BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT
MINUTES OF THE ANNUAL MEETING HELD AUGUST 27, 1986
The meeting was called to order at 7:01 P.M. by Chairman Wayne
Salentine. Also present were Lake District Commissioners
Penovich, Hilt, Patterson, Dumke, Sanders, Taube, DeAngelis,
Deputy Commissioners Brent Martins, Leslie Proeber, Tony Tobin,
Larry Erickson and Frank Switala.
Chairman Salentine requested the Secretary read the minutes of
the Annual Meeting held August 28, 1985. Mr. Klenz moved to
accept the minutes, seconded by Deputy Commissioner Proeber,
motion carried.
Mayor Salentine gave an update on the Sewer Treatment Plant
Abandonment. All sludge has been removed and verbal approval has
been received from the DNR. Mrs. Dorothy Vesbach, owner of the
property, has agreed to accept the land as it is without filling
the ponds. Mrs. Vesbach wants the ponds to retain water so there
is no overflow on the farmland. This is the most economical
settlement for the City. The City awaits written DNR approval.
The Mayor reported that bids on rebuilding the dam at the south
end of Big Muskego Lake were to be let that day by the Department
of Natural Resources. It is the intent of the state to start
construction this fall.
A discussion was held in regard to establishing a 1987 Budget.
Mayor Salentine pointed out that although the 1985 audit shows a
balance of $1,501, payments from the 1986 assessment have come in
since the audit was done and the balance is over $3,000. Though
the 1986 year is not yet complete, the Budget would be similar to
the one in 1986 with its expenses of $697. These expenses
included secretary's salary of $49; audit of $265; insurance of
$150; postage of $37; dues and memberships of $100; computer time
of $196; and miscellaneous items of $10. Deputy Commissioner
Switala moved to establ~sh a special charge of $10.00 for all
properties within the district for operation of the district.
Deputy Commissioner Proeber seconded the motion. Deputy
Commissioner Klenz said with almost double the amount of money in
the bank than what the district had last year he saw no need for
an assessment. Deputy Commissioner Switala stated that he would
like the District to have money to be able to secure a public
lake access as the DNR will not stock the lake with game fish if
there is no public access. Mr. Leonard Pilak felt that any of
the people in the district would be willing to add money if it is
needed, but he saw no need for it at the present time. Deputy
Commissioner Proeber cautioned that if there were any legal
expenses it would be good to have money to cover them. Upon a
hand vote of the district, the motion was defeated

Larry Erickson stated that he would not accept any nominations.
Robert Klenz moved to nominate Frank Switala. Seconded by Leslie
Proeber. Mr. Switala declined the nomination.
Tony Tobin moved to nominate Robert Klenz.
