REHABILITATION DISTRICT BOARD OF COMMISSIONERS
MINUTES OF QUARTERLY MEETING HELD TUESDAY, MARCH 22, 2011
Mayor Johnson called the meeting to order at 7:30 p.m. Present were Commissioners
Fiedler, Schaumberg, Soltysiak, Werner, Borgman, Harenda, and Snead, Conservation
Coordinator Zagar and Director of Finance and Administration Mueller. Brian Glenzinski
of the DNR and Deputy Commissioner Kies, Burmeister, and Schweitzer were also
present. Those present recited the Pledge of Allegiance. Ms. Mueller stated the
meeting was noticed in accordance with the Open Meeting Law.
APPROVAL OF MINUTES
Commissioner Borgman moved for approval of the January 25, 2011 and
February 8, 2011 minutes. Commissioner Fiedler seconded; motion carried.
OLD BUSINESS
Deputy Commissioner Kies reported on the following:
Deputy Commissioners' Update -
Current Condition of Lake/Bay, Water Levels, Plant Growth, Fish and Wildlife
The water level is currently high at 8/10 of a foot above the dam sill. The osprey
platform has been reinforced and the camera setup. The eagles are back.
Status of Big Muskego Lake Wildlife Area Land Acquisition by DNR
• There was nothing new to report at this time.
NEW BUSINESS
Recommendation from Deputy Commissioners Regarding DNR Plan to Manage
Water Levels in 2011
Mr. Kies stated that it is the Deputy Commissioners' recommendation to drop the lake
level 12" for the months of April and May and then 6" for the balance of summer (June
through September). He stated one public hearing was held. The proposal will lessen
the ability to use the lake, but the tradeoff is that the water quality will be improved. The
concern is that the lake will revert back to the state it was in prior to the drawdown. The
recommendation to drop the lake level is proposed with the advice of DNR personnel
and biologists. The wildlife should not be adversely affected. Commissioner
Borgman moved to accept the recommendation of the Deputy Commissioners.
Commissioner Fiedler seconded. Motion carried 7 in favor.
Authorization for Chairman to Sign DNR Permit Application for Chemical Weed
Treatments and Approval of Agreement with Marine Biochemists
Mr. Zagar stated the permit and agreement are for the annual treatment of Eurasian
Water Milfoil and Algae on Big Muskego and Bass Bay. Commissioner Borgman
moved to authorize signing of the DNR permit application. Commissioner

Schaumberg seconded. Motion carried 7 in favor. Mr. Zagar stated that Marine
Biochemists is the contractor that the Lake District has worked with. The terms are the
same as last year's agreement. Commissioner Borgman moved to approve the
agreement with Marine Biochemists and to authorize Mayor Johnson to execute
it. Commissioner Fiedler seconded. Motion carried 7 in favor.
ADJOURNMENT
Commissioner Snead moved to adjourn at 7:40 p.m. Commissioner Fiedler
seconded; motion carried.
