NEW BUSINESS
Discuss mandatory connection to sanitary sewer under 21.05(2)(a) of the City’s Municipal
Code as it relates to S90 W13322 Boxhorn Drive – City Engineer stated the residents of S90
2
W13322 Boxhorn Drive expressed concern regarding the impending requirements that they
will have to connect to public sewer within nine months of said public sewer becoming
available for use. A land division across the street has caused a low pressure force main to
be installed which will be publicly dedicated in the near future. This dedication will trigger
the nine month window for connection to the public sewer for this home. The homeowners
are requesting that they not have to connect their home to the new sewer; however, the
current code does not allow for any variation from the required connection. The home is
currently served by a private treatment system. The current code exists in order to protect
public health by reducing the chance of contamination of ground water or surface waters.
City Engineer Simpson would write a letter to everyone here and the other two homes
stating what occurred here Ald. Werner made a motion that dedication of improvements
would be required upon connection of the first new or existing home along new sanitary
sewers. Ald. Soltysiak seconded. Motion carried 3-0.
Recommendation of purchase of Public Utilities Chevrolet Colorado Pickup Truck – Public
Works Superintendent Kloskowski stated bids had been requested from three dealers and
he would recommend accepting the proposal from Holz Motors Inc. Ald. Soltysiak made a
motion to accept the proposal in the amount of $16,233.00 from Holz Motors Inc. Seconded
by Ald. Werner. Motion carried 3-0.
Recommendation of approval of engineering design services contract for Utility Relocations
required by the reconstruction of Janesville Road – City Engineer Simpson advised as part
of the Janesville Road Reconstruction Project, all utilities located within the right-of-way
must be relocated, where needed, at the expense of each utility. Working with the County
and the design engineer for Janesville Road to establish a scope and cost to complete all
the necessary survey and design work for our utilities. The proposal from Ayres Associates
will provide for the necessary work to be completed for a cost of $16,500.00. Ald. Soltysiak
made a motion to approve pending negotiations with Ayres regarding Limitation of
Professional Liability amount. Ald. Werner seconded. Motion carried 3-0.
NEW BUSINESS PLACED ON FILE
None.

CITY OF MUSKEGO
Staff Report to Public Works Committee
To: Public Works Committee
From: Engineering Department, David Simpson, P.E., City Engineer
Subject: Request to name a currently unnamed road to Skylark Court.
Date: June 17, 2011
I received a request to name a previously unnamed road in the City (attached). This
road was never named on the original plat (attached) and the two affected residents
are requesting that the City name the road Skylark Court.
Per municipal code 8.05 the City’s Common Council must adopt a resolution via
recommendation of the PW Committee to name/rename a street.
Recommendation for Action:
Recommend naming the currently unnamed street that intersects with Skylark Lane
to Skylark Court.

CITY OF MUSKEGO
Staff Report to Public Works Committee
To: Public Works Committee
From: Engineering Department, David Simpson, P.E., City Engineer
Subject: Approval of a sanitary sewer easement and release of a sanitary sewer
easement at S86 W18990-92 Woods Road.
Date: June 17, 2011
In approximately 1999, the owners of S86 W18990-92 Woods Road applied for an
addition to their home. At that time, the City had indicated to the owners that they
would need to vacate and recreate a sanitary sewer easement to do so. The Owners
complied and the City told them it was completed and the City subsequently issued
a building permit.
In a recent survey of their property, it was discovered that the easement was never
in fact vacated and a new easement was not created. The attached documents
release the portion of the easement that we do not need for maintenance of the
sanitary sewer and acquires additional easement area for maintenance. This can
best be seen on “Exhibit A” and the map of the attached documents.
Recommendation for Action:
New Business #3- Recommend approval of a sanitary sewer easement at S86 W18990-92
Woods Road.
New Business #4- Recommend approval of release of a platted sanitary sewer easement at
S86 W18990-92 Woods Road.
