Neil Borgman called the meeting to order at 6:00 PM. Also present were Ald. Robert Wolfe and Public Works Director David Simpson. Ald. Eileen Madden absent. Ald. Borgman led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Laws on April 12, 2013. APPROVAL OF MINUTES OF MARCH 18, 2013 Ald. Wolfe moved to approve the minutes of March 18, 2013. Seconded by Ald. Borgman. Motion carried 2-0. STAFF REPORTS None STATUS OF PROJECTS Director Simpson gave updates on the following projects: Janesville Road Reconstruction – Utility relocates are going okay. Rain slowed them down. Racine Avenue Recreational Trail – Still waiting for permit from DNR. 2013 Road Program – Will be out for bid soon. Flood Proofing of Structure on Saroyan Road – Still working with DNR on some issues. UNFINISHED BUSINESS Discuss Moose Lodge’s Request for Reduced Interest Payment Related to a Deferred Sanitary Sewer Assessment – Director Simpson advised discussion at the last meeting we wanted to discuss the policy in general before we make a motion on it. Ald. Wolfe made a motion to defer while the Committee looks into the policy. Ald. Borgman seconded. Motion carried 2-0. NEW BUSINESS Discuss Drainage issue at W174 S6802 East Drive – Director Simpson stated the homeowner has expressed great concern related to storm water runoff coming from City owned conservation land onto their property. There is a storm inlet and berm system that was designed and installed to collect runoff from the conservation land. This inlet has become clogged during past rain events and the water then spills over the berm and down the property line. The resident would like the City to solve this issue so that the water does not spill onto her property. There are two options to resolve this issue. One would be to install an end section out of the existing field inlet to prevent the existing inlet from becoming clogged with leaves. The second would be to install the end section and also construct an overland relief path (swale) down the City’s property to East Drive. If this option were chosen, many mature trees would need to be removed from the City’s conservation land. If this option is 2 chosen, we should refer this issue for discussion at the Conservation Commission as this is deemed conservation land. Ald. Borgman made a motion to install an end section and a recommendation to the Conservation Commission that we would want to construct this swale and remove some of their trees. Seconded by Ald. Wolfe. Motion carried 2-0. Discuss Drainage from Tess Corners School to Cornell Drive. (Ald. Harenda) – Ald. Harenda stated that in 2011 flooding was transpiring around the City and this was one of the areas. Work transpired and water now flows south. What we still have is the issue of storm water runoff coming from Tess Corners Elementary School. We still have issues from storm runoff from Tess Corners that travels over land. Ald. Harenda said he wanted to make the Committee aware of this and come up with some options. Per Director Simpson during heavy rain in 2010 the City experienced multiple locations where flooding caused damage to homes. One of those problem areas were homes near Cornell and Catalina intersection. The City installed a relief sewer that would reduce the likelihood of future flooding of the intersection. The project was installed by fall of 2011. A resident along the north side of Cornell Drive had also requested that the City look into the possibility of installing a storm sewer through yards from Cornell Drive north to the Tess Corners Elementary School property to reduce the amount of overland drainage through the side yards. During the initial design, the Public Works Committee voted to add this section of pipe to the project for an estimated cost of $22,500. Design progressed and more detailed cost estimates were produced by GRAEF. The project was severely over budget and the decision was made to reroute the main pipe and remove the section of pipe between the homes to the north of Cornell Drive. After discussion with Committee, Ald. Borgman stated to keep monitoring it, and check with school district. Review New Berlin’s Request for an Additional Sanitary Connection in the Linnie Lac Area – Per Director Simpson the City of Muskego and the City of New Berlin entered into an agreement to provide a limited number of sanitary sewer services. In this agreement, it specifically states that no additional connections are to be allowed within the area referred to. The City of New Berlin is requesting the City of Muskego consider one additional connection to a parcel. Should the City of Muskego approve this request, the existing agreement must be amended and approved by the Common Council. Staff feels that the addition of this connection in this area would promote the overall environmental health of this area, and recommends working with New Berlin toward an amendment to the current agreement. City of New Berlin has offered to reimburse us for all legal fees. Ald. Wolfe made a motion to approve “Agreement to Amend the Linnie Lac Sewer District between the City of Muskego and the City of New Berlin” pending approval by the City Attorney. Seconded by Ald. Borgman. Motion carried 2-0. Review Vision Corner Encroachment Request for Monument Sign for a New Commercial Building at the Northeast Corner of Moorland and Janesville – Per Director Simpson the Muskego Retail Center is requesting that their proposed monument sign be located within the City’s standard vision setback area. Given the geometrics of this intersection, there is no need to enforce the vision corner setback in this situation. Ald. Borgman made a motion to approve placement of the 3 monument sign in the vision setback area. Ald. Wolfe seconded. Motion carried 2- 0. Discuss Revised Prioritization of Recreational Trail Construction and Potential Authorization to Proceed with Waukesha County Engineering Assistance for CTH OO Recreation Trail Design – Director Simpson stated the recreational trail construction plan for 2014 included the segment of trail along CTH “00” (North Cape Road) from Durham Drive to STH 36 (Loomis). He would like to utilize Waukesha County for survey and design, and move ahead with a design agreement with the County that would be taken to future Finance Committee and Common Council Meetings for approval as the design dollars are not currently in the 2013 budget. Ald. Wolfe made a motion to move forward with design agreement and final approvals for expenditure. Ald. Borgman seconded. Motion carried 2-0. Jeanne Struck Recording Secretary CITY OF MUSKEGO Public Works Committee To: Public Works Committee From: David Simpson, P.E., Director of Public Works/City Engineer Subject: Discuss Island Drive Landscape Island Modifications Date: May 17, 2013 The west end of Island Drive currently contains a landscape island that also contains a power pole and other utility boxes. Because of the limited right-of-way, the pavement section is limited and large vehicles (garbage trucks, plows, delivery, etc.) have a difficult time maneuvering around the landscape island. Staff began looking into the possibility of removing the island, which would also require the removal of the power pole and other utilities within the island. Normally, the repositioning of the power pole would be at no cost to the City as the pole is within existing right-of-way, however, in this case, a power easement was in place prior to the road right-of-way. The attached letter from WE Energies shows the cost to relocate the facilities above ground to be $17,087.93 along with a sketch of where the new lines would be. I also asked WE Energies to provide a cost to bury the lines from the pole shown to the east and that would cost $31,258.70, but would not include any of the costs associated with converting the homes to underground services. After evaluating the alternatives and speaking with residents that would be directly affected by this project, I would recommend only a minor modification to the island. Recommendation: Shorten the west edge of the island and add a small section of curb to allow for a larger turning radius. CITY OF MUSKEGO Public Works Committee To: Public Works Committee From: David Simpson, P.E., Director of Public Works/City Engineer Subject: Discuss drainage issue near the intersection of Gold Drive and Diamond Drive Date: May 17, 2013 Two homeowners near the intersection of Gold Drive and Diamond Drive have experienced flooding related to storm water runoff coming from a large drainage area to the west of Gold Drive and have asked the City to look into potential solutions. The existing area to the rear of their property drains at least 5 acres, however, a more detailed analysis is needed to determine all of the drainage basin. City crews have worked for many years to attempt to remedy the flooding in the existing drainage ditches along the roadside ditches. In order to reduce the likelihood of repeat flooding, many option exist and are described below and shown on the attachments. A. Install 790 l.f. of storm sewer through easement and within School and Gold Drives. Approximate cost would be $87,000 for the pipe installation plus $5,000- 10,000 for easement acquisition for a total cost of $92,000-97,000. B. Install 715 l.f. of storm sewer in existing road right of way straight north on Gold for a total approximate cost of $78,650. C. Install 500 l.f. of storm sewer through an easement and City park land. Approximate cost for the pipe installation would be $55,000 plus $5,000-10,000 for easement acquisition for a total cost of $60,000-65,000. D. Install a swale by clearing trees from approximately 1 acre of land and installing a swale to divert the water south to an existing wetland. Approximate cost to clear the trees and install the swale would be $30,000-50,000 plus easement acquisition costs ranging anywhere from $25,000-50,000 for a total project cost of $55,000- 100,000. All of these option have pros and cons and all should be discussed further by the Committee. The existing area to the rear of their property drains approximately 60 acres into a low area to the east of a driveway that holds water until it can drain through a culvert under Field Drive. If a culvert was to be added under Field Drive we must consider downstream impacts. The attached drawing shows the downstream culverts and drainage areas that must be considered when looking at this project. The pictures below show some of the areas during a heavy runoff event. Because of the complex series of wetland areas that act as natural retention ponds it is difficult to assess the needs for a culvert system improvement. The residents that are concerned the most about this flooding have not experienced any flooding of their home, however, they have experienced large amounts of water around their home. I see multiple options for reducing the risk of flooding to this home: 1. Add additional culvert capacity to the entire downstream system so that the area that currently holds water will drain at a faster pace. This could be done by computing the existing ditches maximum capacity and ensuring that the culvert system would match it. Cost would be approximately $8,000 in materials (no labor, would be completed in house) 2. Hire a consulting engineer to model the existing system to see if other options exist. I would estimate Engineering costs would be in the $5,000-$10,000 range. 3. Leave the system as is and do nothing. The existing wetland complex drains through an existing 12” clay drain tile that appears to have been installed at least fifty years ago if not more. This drain tile is the only known underground outlet for this entire wetland complex. During heavy rain events, should the wetland complex fill with water, it begins to flow overland and eventually through properties along Pioneer Drive. The pictures below show some of the areas during a heavy runoff event. I believe that completing a storm sewer installation along with repairing the existing drain tile will reduce the likelihood of area wide flooding such as that experienced on 4/18/13. The attached drawing shows staff’s recommendation for the installation of a 24” concrete storm sewer that will replace the existing drain tile from the creek to the end of Horn Park Drive. This will enable the system to take overland flows prior to reaching Pioneer Drive properties. Staff should be able to survey and design the project. Coordination will be needed from the DNR, WE Energies and potentially the Army Corp of Engineers. During the Pioneer Drive Project, we installed the section of 24” pipe under Pioneer Drive so that we would not have to impact the new roadway with any future project. The approximate length of pipe needed is 620 linear feet. For preliminary budget purposes a cost of $110/l.f. can be used for a total project estimate of $68,200.00. This is a very conservative estimate, so I would expect that the project cost would be less than this after final design. Should the existing drain tile that will remain begin to fail it will also need to be replaced in the future, however, I think this project scope is a good balance of need and expenditure. The existing Storm Water Special Revenue account can be utilized to fund this project with no impact to any other currently proposed projects. Recommendation: Survey, design, permit, and bid a project as described above and shown on the attached exhibit. There are currently no State or Federal requirements for testing of Molybdenum in public water systems, however, the City of Muskego felt it was important to voluntarily test all ten municipally owned wells. The results of these tests show that eight of the City owned wells have either none or very low levels of Molybdenum. The two remaining wells, which are located in the Champions Village Subdivision, tested at levels that exceed the State of Wisconsin groundwater standard, which is currently 40 micrograms/liter (ug/l). One of the well’s test results showed a level of 70 ug/l while the second showed a level of 80 ug/l. While the State has established a groundwater standard for Molybdenum, there is currently no standard in place for public water systems. Even though the City is not required to test for or treat wells that exceed the groundwater standard for Molybdenum we have decided to temporarily discontinue use of these wells while the State of Wisconsin conducts further research and establishes guidelines for public water systems. This means that all customers served by municipal water will be receiving water from the remaining eight wells. Please see the enclosed document (link: http://www.dhs.wisconsin.gov/publications/P0/P00150.pdf) from the Wisconsin Department of Health Services for information regarding Molybdenum. In the document you will find that Molybdenum is an essential nutrient in human diets, however, one study has shown that long term consumption of 10,000 to 15,000 ug/day of molybdenum was associated with some adverse health issues. Because your home received the majority of its water in the past from the two wells discussed above we felt it was important to share this information.
