APPROVAL OF AN AMEDMENT TO A BUILDING SITE AND OPERATION PLAN FOR
CALLEN CONSTRUCTION IN THE NE ¼ OF SECTION 1 (TAX KEY NO. 2161.994)
WHEREAS, On July 27, 2004 plans were submitted by Bryan Tom for an amendment to a
Building, Site and Operation Plan for Callen Construction located in the NE ¼ of Section 1
(Tax Key No. 2161.994 / Janesville Road), and
WHEREAS, Said property is currently zoned RS-2/OOS Suburban Residence District with
an Office and Special Service Overlay District, and said use is a permitted use by right
subject to Building Site and Operation Plan approvals, and
WHEREAS, Petitioner proposes to change the current building to add on more office
space, a showroom, and an accessory structure, while also updating lighting, landscaping,
and parking arrangements on the site, and said proposal meets the bulk requirements of
the Zoning Code, and
WHEREAS, An existing sign exists and no change in signage is part of the proposal, and
WHEREAS, Building materials used on the updated structure consist of cultured
fieldstone, dimensional shingles, vinyl siding, and pine trim boards, and
WHEREAS, Skylights are used along the rooftop and decorative windows are used
throughout, and
WHEREAS, The building does not meet the 50% masonry requirement although it
matches the materials used in the existing structure and improves upon them, and
WHEREAS, Parking is illustrated as 22 parking stalls in total with the stalls at the front of
the building for customer use only and are shown as 10’ x 20’ and the stalls at the rear of
the building are for employee related parking only and the petitioner shows these stalls at
9’ x 20’, and
WHEREAS, An accessory structure is proposed that mimics the building materials used
on the principal structure and said accessory structure is screened from view of the right-
of-way, and
WHEREAS, Lighting consists of 19 exterior lights that appear to meet City requirements.
Although no pole light elevations or photometric plans accompany the submittal, and
WHEREAS, Landscaping is depicted within the submittal and meets City Forester
approval, and
WHEREAS, Access is provided throughout the site with one entrance off of Janesville
Road and possible cross-access could be utilized by bordering properties if needed at a
later time, and
WHEREAS, Stormwater management will utilize the basin on the rear of the parcel and
will be approved by the Engineering Department, and
THEREFORE BE IT RESOLVED, That the Plan Commission approves of an amended
Building, Site and Operation Plan for Callen Construction located in the NE ¼ of Section 1
(Tax Key No. 2161.994 / Janesville Road).
BE IT FURTHER RESOLVED, That a photometric plan be provided to the Planning
Department depicting conformity to City standards prior to approval of building permits.
BE IT FURTHER RESOLVED, That the light poles utilized on the property have a cement
base of no more than 6 inches above grade and the fixtures be zero-degree cutoff.
BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building
Department and that all aspect of this plan as they relate to drainage shall be maintained
in perpetuity unless otherwise authorized by the Plan Commission.
BE IT FURTHER RESOLVED, That a landscape plan shall be approved by the City
Forester prior to the release of building permits.
BE IT FURTHER RESOLVED, That the parking stalls illustrated in the proposal are
smaller than standard and that this may be allowed as long as these stalls are kept as
employee only.
BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this
resolution shall result in the imposition of fines of $100 per day, the initiation of legal
action, or both.
