BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT MINUTES OF THE ANNUAL MEETING HELD AUGUST 31 1987 The meeting was called to order at 8:25 P.M. by Chairman Wayne Salentine. Also present were Lake District Commissioners Hilt and Sanders, Deputy Commissioners Robert Klenz, Tony Tobin, Leslie Proeber, Frank Switala and Leonard Pilak. Lake District Commissioners Dumke and DeAngelis appeared late due to the public hearing being held by the Natural Resource Committee, chaired by Representative Spence Black of Madison, for the purpose of obtaining citizen input in regarding to the environmental impact that the siting of landfills is having on the City of Muskego. Chairman Salentine requested the Secretary to read the minutes of the Annual Meeting held August 27, 1986. Mr. Klenz moved to accept the minutes correcting the second paragraph to read "Mr Klenz in lieu of Deputy Commissioner Klenz". Seconded by Deputy Commissioner Pilak, motion carred. Deputy Commissioner Proeber gave an update on the ownership status of Big Muskego Dam. The State is responsible for obtaining clear title to all properties before the dam becomes the responsibiity of the City. Mr. Tom Repischak advised that he has not been contacted regarding title to his property. A discussion was held on the carp complaint for Big Muskego Lake. Deputy Commissioner Proeber stated that less than five years ago we had a ninety percent winter kill which was due to a severe winter and low water table. Kathy Aron from the Wind Lake Management District stated that she felt that many of the garbage fish survived the winter kill. Deputy Commissioner Robert Klenz stated that out of the 1,000 fish that ended up on the shoreline only one percent were game fish, most were carp. A discussion was held on determining authority as to maintaining water level of the Dam. Chairman Salentine advised the Committee that several times Bert had raised or lowered the dam and upon checking the following day, it had been altered. Chairman Salentine stated that he had spoke to the State regarding the management of the dam and that before the transfer takes effect, the State will prêpare a management plan that will address maintaining water level and also locking of the dam. Concerns were voiced regarding the correct level of the Dam. Deputy Commissioner Leslie Proeber stated that the Army Corps of Engineers have set the levels, and that they can not be changed arbitrarily. Deputy Commissioner Klenz requested that Deputy Commissioners be notified if any sewage would be emptied into the creek at Sandy Beach Road. . . . Page 2 - August 31, 1987 Deputy Commissioner Proeber alerted the Commissioners of the Scenic Urban Waterway Program, sponsored by Senator Adelman, whereby the State would grant money to communities in the watershed area, such as Big Muskego Lake. This particular program was part of the Governor's veto in the Budget Bill, but both Senator Adelman and Representative David Lepak will be working to reinstate that program. Chairman Salentine gave an update on the proposed Emerald Park landfill. He explained that he will be working with the Governor to try to come up with language that the Governor will accept and there is also a possibility of overriding the Governor's veto. The Deputy Commissioners discussed the mandatory water testing at an estimated cost of $2,600 per test. This is a Federal Government ruling for lakes and streams to determine what is polluting lakes and to help protect the lakes. Deputy Commissioner Leonard Pilak moved to request that the Emerald Park Landfill Negotiating Committee incorporate into the contract that the landfill assist in providing future funds for the testing program in the amount of $10,400. Seconded by Leslie Proeber, motion carried unanimously. The Odor problem at the Sandy Beach pumping station was discussed. Chairman Salentine explained that various methods have been used to alleviate the odor problem. A meeting has been set for next week with the City Engineer to finalize the problem. The 1986 Audit was reviewed. Deputy Commissioner Klenz proposed the following budget for 1988: Admin. Servies: Audit Liab. Page 3 - August 31, 1987 Commissioner Klenz moved to accept the above budget and levy an assessment of $15.45 per parcel in the lake district. Seconded by Ed Sceffel, motion carried. It was recommended that next year the Budget be put on a chalk board for the Annual Meeting. Also, the Deputy Commissioner's meetings will be put on the calendar which is aired on Cable TV.
