MINUTES OF MEETING HELD MONDAY, NOVEMBER 19, 2012
Ald. Neil Borgman called the meeting to order at 6:00 PM. Also present were Ald. Robert
Wolfe, Ald. Eileen Madden, and Public Works Director David Simpson.
Ald. Borgman led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Laws on November 16,
2012.
APPROVAL OF MINUTES OF OCTOBER 15, 2012
Ald. Madden moved to approve the minutes of October 15, 2012. Seconded by Ald. Wolfe.
Motion carried 3-0.
STAFF REPORTS
None
STATUS OF PROJECTS
Director Simpson gave updates on the following projects:
Janesville Road Reconstruction – Lanes are now open west bound. Shortly it will be four
lanes. Street lighting is going up and should be completed in the next two weeks. Traffic
signals should be ready in about three weeks.
Pioneer Drive Reconstruction – Complete.
Tess Corners Reconstruction – A final paving was done today, with everything expected to
be done by Wednesday. Street markings could also be done by Wednesday. Guard rails
will be installed next week.
Racine Avenue Recreational Trail – County did all the survey work. Meetings will begin next
week to work on the design.

Review and Potential Approval of Water Main Construction Plans for the Davidson
CSM – Director Simpson stated Davis CSM is a land division creating two lots from
one existing lot on the west end of Woods Road. As part of Plan Commission
approval and Common Council approval, they are required to extend water main as
part of their land division so all the properties can be served by municipal water
because of proximity. Plans also have sanitary shown because we require Lot 1 to
connect to sanitary. We approved a three lot land division . They are in the old
landfill shadows, so the DNR has drawn a box and anyone within that box, if water
runs anywhere near you, you must connect.

Ald. Wolfe made a motion to approve plan. Ald. Madden seconded. Motion carried
3-0.
NEW BUSINESS PLACED ON FILE
Ald. Wolfe inquired about area off McShane, the water connector for the valve they are
putting in. Director Simpson stated this is for private properties. Tomorrow morning is the
last day of televising we have to do as part of district requirements. We then compile a
report and analyze that. Then bring it to committee with recommendation. This is for
Phase I.

Project Features Outside of Desirable
All projects in the Wisconsin Department of Transportation (WDOT) require a Design Study Report (DSR)
to be completed. A requirement of the DSR is to document decisions and rationale for these decisions in
the development of an improvement project. One of these requirements is to address design criteria and
whether the design is within or outside of desirable minimum standards. Below are two instances when
the project design necessitated that being outside the desirable.
Intersection Angle CTH L @ Lannon Drive
The existing and proposed intersection angle of CTH L and Lannon Drive is 630. The minimum allowable
for an existing intersection according to the FDM is 650 (See FDM 11-25-1.5.2). Since this is an existing
intersection that is being reconstructed, FDM 11-25-1.5.2 requires improvement of the intersection angle
to a minimum of a 700 angle, with the desirable angle being 750.
Reconstruction and realignment of this intersection would potentially impact adjacent properties including
businesses and residential areas. This intersection is surrounded by commercial lots including two banks
and a restaurant. Acquisition of right-of-way from these properties may severely affect their business
practices and how they serve existing clients. The bank located at the southeast corner would potentially
loose approximately 6-12 parking stalls of the 24 available. The restaurant located at the northwest corner
(Tres Locos) would potentially lose 10 stalls of the 21 available. A private residence located next to Tres
Locos would also be significantly affected by realignment of this intersection.
The following safety enhancements are included in the proposed project:
- Dedicated right, left, and through lanes will be added for both the northbound and southbound
directions on Lannon Drive and both the eastbound and westbound movements on CTH L.
- Signal timing will be altered to allow for dedicated left turn lanes from Lannon Drive to CTH L.
- Design left turn lanes with a zero offset.
These safety enhancements will address the safety concerns of this intersection without the need to
purchase additional right-of-way. The zero offset left turn lanes will provide vehicles turning left from
Lannon Drive to be able to see past one another and ensure sufficient clearance to make the left turn
ahead of opposing traffic.
Dedicated right and left turn lanes will allow the through movement to continue through the intersection
without being hindered by traffic turning left or right.
Sidewalk Cross Slopes and Curb Ramps
The Wisconsin Guide to Pedestrian Best Practices represents part of the W DOT approach to address
pedestrian needs in the state. The chapter presents both legal requirements and recommended
standards for the design of roadways and pedestrian facilities. Throughout their guide the term “shall” is
used to identify design requirements as mandated by the Americans with Disabilities Act Accessibility
Guidelines or Wisconsin State Statute. These requirements are enforceable by law. The term “should” is
used to identify acceptable standards that are not enforceable by law, but serve as recommended
practices. Per Section 5.3.4.1 of the Wisconsin Guide to Pedestrian Best Practices, crosswalks , in
general, “should” have a maximum cross slope at crosswalk locations of 2%.
During the design of CTH L – Phase 2 a total of 15 slopes exceeding these guidelines were identified at
CTH L and side road intersections. Several slopes were changed to meet the above state guidelines.
The 5 intersection locations below are all that remain outside these guidelines. Meeting the suggested
slopes at these intersections would have caused adverse impacts to adjacent private and commercial
driveways, properties, an existing box culvert, and real estate acquisitions.
CTH L @ Valley Drive
The crosswalk on the west side of the intersection of CTH L and Valley Drive matches the grade of CTH L
at 3.2%.
CTH L @ Pioneer Drive
The crosswalk on the west side of the intersection of CTH L and Pioneer Drive matches the grade of CTH
L at 4.3%.
Lions Park Drive @ CTH L
The proposed crosswalk cross slope crossing Lions Park at CTH L is 3.44%.
Lincoln Drive @ CTH L
The proposed crosswalk cross slope crossing Lincoln Drive at CTH L is 3.0%.

Less than desirable features:
- CTH L profile through Intersections greater than 3%:CTH L @ Pioneer Drive (4.3%) and Valley Drive
(3.2%) intersections
- Crosswalk cross slopes greater than 2%: CTH L @ Valley Drive (3.2%), Pioneer Drive (4.3%)
o Existing intersections are surrounded by residential and commercial properties. Driveway
access points to the surrounding business and residences tie into the existing roadway profile
of CTH L. Meeting the 2% crosswalk cross slopes at the intersections of Pioneer Drive and
Valley Drive would have adverse impacts to adjacent properties in terms of driveway slopes
greater than maximum allowable and additional right of way. As currently designed, driveway
slopes at these intersections are between 4.5% and 10%.
o In order for the intersection at Valley Drive to meet standards for maximum slope through an
intersection, the profile would have to be adjusted up a minimum of 2 feet. By adjusting the
profile a minimum of 2 feet, six driveways are impacted. Under the proposed design, the slope
on these driveways varies between 4.57% and 9.01%. An adjustment of 2 feet in the profile
has a direct negative impact on these six driveways. After a profile adjustment, the slope of
these six driveways would vary between 9.3% and 16.5%. These six driveways are located at
the following stations: 42+08 RT, 42+33 RT, 40+93 LT, 41+35 LT, 41+53 LT, 41+84 RT. (See
attached sheet showing this intersection). Redesign of the roadway profile would make most
driveway slopes in this area exceed 10% and would require more TLE and/or right-of-way
acquisition. The estimated cost of additional TLE needed to extend the six driveways is
approximately $54,000.
o Adjusting the profile at the Pioneer Drive intersection would have negative impacts on the
recently reconstructed existing box culvert at STA: 45+48. The length of the existing box
culvert matches into the side slopes of the proposed design. Adjusting the profile at the
intersection would create either a larger fill section or a larger cut section over the existing box
culvert. A larger fill section would push the slope intercepts past the box culvert headwalls
requiring the culvert to be extended. A larger cut section would put the top of the culvert into
the pavement structure and would also have greater impacts at the intersection itself in terms
of retaining walls and TLE. This culvert was installed in 2007 and was designed to
accommodate the Janesville Road expansion. The structure is a poured in place structure and
would need to be removed and replaced or extended if possible. Making adjustments at this
intersection is expected to add approximately $250,000 in addition to permitting currently not
needed with the project.
Between 2005 and 2009 there were a total of 22 crashes at or near the intersection of CTH L
and Pioneer, with a majority of crashes being rear end collisions, occurring in the westbound
direction. There were a total of 2 crashes at the intersection of CTH L and Valley Drive during
that same time period.
o The proposed intersection angle at Pioneer Drive is being changed from 700 to 900. Real
estate acquisitions in the SE corner of the intersection allowed for increased sight distance for
westbound traffic and those turning left from Pioneer Drive. Also, the crosswalks at both Valley
Drive and Pioneer Drive will be marked crosswalks accompanied with permanent signage. The
crosswalks crossing CTH L at Pioneer Drive will be made with inlaid decorative brick pavers.
These decorative pavers will help to delineate the crosswalk, and provide a textured surface for
pedestrians to cross CTH L.
- Crosswalk cross slope greater than 2%: CTH L @ Lions Park Drive (3.44%), Lincoln Drive (3.0%)
o The proposed crosswalk cross slope crossing CTH L at Lions Park Drive 3.44% and Lincoln
Drive is at a cross slope of 3.0%. Grades at these intersections have been set to match as
closely to existing as possible.
o The adjustment of the profiles at these intersections in order to provide 2% crosswalk cross
slope, would require additional TLE for grading and driveway extensions. Additional cost of
TLE, these intersections, would be approximately $30,000.

Subject: Review Request for Sewer Service Area Extension- Davis CSM -Woods
Road
Date: December 13, 2012
Previously, the Public Works Committee and Common Council approved a two lot
land division on Woods Road (the Davis CSM), which requires that Lot #1 of the
land division be connected to the City’s sanitary sewer system. In order to
accomplish this requirement, the City must first amend the current Sanitary Sewer
Service Area (SSSA) to include the lands within the new Lot #1 boundaries. The
first step related to this amendment is made by requesting said amendment from the
Southeast Wisconsin Regional Planning Commission (SEWRPC).
I have attached the draft CSM, the exhibit of the area to be added to the SSSA and a
copy of the owner’s request for the land to be added.
Recommendation:
Direct staff to make a request for a Sanitary Sewer Service Area boundary
amendment to SEWRPC for the lands shown on the attached exhibit.
