BIG MUSKEGO LAKE/BASS BAY PROTECTION AND
REHABILITATION DISTRICT
MINUTES OF ANNUAL MEETING HELD AUGUST 24, 2009 Approved
Mayor Johnson chaired the meeting and called it to order at 7:00 p.m. Present were:
Commissioners Fiedler, Schneider, Werner, Borgman, and Snead, and Deputy
Commissioners Larry Schweitzer, Leonard Pilak, Tom Kies, Gregory Burmeister, and Dennis
Paulson. Conservation Coordinator Tom Zagar, Clerk-Treasurer Janice Moyer, Finance
Director Sharon Mueller, and several District residents were also present. Those present
recited the Pledge of Allegiance.
The Clerk-Treasurer reported the meeting was noticed in accordance with the Open Meeting
Law.
NEW BUSINESS
1. Review 2008 Audit and Approve Engagement Letter for 2009 Audit.
Finance Department Supervisor Sharon Mueller reviewed the 2008 Financial Statements.
Financial Statements were completed by Baker Tilly formerly Virchow Krause. In 2008 the
fund balance increased to $13,692 which was due to expenditure reductions. Assets
increased to $120,932, with $80,000 designated for land conservancy. There were no
questions concerning the 2008 Financial Statements. Tom Kies moved to approve the
engagement letter with Baker Tilly to complete the 2009 Financial Statements for a
cost of $1,150. Larry Schweitzer seconded; motion carried.
PUBLIC HEARING ON 2010 BUDGET
Finance Director Sharon Mueller reviewed the 2010 proposed budget using a PowerPoint
presentation. She noted the following:
2010 expecting a slight increase revenues. The District may want to consider
withdrawing some undesignated funds from the LGIP and invest them in a certificate
of deposit.
Expenditures are constant with the only significant change, an increase in the cost of
goose control.
Revenues vs. Expenditures for 2006 to 2010. Revenues have stayed consistent,
expense increased 2009 and 2010 due to projects of the District.
Designated and Undesignated Fund Balance for 2008 and 2009, and a projection for
2010. Land conservancy fund is projected to have a $90,000 balance by the end of
2010. Unreserved funds are estimated to be $23,000 by the end of 2010 if expenses
remain within the appropriations.
The public hearing portion of the meeting was closed.

Mr. Zagar presented the Deputy Commissioners’ Report.
Fish and Wildlife Populations
There was a winter kill situation on the lake. It did not have a large impact on the lake.
The bald eagles returned to nest this year, but were not successful. They can still be
seen around the lake. Forester terns were on the lake.
The osprey did rear two young. A camera was mounted to watch them in the nest.
Muskego was designated a “Bird Area”. There are only about 50 designated areas in the
state.
Chemical treatment of nuisance aquatic plants
Treatment was done in Bass Bay twice. Blue green algae was detected and the
treatment was stopped for a short time. Three acre area on Big Muskego Lake was
treated for Eurasian Water Milfoil.
Steve Oschmann, S79 W15851 Aud Mar Drive stated that he is raking a lot weeds this
year on his shoreline. He is concerned that weed treatment was done to late in the
summer. He also wanted to know what kind of weeds he has been raking. Tom Kies told
him that the weeds along his shoreline are native weeds that cannot be sprayed. There
was discussion on cutting the weeds with a weed harvester and other methods to remove
the native weeds. It was suggested that the Deputy Commissioners contact the Little
Muskego Lake District Board and discuss weed harvesting. The weed spaying will be
scheduled earlier in the summer of 2010 to help Mr. Oschmann’s situation.
Big Muskego Lake Wildlife Area Land Acquisition by the WDNR
Nothing new to report. The DNR is still pursuing acquisitions, which may be finalized in
the future.
Installation of debris barriers for protecting channels from floating cattail bogs
A barrier was installed to stop bogs from floating toward the dam. The channel along
Holz Drive may also have a barrier next year to keep the channel clear.
Nuisance Canada goose removal
USDA did a goose round up and ninety geese were removed as a result.
Bass Bay tributary land restoration project
This area will be planted with diverse prairie vegetation.
NEW BUSINESS – cont.
1. Adopt 2010 Budget
Tom Kies moved for adoption. Larry Schweitzer seconded; motion carried.
2. Present and discuss proposed increase in northern pike by Wisconsin DNR
WDNR Fisheries Biologist/Manager Ben Heussner was present to report on the fish survey
completed in the spring. He stated that carp reentered the lake during the flood in June of
2008. Most species of fish are doing well. The size of adult northern pike has declined.
Large northern pike would help control the carp population. In order to increase the size of
the northern pike in the lake, Mr. Heussner is proposing a 40” size limit with a one bag limit
per day. This proposal will be presented at the Conservation Congress spring hearing in
2010, with implementation in 2011 if approved.

Mr. Heussner did address the aquatic plant issue mentioned by Mr. Oschmann earlier in the
meeting. Rooted aquatic plants provide stability to the sediments and emergent vegetation
prevent wind fetch and rolling of the water. The plants are essential to the eco system of the
lake. He also stated that a draw down at some point would help solidify sediments and
promote good native aquatic plant growth. A draw down will be recommended in the future.
There was also discussion regarding repair to the dike. A land purchase to allow access to
the dike for repairs is being pursued by the WDNR. The repair could be done during a draw
down.
3. Section of 2009 Quarterly and Annual Meeting Dates
Tom Kies moved to approve the following dates for the 2010 quarterly meetings:
January 26, March 23, June 22 and October 26 and to approve August 24 at 6:45 p.m.
for the time and date for the annual meeting. Leonard Pilak seconded; motion carried.
4. Election of Deputy Commissioners
Leonard Pilak, Tom Kies, Larry Schweitzer, Greg Burmeister, and Dennis Paulson were
nominated for the five Deputy Commissioner positions. There were no other nominations.
Tom Kies moved to close the nominations and accept nominees as the Deputy
Commissioners. Larry Schweitzer seconded; motion carried.
There was no other business.
