CITY OF MUSKEGO unapproved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY, SEPTEMBER 19, 2011 Alderman Noah Fiedler called the meeting to order at 6:00 PM. Also present were Alderman Dan Soltysiak, City Engineer David Simpson, Public Works Superintendent Wayne Delikat and Public Utilities Superintendent Scott Kloskowski. Ald. Keith Werner absent. Ald. Fiedler led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Law on September 16, 2011. APPROVAL OF MINUTES OF JULY 18, 2011 Ald. Soltysiak moved to approve the minutes of July 18, 2011. Seconded by Ald. Fiedler. Motion carried 2-0. STAFF REPORTS None STATUS OF PROJECTS Janesville Road Reconstruction (Moorland to Racine) – City Engineer Simpson stated we were delivered 90% plans last week. Moving along nicely. Durham Drive Reconstruction & Sanitary Sewer Project – City Engineer Simpson advised we had quite substantial undercutting on the job. We will still make the schedule. McShane Pump Station Upgrade – Moving along slowly per Public Utilities Superintendent Kloskowski. They replaced most of the valving in the lift station. Concrete deteriorated. Structurely sound. Hope by the end of next week they will be done. PPII Reduction & Sanitary Sewer Backup Prevention Programs – City Engineer Simpson stated going pretty well. Out of about 100 properties, 70% are participating. Won’t have major results until televising is done. 2011 Road Improvement Program – Completed as of last Friday per City Engineer Simpson. Luehring & Hillview Reconstruction Project – City Engineer Simpson stated project is nearing completion in the next few days. UNFINISHED BUSINESS None NEW BUSINESS Recommend Approval of Engineering Design Services Consultant for the Reconstruction of Tess Corners Drive (Janesville Road to Woods Road) – City Engineer Simpson stated Tess Corners Drive is deteriorating rapidly. I made the decision to move forward to possibly reconstruct Tess Corners next year. It’s relatively quick timeframe to design and turn around, but staff thought it was important because of the rate it is 2 deteriorating. Staff went ahead and sent requests for proposals to seven consultant firms. All firms submitted proposals and these proposals were reviewed by a committee of three staff members and two Aldermen. Staff’s recommendation would be to go forward with Foth. Ald. Soltysiak made a motion to move forward with the design contract with Foth. Ald. Fiedler seconded. Motion carried 2-0. Recommend Approval of Simandl Drive Lift Station Control Module Purchase and Installation – City Engineer Simpson stated at the September 20, 2010, Public Works Committee meeting staff requested that the controls for the Simandl Drive Lift Station be replaced and relocated above ground. The motor controls are at the end of their useful life and are in need of replacement at this time. Public Utilities Superintendent Kloskowski advised it is difficult to operate this facility because of the below grade controls as was demonstrated during last year’s floods. Staff has been looking for the best way to relocate these controls above ground and have determined that a prefabricated structure will provide all of the needs that this type of conversion have. Starnet Technologies has worked with the City in the past and is able to produce a prewired module that will deliver a cost savings to the City. The cost of the module is $53,000. Ald. Soltysiak made a motion to move to approve the purchase and installation of the Simandl Drive Lift Station Control Module. Seconded by Ald. Fiedler. Motion carried 2-0. Recommend approval of Private Property Inflow and Infiltration (PPII) Reduction Work Plan #3 – Mitigation of PPII at Circle Drive and Richdorf Drives/Racine Avenue Areas– City Engineer Simpson advised this Work Plan consists of three homes in two separate areas that have been identified as major contributors to private property infiltration inflow and as well as suffering from major flood damage. Staff has been working with the District and have come to an agreement they are willing to fund almost $42,000.00 from our PPII program. Ald. Jeanne Struck Recording Secretary CITY OF MUSKEGO Staff Report to Public Works Committee To: Public Works Committee From: Engineering Department, David Simpson, P.E., City Engineer Subject: Review required improvements to Summertime Lane Date: October 13, 2011 Mike Birkley has submitted a revised conceptual land division request and is requesting that a gravel road within public right-of-way be allowed with this proposed land division (see attached sketch land division). Mr. Birkley has made previous requests, however, those requests added additional driveway connections to Summertime Lane, whereas this proposal would not add any connections. The Committee must consider current and past policy along with interests of the public at large in these situations. Because no additional homes are accessing the right-of-way, it is would appear that it still meets the intent of the previous policy that was in place at the time the right-of way was created. Recommendation for Action by Committee: Require a full gravel drive per the original approved design for Summertime Lane and require a restriction against any access to Summertime Lane from lot 2 along with deed restrictions against all properties on Summertime Lane explaining owners’ responsibilities. CITY OF MUSKEGO Public Works Committee To: Public Works Committee From: Engineering Department, David Simpson, P.E., City Engineer Subject: Pioneer Drive Reconstruction Design Proposal (Janesville to Racine) Date: October 13, 2011 Reconstruction of Pioneer Drive will involve multiple facets including water main construction, road reconstruction (including sidewalks and a recreational trail), and utility burial. In order to complete the design in time to construct this project in 2012 staff sent out a request for proposals so that design can begin shortly to meet this tight design timeframe. I prepared and dispersed the attached Request for Proposals to five different design firms. All firms submitted proposals and these proposals were reviewed by a committee . The proposals were scored based on the following: (a) Consultant’s professional qualifications 5% (b) Experience and qualification of your project team 30% (c) Consultant’s present and committed work load 10% (d) Project approach 20% (e) Consultant Effort 10% (f) Cost 25% Not all reviewer’s scores were completed at the time of writing this memorandum, so I will prepare the results and bring them to the Committee meeting. Recommendation for Action: Recommend awarding the design contract to the highest scoring company. Page 1 of 7 – Issued September 21, 2011 REQUEST FOR PROFESSIONAL SERVICES Pioneer Drive Reconstruction Project Janesville Road (C.T.H. “L”) to Racine Avenue (C.T.H. “Y”) Approximately 0.85 Miles 1. Introduction The City of Muskego is interested in obtaining the services of an Engineering Consulting firm for the design and preparation of roadway and water main plans and construction specifications for the reconstruction of Pioneer Drive from Janesville Road (C.T.H. “L”) to Racine Avenue (C.T.H. “Y”). At this time, the design and construction phases of this project will be funded entirely by the City of Muskego. This project will require City of Muskego review and approval only. Applicable WDNR, MMSD, and ACOE permits must be obtained where necessary. David Simpson, P.E. will serve as project manager for the City of Muskego. The envelope shall be clearly titled “COST” and marked with the project name and the name and address of the submitting firm. 6. Proposal Contents Each proposal shall contain a discussion or information in the following areas: (a) Table of Contents. Include a clear identification of the material by section and by page number. (b) Letter of Transmittal. Limited to one or two pages. Briefly state the proposer's understanding of the service to be provided and a positive commitment to perform the services as defined in the request for proposal. (c) Firm Description. A description of the organization submitting the proposal, its size, organization, legal status (corporation or partnership, etc), professional registration, major type of activity or areas of consulting and it’s recent 10 years experience in the performance of similar projects. Page 3 of 7 – Issued September 21, 2011 (d) Staff Experience. For each individual actually involved in the project submit the individual’s name, title and/or duties for the proposed project, professional registration, a brief description of related past experience including time contribution in this capacity to past projects, and qualifications (resume). Include specific relevant experience with public involvement, survey, roadway design, soils analysis, utility coordination, traffic control planning, hardscape/landscape design, and other areas that may be appropriate to the scope of the project. (e) Project Approach. Please provide a description of the engineering, environmental and public involvement problems you anticipate in this project and how you propose to overcome them. (f) Present Work Load. Provide a list of present or committed engineering project of a similar nature, which your firm is undertaking. The list should include a project description, measure of the project size (length, value, complexity, etc), areas of work remaining, and time remaining to completion of the project. (g) Sub-consultants/Associates. Indicate the names and addresses of any sub-consultant or associate proposed to be used to complete the project. State the capacity they would be used in and the approximate percentage of total services they would provide and past experience in their field. (h) Scheduling. Provide a timetable that includes a sequence and relationship of tasks within your proposal which are necessary to complete the project by the P.S. & E. date. (i) Consultant Effort. Provide a detailed analysis (spreadsheet or flow chart) of the direct hours by task and position to complete the project as described in the request for proposal. (j) Cost. The cost for providing consulting services as described in the request for proposals shall be submitted as described under “Submission of Proposal” on Attachment A. COSTS ARE NOT TO BE INCLUDED IN THE TECHNICAL RESPONSE. 7. Caveat The City reserves the right, at its sole discretion, to reject any or all responses, issue addenda, request clarification, waive technicalities, alter the nature and/or scope of the proposed project, request resubmittals, and/or discontinue this process. The City shall not be responsible for oral interpretations given by any City employee, representatives, or others. The issuance of a written addendum is the only official method whereb y interpretation, clarification or additional information can be given. Proposals will not be publicly opened. Note: This is a request for proposal, not a bid; therefore, the City of Muskego is not bound to accept the lowest cost for professional services. Page 4 of 7 – Issued September 21, 2011 8. SCOPE OF SERVICES The work under this project shall consist of those engineering and related services enumerated herein and specifically including: reports, meetings, plans, and specifications for the project. The project includes the reconstruction of Pioneer Drive from Janesville Road (C.T.H. “L”) to Racine Avenue (C.T.H. “Y”) including any necessary storm water management plans. The design speed for Pioneer Drive will be 35 m.p.h. Both rural and urban typical sections will take place in the reconstruction route. Currently, an urban cross section exists from Janesville Road to approximately Horn Park Drive and a rural cross section exists from Horn Park Drive to Racine Avenue. The city intends to keep these cross sections consistent in the reconstruction route with the following design aspects: Janesville Road to Horn Park Drive (urban cross section): This portion of Pioneer Drive is considered a historic district and the city intends to make this portion of the reconstruction route quainter with a higher sense of place. The existing conditions are approximately per the following: Burying of private utilities, landscaping (including approximately 60 street trees, 8 benches, and terrace landscaping), the addition of street lighting (approximately 20 lights), and road narrowing with occasional “bump-outs” will be sought following an approximate typical cross section as shown below. This work should also include storm sewer design or rehabilitation as needed in this area. The City will televise the existing storm sewer for evaluation of possible reuse of existing. Also, work at the intersection with Janesville Road shall be coordinated with Waukesha County to ensure proper coordination for their reconstruction of Janesville Road in 2013. Page 5 of 7 – Issued September 21, 2011 Horn Park Drive to Racine Avenue (rural cross section): This portion of Pioneer Drive will require a pulverize and overlay plus the addition of an eight foot wide paved recreational path on the west side of Pioneer from Horn Park Drive to Racine Avenue. The path is anticipated to be placed outside the back slope of the ditch which may require re-grading of the ditches. Roadway design in this area can simply be a typical cross section and highlighted plan sheets. It is anticipated that the added height of the roadway’s surface can be mitigated by larger cross slope on the existing shoulders. The reconstruction will include the incorporation of the City’s storm water management in accordance with Municipal Ordinance Chapter 34, and applicable WDNR and MMSD permit requirements. It is anticipated that with the reduction of impervious surfaces, storm water management requirements may be limited. Water Main Design. Water main currently exists from Lions Park Drive to approximately W180 S7732 Pioneer Drive. The City would like to extend 10 inch diameter water main to the north and south of the existing and tie into existing mains on Janesville Road and Racine Avenue as part of this project. All current City design specifications should be followed through the design process. It would be anticipated that the main will be under pavement in the reconstruction area and off the shoulder in the pavement reconditioning area. An engineer’s estimate will be needed shortly after project design begins to that City staff can begin the process of special assessments. Meetings. The consultant shall attend or hold an Operational Planning Meeting (OPM) to discuss the organization and processing of the services under the contract. The consultant shall meet with the City to coordinate work efforts. Meetings shall be held to plan, review, and coordinate the project with the City's staff. The consultant shall conduct meetings with utilities having facilities on the project sufficient enough to ensure proper coordination. A Final Plan Review Meeting with the City shall be held approximately 45 - 60 days ahead of the P.S. & E. submittal date. The consultant shall attend the pre- construction conference as scheduled by the City. Approximately three meetings shall be attended to explain various facets of the project to the common council or other committee. Two public informational meeting shall be planned and staffed. Survey Work. Topographic information shall include, but not be limited to, edges of pavement/curb, driveways, and shoulders; all buildings and appurtenances; trees (with sizes in inches); woods or brush limits; water courses and drainage facilities; and the location of all utilities. Note that survey data should be collected on Lions Park drive to allow for the design of a sidewalk facility to connect to the existing sidewalk approximately 250 feet west of Pioneer Drive. Subsurface Investigations & Pavement Design. Subsurface soil investigations shall include approximately 10 soil borings to a depth of 10 feet below the existing surface from Janesville Road to Horn Park Drive. The borings shall be taken along the proposed roadway centerline and/or driving lane centerlines and shall note the depth of and location of all soil layers, bearing strength, and presence of ground water. All boring and sounding locations shall be referenced to the project stationing and project elevation datum. Pavement design will be limited to the full reconstruction area. Date: October 13, 2011 During recent budget discussions, the planned recreational trail along Woods Road, from Racine Avenue to Quietwood Drive was moved to be constructed in 2012. As soon as this decision was made, staff prepared and distributed a Request for Proposals for the design and land acquisition services portion of this project so that it can be built in 2012 while school is not in session. I prepared and dispersed the attached Request for Proposals to four different design firms (the top four rated from the last round of proposals). Three firms submitted proposals and these proposals were reviewed by a committee of two staff members and one Alderman. The proposals were scored based on the following and the detailed results are attached. Introduction The City of Muskego is interested in obtaining the services of an Engineering Consulting firm for the design and preparation of plans and construction specifications for the construction of an eight foot wide paved recreation trail along Woods Road from Quietwood Drive to Racine Avenue. At this time, the design and construction phases of this project will be funded entirely by the City of Muskego. This project will require City of Muskego review and approval only. Applicable WDNR, MMSD, and ACOE permits must be obtained where necessary. David Simpson, P.E. and Craig Anderson will serve as project managers for the City of Muskego. Cost shall be submitted in a single, separate sealed envelope with the proposal submittal on Attachment A. The envelope shall be clearly titled “COST” and marked with the project name and the name and address of the submitting firm. 6. Proposal Contents Each proposal shall contain a discussion or information in the following areas: (a) Table of Contents. Include a clear identification of the material by section and by page number. (b) Letter of Transmittal. Limited to one or two pages. Briefly state the proposer's understanding of the service to be provided and a positive commitment to perform the services as defined in the request for proposal. (c) Firm Description. A description of the organization submitting the proposal, its Page 3 of 5 – Issued September 23, 2011 size, organization, legal status (corporation or partnership, etc), professional registration, major type of activity or areas of consulting and it’s recent 10 years experience in the performance of similar projects. (d) Staff Experience. For each individual actually involved in the project submit the individual’s name, title and/or duties for the proposed project, professional registration, a brief description of related past experience including time contribution in this capacity to past projects, and qualifications (resume). Include specific relevant experience with public involvement, survey, right of way plat preparation, recreation trail design, utility coordination, and other areas that may be appropriate to the scope of the project. (e) Project Approach. Please provide a description of the engineering, environmental and public involvement problems you anticipate in this project and how you propose to overcome them. (f) Present Work Load. Provide a list of present or committed engineering projects of a similar nature, which your firm is undertaking. The list should include a project description, measure of the project size (length, value, complexity, etc), areas of work remaining, and time remaining to completion of the project. (g) Sub-consultants/Associates. Indicate the names and addresses of any sub-consultant or associate proposed to be used to complete the project. State the capacity they would be used in and the approximate percentage of total services they would provide and past experience in their field. (h) Scheduling. Provide a timetable that includes a sequence and relationship of tasks within your proposal which are necessary to complete the project by the P.S. & E. date. (i) Consultant Effort. Provide a detailed analysis (spreadsheet or flow chart) of the direct hours by task and position to complete the project as described in the request for proposal. (j) Cost. The cost for providing consulting services as described in the request for proposals shall be submitted as described under “Submission of Proposal” on Attachment A. COSTS ARE NOT TO BE INCLUDED IN THE TECHNICAL RESPONSE. 7. Caveat The City reserves the right, at its sole discretion, to reject any or all responses, issue addenda, request clarification, waive technicalities, alter the nature and/or scope of t he proposed project, request resubmittals, and/or discontinue this process. The City shall not be responsible for oral interpretations given by any City employee, representatives, or others. The issuance of a written addendum is the only official method whereby interpretation, clarification or additional information can be given. Proposals will not be publicly opened. Note: This is a request for proposal, not a bid; therefore, the Page 4 of 5 – Issued September 23, 2011 City of Muskego is not bound to accept the lowest cost for professional services. 8. SCOPE OF SERVICES The work under this project shall consist of those engineering and related services enumerated herein and specifically including: reports, meetings, right-of-way plat, recreation trail plans, and specifications for the project. The project includes recreational trail construction along the north side of Woods Road from Quietwood Drive to Racine Avenue including any necessary ROW/Easement acquisition (assistance should be priced on a per parcel basis), etc. Design will not be required for the existing segments of trail that are already in place other than modifications to the tie in points. Culvert extension and the various permits necessary to obtain permission for installation of said extensions should be planned for at Quietwood Creek and the NW corner of Bay Lane Drive. The goal of the City is to complete the construction of this project while school is not in session during the 2012 summer break. Meetings. The consultant shall attend or hold Operational Planning Meetings (OPM) to discuss the organization and processing of the services under the contract. Bi-weekly meetings (when needed) shall be held to plan, review, and coordinate the project with the City's sta ff. The consultant shall conduct meetings with utilities having facilities on the project sufficient enough to ensure proper coordination. A Final Plan Review Meeting with the City shall be held approximately 45 - 60 days ahead of the P.S. & E. submittal date. The consultant shall attend the pre-construction conference as scheduled by the City. Approximately three meetings shall be attended to explain various facets of the project to the common council or other committee. Two public informational meetings shall be planned and staffed. Survey Work. Topographic information shall include, but not be limited to, edges of pavement, driveways, and shoulders; all buildings and appurtenances; trees (with sizes in inches); woods or brush limits; water courses and drainage facilities; and the location of all utilities. Plans. Construction plans shall include all the following:  Typical Cross Sections  Miscellaneous project-specific construction details  Special Details including intersection and/or roadway elements  Geometric alignment layouts  Standard Detail Drawings  Erosion Control Plan  Plan Sheets  Cross Sections (if needed)  Grading Plan (where needed) The consultant shall provide final P.S. & E. documents as required in Microsoft Word format, AutoCAD format and .pdf format of all portions. Cross connections shall be protected as required in ch. COMM 82, Wisconsin Administrative Code. 3. INSPECTION. The water utility may inspect, or arrange for an inspection of, property served by the public water system for cross connections. [OPTIONAL: As an alternative, the water utility may require a person, firm, or corporation who owns, leases, or occupies property to have their plumbing inspected, at their own expense by a State of Wisconsin Certified Cross Connection Inspector/Surveyor.] The frequency of inspections shall be established by the water utility in accordance with Wisconsin Administrative Code. Any unprotected cross connections identified by the inspection shall be promptly corrected. Failure to promptly correct an unprotected cross connection shall be sufficient cause for the water utility to discontinue water service to the property, as provided under paragraph 6 of this ordinance. 4. RIGHT OF ENTRY. Upon presentation of credentials, a representative of the water utility shall have the right to request entry, at any reasonable time, to a property served by a connection to the public water system for the purpose of inspecting the property for cross connections. Refusing entry to such utility representative shall be sufficient cause for the water utility to discontinue water service to the property, as provided under paragraph 6 of this ordinance. If entry is refused, a special inspection warrant under Section 66.0119 of the Wisconsin Statutes, may be obtained. 5. PROVISION OF REQUESTED INFORMATION. The water utility may request an owner, lessee, or occupant of property served by a connection to the public water system to furnish the water utility with pertinent information regarding the piping systems on the property. Refusing to provide requested information shall be sufficient cause for the water utility to discontinue water service to the property, as provided under paragraph 6 of this ordinance. 6. DISCONTINUATION OF WATER FOR VIOLATION. The water utility may discontinue water service to any property wherein any unprotected connection in violation of this ordinance exists, and take other precautionary measures deemed necessary to eliminate any danger of contamination of the public water system. Water service may be discontinued, however, only after reasonable notice and opportunity for hearing under Chapter 68, Wisconsin Statutes, except as provided in paragraph 7 of this ordinance. Water service to such property shall not be restored until the unprotected cross connection has been eliminated. 7. EMERGENCY DISCONTINUANCE. If it is determined by the water utility that an unprotected cross connection or emergency endangers public health, safety, or welfare, and requires immediate action, and if a written finding to that effect is filed with the City Clerk and delivered to the customer's premises, water service may be immediately discontinued. The customer shall have an opportunity for hearing under Chapter 68, Wisconsin Statutes, within 10 days of such emergency discontinuance.
