MINUTES OF MEETING HELD AUGUST 12, 1980
The meeting was called to order at 9:25 P.M. by -Chairman Gottfried.
Also present were Commissioners_Steinberg, Weed, Radtke, Knudsen,
Salentine and Dumke. Commissioner Van Lanen was absent. Several
members of the Deputy Commissioners and Citizens Committee were also
present. - '
Chairman Gottfried advised the purpose of this meeting is to try
to arrive at a procedure for the forthcoming annual meeting which
will be held September 8, 1980 at 8:00 P.M. in the gymnasium of
Muskego High School and to try to come to some agreement as to the
agenda of the meeting such as the amount of the assessment, method
of assessment, etc. Also another purpose of this meeting is to
hear an intermin report from Mr, Estel Ellery, Chairman of the Deputy
Commissioners, as to the progress made with the five member citizen
committee as to the review of the district boundaries.
Mr. Ellery reviewed discussions his committee had had with the
members of the citizen committee, He indicated their views are
different from those of the deputy commissioners. He felt it was
up tothe deputy commissioners to make a report totheBoard of
Commissioners. Mayor Gottfried felt that a motion made by Commissione3
Salentine at the time of the appointment of the citizen committee
had been interpreted two different waysand the matter should be clarif:
as to whether or not the deputies and citizen committee should be a
single unified committee. Is
Commissioner Salentine advised that it was his understanding that
the five deputies and the five citizens would be a 10-man committee
who would set up criteria to establish the boundaries of the Big
Lake District -and that he would expect a majority and minority report:.
Commissioner Weed indicated that he felt this would be a ten man
committee and that`twould come back with some kind of recommendation.
Considerable discussion took place relating to which committee would
submit the report on the amended boundaries of the lake district and
whd.her or not it would be submitted at the annual meeting of the
district or prior to the annual meeting at a Council meeting.
Mayor Gottfried reviewed some of the items to be discussed at the
annual -meeting such as adoption of some kind of budget and a resolutior
involving the assessment. More discussion ensued relating to possible
assessments for properties on and off of the lake.
In answer to a question from Commissioner Salentine as to whether
or not TIF could be used, Mayor Gottfried advised yes, it was a
possibility.
In answer to a question from Commissioner Knudsen relating to Dr.
Blum's report, Mayor Gottfried advised an interim report will be
given at the annual meeting.
Mr. Joseph Arens, Heinrich Drive, requested that all members of
the district be permitted to present motions at the annual meeting.
He requested that motions received by the commission ten days prior
to the meeting b.e placed on the agenda. Mayor Gottfried advised
that any member of the district is permitted to make motions from
the floor at the annual meeting.
Discussion took place regarding the eligibility of persons present
at the annual meeting voting.

Commissioner Salentine presented six resolutions that had been given
to him by citizens of the district- He also requested that a res-
olution be drafted stating the Council would accept the responsibilit;
in the event the district were sued. Mr;•Estel Ellery'indicated that
the deputy commissioners would submit a -resolution relating to the--
city's responsibility for damage to Big Muskego Lake.
There being no further comments Commissioner Weed moved to adjourn.
Seconded by Commissioner Steinberg. Motion carried,. The meeting
adjourned at 10:20 P.M.
