BOARD OF COMMISSIONERS
MINUTES OF MEETING HELD AUGUST 26, 1980
The meeting was called to order by Chairman Gottfried.at 10:42 P.M. Also
present were Commissioners Steinberg, Weed, Radtke, Van Lanen, Knudsen,
Salentine and Dumke.

•Mayor Gottfried advised that the purpose of this meeting was.-t'o- discuss
-the forthcoming annual meeting to be held on September 8, 1980. He indic
ated that at this meeting there would be a report from the deputy commis-
sioners who have recommended that the commissioners amend the boundaries
of the Big Lake District.
Mr. Estel Ellery, Chairman of the Deputy
y commissioners, reviewed 109 the
proposed new boundaries of the district. He stated
of land would be eliminated. He statedb be had contacted approximately
67 people in the area and only found two that didn't want to get out
of the district.

indicating their wish to be detached from the district.
Commissioner Dumke also. submitted a petition containing the names of
several peoplewho wanted to be out of the district.
Following a lengthy discussion between several persons present at the
meeting,Mr. Estel Ellery; Chairman of the Deputy Commissioners.and:.Chm-
•Gottfried -revitwed why and how the proposed boundaries were determined,
Chairman Gottfried suggested the recommendation of the proposed boundary
change by the deputy commissioners be brought to the floor. Commissioner
Dumke moved to amend the district boundaries of -the Big Muskego Lake -
Bass Bay Protection and Rehabilitation District as presented by the
deputy commissioners, Seconded by Commissioner Salentine..
Discussion again took place regarding the fairness of the boundaries.
Mr. and Mrs. Michael Flees, S94 W13272 Ryan Dr., requested their letter
dated August 26,1980, be read, The letter expressed concern regarding
the fairness of the boundaries.
Commissioner Van Lanen moved to defer action on the proposed boundaries
until the deputy commissioners can review the several requests for de-
tachment from the district. Seconded by Commissioner Knudsen. Upon
a roll call vote on the motion to defer action Aldermen Knudsen, Steint,e]
and Van Lanen voted "aye". Commissioners Dumke, Radtke, Salentine
and Weed voted "no". The motion to defer did not carry.
Commissioner Knudsen suggested that, in his opinion, a fair way to set
up boundaries for the Big Lake District would be set up a line either
500' or 1,000' out from the shore line of the lake. Comm. Salentine
agreed with Commissioner's suggestion and requested the Chairman to
.pursue the feasibility of Commission'"'Knudsen s proposal. Chairman
Gottfried agreed to meet with the deputy commissioners to look into
the idea.
Mr. Orlo Zlensky, S91 W13253 Boxhorn Dr., stated that under Chapter 33
of the Wisconsin Statutes, it is questionable that Big Muskego Lake
is a public inland lake.
Upon a roll call vote on Ald. Dumke's motion to amend the district
boundaries as presented by the deputy commissioners. Commissioners Dumke,
Radtke, Salentine, Steinberg and Weed voted "aye". Commissioners Knudsen
and Van Lanen voted "no". The motion to amend the boundaries carried.
The eligibility of voters and voting procedures at the annual meeting
were discussed.
Comm. Steinberg moved to adjourn. Seconded by Commissioner Dumke.
Motion carried. The meeting adjourned at 11:50 P.M.
