BIG MUSKEGO LAKE - BASS BAY PROTECTION & REHABILITATION DISTRICT
MINUTES OF MEETING HELD NOVEMBER 27, 1979
The meeting was called to order by Chairman Gottfried at 11:44 P.M.
Also present were Commissioners Dumke, Ford, Van Lanes, Tomczyk, Weed,
Pietruszynski and Salentine, Dupty Commissioners Ellery, Lawdanski
and Tobianski.
The Deputy Clerk acknowledgedreceipt of a petition signed by several
landowners in the area of Big Muskego Lake and Bass Bay requesting
dissolution of the Lake District.
Mayor Gottfried rgported to those present on the opening of the bids.
He indicated he had discussed the bids with Mr. Oliver Williams giving
him the recommendation of the Commissioners. The following bids were
received:
Aqua -Tech, Inc $ 39,422.00
Northern Lakes Service 40,760.00
Strand & Associates 46,000.00
Donahue & Associates 51,100.00
.. Swanson Environmental, Inc. 53,940.00
CDM 84,796.00
Following a short conversation regarding the three low bidders, Commis-
sioner Salentine moved to have the Board of Commissioners go on record
as approving either Northern Lake Service or Aqua -Tech, Inc. to do the
feasibility study for Big Muskego Lake - Bass Bay and that it be taken
into consideration that Aqua -Tech, Inc. is close to the Milwaukee area
assuming they are the low bidder and further, the DNR be advised of the
Deputy Commissioner's concern regarding the possibility of a conflict
of interest as far as the bid of Strand & Associates is concerned.
Seconded by Commissioner Tomczyk. Motion carried.
Mr. Barry Canfield asked if it would be possible to go back to the
district and ask if they want to spend this kind of money on a feasib-
ility study inasmuch as we have included this,study into the proposed
TIF District. Chm. ottfried advised the district had voted to assess
each property owner ?20.00 which would pay a portion of the study.
In answer to a question from Commissioner Sakntine as to what would be the
district's responsibility in state funding would be and Chairman
Gottfried answered 40%. He further advised that it was his feeling
that this is the greatest opportunity this lake would ever have.
Upon a voice vote on Commissioner Salentine's motion the motion carried.
Ald. Tomczyk moved to adjourn. Seconded by Ald. Weed. Motion carried.
The meeting adjourned at 12:05 P.M.

Minutes of the Big Muskego-Bass Bay Rehab. and Protection
Di strict Board of Commissioners meeting held on November 21, 1979.
Meeting was called to order at 8:00 P.M., by Chairman Gottfried.
The purpose of the meeting was the openning of bids for the
Feasibility Study.
District Commissioners present were: Gottfried, Tomczyk,
Salentine, Weed and Dumke. Absent: Commissioners Pietruszynski,
Van Lanen and Ford. District Officers present were: Lawdanski,
Ellery, Heinrich and Tobin. Absent: Officer Meinen.
The following bids were received:
Northern Lake Service, Inc. - $35,440.00, Consultant Cost,
Potential In -Kind $5,320.00 and Total Cost $40,760.00.
Strand and Assoc. Inc. - Total cost $52,000.00 and Potential
In -Kind Services, $1,400.00
Aqua -Tech, Inc. Total cost, $64,652.00 and In -Kind - $39,822.20
Camp Dresser and McKee Inc., Total cost $88,811.00
Swanson Environmental Inc., $53,940.00
The Board felt that more time should be spent on evaluating each
bid as to the specifications set -forth by the Dept. of Natural
Resources. Consideration should also be given to those of the
bids which were split into total cost and in -kind services.
The Board then decided that they would again meet on November
23rd at 11:00 A.M., to further review the bidding.
There being no further business the meeting adjourned at 8:40
P.M.

Minutes of the Big Muskeo Lake -Bass Bay Pro. and Rehab. District
Board of Commissioners meeting held on November 13, 1979,Meeting
was called to order at 9:30 P.M., by Chairman Gottfried. All
Bd. of Commissioners were present. Also present: Board Officers
Meinen, Tobin, Heinrich, Lawdanski and Ellery.
The Chairman read the letter received from the Dept. of Natural
Resources regarding the city's request for technical assistance
in designing a feasibility study for the protection and rehabilitat-
ion of Big Muskego Lake in accordance with Chapter 33, Wis. Statutes.
The letter was also accompanied by the state"s recommended list of
prospective bidders.
Discussion followed regarding the procedures to follow relative
to the selection of the prospective and qualified bidders. It
was the opinion of the Bd. of Commissioners that the Deputy
Officers review the state's list and select those firms which
they feel they wish to invite to bid.
Gary Stewart suggested that Lowell Klessig of the University of
Wisconsin Extension be also contacted as his department had
completed similar studies for 200 or some odd districts.
The chairman then asked the officers to arrange for a meeting
as soon as possible so that the bidding process be conducted
immediately due to the time element regarding weather.
There being no further business the meeting adjourned at 9:50
P.M.
