RECOMMENDATION OF APPROVAL OF A PRELIMINARY PLAT
FOR VALLEY VIEW ESTATES SUBDIVISION LOCATED IN THE SE ¼ OF SECTION 4
(MARTIN DRIVE / TAX KEY NO. 2173.991)
WHEREAS, On January 20, 2005 a preliminary plat was submitted by Glen Miller for Valley View
Estates Subdivision located in the SE ¼ of Section 4, and
WHEREAS, Said plat proposes 20 single-family lots ranging from approximately 20,000 square feet
to 57,000 square feet and 7 outlots for stormwater management and deeded purposes, and
WHEREAS, Said property is zoned RS-2 Suburban Residence District, which require a minimum lot
size of 20,000 square feet and minimum width of 110 feet, and the parcels depicted meet these
minimum standards, and
WHEREAS, The 2010 Land Use Plan shows the area as low-density residential permitting
approximately 0.5 to 0.7 units an acre, and the plat meets this requirement, and
WHEREAS, The Detailed Site Analysis is incorporated with the preliminary plat and is consistent
with the requirements set forth in the Land Division Ordinance, and
WHEREAS, The Conservation Plan depicts Medium Management priorities on the plat that appear to
run along the southern tree line and Conservation Commission recommends that preservation
restrictions are put on the areas south of the building restriction lines of Lots 6-10, and
WHEREAS, Park Arthur lies north of the subject property and Park Board recommendations are to
incorporate a trail along Martin Drive as per the adopted Park and Open Space Plan, and
WHEREAS, Park Arthur lies north of the subject property and Park Board recommendations are to
incorporate a small access trail between lots 16 and 17 to have better access to the Martin Drive trail,
and
WHEREAS, Rossmar Drive is depicted to line up with the existing Rossmar Drive and this is
consistent with the 2010 Street System Plan, and
WHEREAS, All streets are dedicated to the ultimate widths and a vacation of Martin Drive is
depicted, and
WHEREAS, Said parcels will be serviced by City sewer and public utilities will decide the water
source before the time of the Final Plat, and
WHEREAS, Stormwater management will be accommodated on Outlot 7.
THEREFORE BE IT RESOLVED, That the Plan Commission recommends, approval to the Common
Council of a Preliminary Plat for the Valley View Estates Subdivision, located in the SE ¼ of Section
4 and will be receptive to the submittal of a final plat, subject to resolution of technical discrepancies
as identified by the City Planning Department and City Engineers, and payment of all applicable fees
in Section 18.14 of the Land Division Ordinance and outstanding assessments if applicable.
BE IT FURTHER RESOLVED, That a trail between Lots 16 and 17 is not needed due to the majority
of the subdivision having access via Paige Street to the Martin Drive trail. That further review will be
discussed at Parks & Recreation Board for recommendation, before Final Plat for road connection
between Lots 16 and 17.
BE IT FURTHER RESOLVED, A preservation easement and restrictions will have to be shown on
the final plat and the easement will stem from the south building restriction lines of Lots 6-10 down to
the southern border of the plat.
BE IT FURTHER RESOLVED, Petitioner will have to arrange the vacation of a portion of Martin
Drive with the Engineering Department before the time of the Final Plat.
BE IT FURTHER RESOLVED, That a digital file of this Plat shall be submitted to the City in
accordance with Common Council Ordinance No. 1118 and Resolution 196-2002.
