APPROVAL OF SKETCH PRELIMINARY PLAT FOR THE BASSE/RASMUSSEN
PROPERTY LOCATED IN THE SW ¼ OF SECTION 3 AND NW ¼ OF SECTION 10
(TAX KEY NOS. 2171.999 AND 2198.999 / MARTIN DRIVE AND JANESVILLE ROAD)
WHEREAS, On April 4, 2004 a sketch preliminary plat was submitted by Bill Carity for
the Basse and Rasmussen properties located in the SW ¼ of Section 3 and NW ¼ of
Section 10, and
WHEREAS, The plan consists of approximately 31 acres, proposes 42 single-family
parcels and 2 outlots, and
WHEREAS, Said properties are zoned RS-2 Suburban Residence District and RS-
2/OPD Suburban Residence District with a Planned Development Overlay District and
parcels shown appear to meet zoning requirements for said districts, and
WHEREAS, The 2010 Comprehensive Plan depicts this area for low and medium
density residential development and the proposal is consistent with the Plan, and
WHEREAS, Said parcels will be serviced by City sanitary sewer and municipal water,
and
WHEREAS, Martin Drive is depicted to be dedicated to its ultimate width of 80-feet from
centerline, and is consistent with the 2010 Street System Plan, and
WHEREAS, The main access thru the proposed plat would connect from Bay Lane
Road on the south to Chamberlain Hill Road on the north which may result in a traffic
concern, and
WHEREAS, The southerly access to the proposed land division would be from Bay Lane
Drive extended and intersection adjustments may be needed, and
WHEREAS, There are parcels which would abut Martin Drive possibly resulting in
shared access driveways, and
WHEREAS, The right-of-way depicted internally in the land division aligns with
Hedgewood Drive to the east and west, and
WHEREAS, The Plat is required to provide on-site stormwater management as required
by Chapter 34, and the City is in the planning stages of regional detention basin located
to the southeast of this development.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of a 31 acre,
sketch preliminary plat for the Basse and Rasmussen properties as proposed by Bill
Carity, located in the SW ¼ of Section 3 and NW ¼ of Section 10 and will be receptive to
the submittal of a preliminary plat.
BE IT FURTHER RESOLVED, That the plat should be altered to show a cul-de-sac
within what is the Rasmussen property in order to limit thru-access from Martin Drive to
Janesville Road and eliminate the need for direct parcel access along Martin Drive.
