MINUTES OF ANNUAL MEETING HELD AUGUST 29, 2005
Approved
Alderman Borgman chaired the meeting and called it to order at 7:10 p.m. Present were: Deputy
Commissioners Larry Schweitzer, Leonard Pilak, Tom Kies; Conservation Coordinator Tom
Zagar, Clerk-Treasurer Janice Moyer, Interim Finance Director Sharon Mueller. Absent were:
Commissioners Madden, Schroeder, Salentine, Melcher, Buckmaster, Patterson; Mayor
Damaske; Deputy Commissioners Steve Wojnowski and Gregory Burmeister. Twenty-four
district residents were present. Those present recited the Pledge of Allegiance.
The Clerk-Treasurer reported the meeting was noticed in accordance with the Open Meeting
Law.
APPROVAL OF MINUTES OF ANNUAL MEETING HELD AUGUST 30, 2004 – Motion by
Leonard Pilak, second by Curt Klenz to approve the minutes. Motion carried to approve the
minutes.
PUBLIC HEARING ON 2006 BUDGET - Interim Finance Director, Sharon Mueller, reviewed the
proposed 2006 annual budget. She noted that the budget includes an 11.2% increase in
revenues primarily due to added off-lake properties in the District and a 42% decrease in
expenditures. The decrease is due to the completion of the dike repair project, $65,000. The
staff member responsible for billing of the Big Muskego Lake District bills is now tracking actual
hours required to complete the billing. The staff person is spending 104 hours annually working
on the billings. The wages and benefits charged to the District have been increased to reflect the
104 hours. Total proposed 2006 revenues $38,488 and expenditures $38,488. $5,000 is
appropriated for land conservancy in 2006. The public hearing portion of the meeting was closed
at 7:20 p.m.
PERSONAL APPEARANCE - DNR REPRESENTATIVE(S) – There were no representatives at
the meeting.
DEPUTY COMMISSIONERS’ REPORT/UPDATE – Tom Zagar presented a PowerPoint
presentation during the Deputy Commissioners Report/Update.
1. Update on Purple Loosestrife Control – The District is continuing to use bugs to control
the plants; several areas are under control.
2. Fish and Wildlife Population - One Osprey pair has nested on the lake. One Osprey
egg hatched and the young male was banded for monitoring. Also, Forsters Terns,
White Pelicans, Yellow-Headed Blackbirds, Sora Rail are seen on the Lake. The DNR
has again stocked the Lake with 5,000 Northern Pike fingerlings. Game fish help
control the Carp population in the Lake.
3. Water Quality - Water quality graphs were presented. The water quality and clarity has
generally improved in Big Muskego Lake since the 1996 rehabilitation project. The
water quality of Bass Bay also improved over this time, but not as dramatically.
4. Chemical Treatment – Chemical herbicides have been used in 2005 to control Eurasian
Water Milfoil. Twenty-five total acres were treated in 2005, including 18.5 on Bass Bay,
.5 acres on the channel to Hunter’s Nest, 6 acres on Big Muskego Lake.
5. Dike Repair Project – The project to repair the northern half of the dike is complete.
Native plants are now established in the area. A ditch drains farmed wetlands around
the lake’s southwestern shore and flows to Muskego Canal downstream of the dam
and electrical carp barrier. During times of high water Carp had been found to swim
up this ditch and enter the Lake through the failing dike that separates the ditch from
the Lake. It was noted that an easement or agreement would be needed with another
landowner to repair the southern section of the dike. A citizen suggested a second
electrical barrier located on the ditch. It was noted that this option was being
considered.
6. Big Muskego Lake Wildlife Area Land Acquisition by the DNR – no update.
7. Other Projects/Updates – below average rainfall and dry conditions contributed to low
water levels in the Lake. Leonard Pilak reported that there are no plans at this time for
construction of condominiums on the Lake near Aud Mar.
UNFINISHED BUSINESS – none.
NEW BUSINESS
1. Review 2004 Audit and Approve Engagement Letter for 2005 Audit – Interim Finance
Director, Sharon Mueller, presented the 2004 Audit Report. Virchow Krause and
Company performed the audit. Motion by Tom Kies, second by Leonard Pilak to
approve the 2004 Audit Report, motion carried. Motion by Leonard Pilak, second by
Tom Kies to approve the 2005 Audit Engagement Letter from Virchow Krause and
Company, motion carried. The fees for the audit are not to exceed $950. Fees would
only exceed this amount if an audit of a special revenue fund is required and authorized
by the Mayor.
2. Adopt 2006 Budget – Motion by Dennis Paulson, second by Tom Kies to adopt the
2006 Budget, motion carried.
3. Selection of 2006 Quarterly & Annual Meeting Dates – Motion by Leonard Pilak,
second by Tom Kies to approve the following dates: 1/24/06, 3/28/06, 6/27/06
10/24/06 for the quarterly meeting dates, and Monday 8/28/06 for the annual meeting
date, motion carried.
4. Election of Deputy Commissioners – Curt Klenz, Leonard Pilak, Tom Kies, Larry
Schweitzer, Greg Burmeister were nominated for the five Deputy Commissioner
positions. Leonard Pilak made a motion and it was second by Tom Kies to close the
nominations and accept nominees as the Deputy Commissioners, motion carried. The
new Deputy Commissioners are Curt Klenz, Leonard Pilak, Tom Kies, Larry
Schweitzer, and Greg Burmeister.
VOUCHER APPROVAL – There were no vouchers presented for approval.
COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW – none.
ADJOURNMENT – Motion by Tom Kies, second by Leonard Gultch to adjourn, motion carried.
