BMLM20081028BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS Approved 1/27/2009 MINUTES OF QUARTERLY MEETING HELD TUESDAY, OCTOBER 28,2008 Mayor Johnson called the meeting to order at 7:03 p.m. Also present were Commissioners Fiedler, Schaefer, Schneider, Werner, Borgman, Pavelko, and Snead; Deputy Commissioners Kies, Paulson, Burmeister, Schweitzer, and Pilak, Conservation Coordinator Zagar, and Clerk Moyer. Those present recited the Pledge of Allegiance. The clerk stated the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Commissioner Borgman moved for approval of the July 8 and September 23, 2008 minutes. Commissioner Schneider seconded; motion carried. OLD BUSINESS 1. Deputy Commissioners Update — current condition of Lake/Bay: water levels, plant growth, fish, and wildlife. There was no new information, no report was given. 2. Status of big Muskego Lake Wildlife Area — Land Acquisition by DNR. There was no new information, no report was given. NEW BUSINESS 1. Discuss plan for placing barriers at the channel to the dam and the channel to Durham Road boat launch to block floating "bog" debris. Tom Zagar explained that a barrier is needed to prevent floating bogs from blocking the channel to the dam and launch area. The deputy commissioners are recommending a product called Tuff Boom. The estimated cost for 8, 5' sections of Tuff Boom is $5,000. There are recreational boating grants available for this type of expenditure. A $500 permit would need to be secured from the State of Wisconsin, Department of Natural Resources to allow the barriers. Mr. Zagar estimated that one-half the cost would be covered by the grant. He proposed that the remaining cost be covered by dollars budgeted but not used for weed control. 2. Authorization to apply for DNR permit for placing barriers and buoys in lake. Commissioner Fiedler moved to authorize an application for a Department of Natural Resources permit for placing barriers and buoys in Big Muskego Lake. Commissioner Schaefer seconded; motion carried. 3. Authorization to apply for grant assistance for purchase and installation of barriers and buoys - Commissioner Fiedler moved to authorize an application for grant assistance for the purchase and installation of barriers and buoys in Big Muskego Lake. Commissioner Schaefer seconded; motion carried. 4. Election of Secretary and Treasurer - Commissioner Fiedler moved to elect Janice Moyer as secretary and Sharon Mueller as treasurer for the Big Muskego Lake/Bass Bay Protection and Rehabilitation District.
