of local sewer additions to prevent incresed pollution. 13. Join Mind Lake and !bx River rehabilitatoin groups. Big Muskego/Bass Bay r" Pro. & Rehab. Dist. March 14, 1983 Page 2. 3. Current status of the lake district was presented by Chairman Salentine. He explained the problems with MMSD and the contract communities, however, he felt they are closer to contract approval. He went on to explain the grant fund possibilities. 4. Discussion took place, lead by Chuck Harris, on establishing a citizen's committee with persons representing all areas, to determine equitable property assessments. Volunteers for the committee were Craig Lawdanski Leslie Proeber David Gardner Ian McNutt Ald. Edwin P. Dumke Ald. Blenda Treba 5. Review of the By -Law changes was held. The Deputy Commissioners are in the process of circulating a petition for election of Commis- sioners from within the lake district. They feel they would have more control as a self-governing body. Mr. John Morovec presented a bill from the Print Center for notice publications in the amount of $22.84. It was also stated that he has not received payment for his past bill.
