APPROVAL OF A CERTIFIED SURVEY MAP FOR THE THOTA
PROPERTY LOCATED IN THE SW ¼ OF SECTION 32
(RACINE AVENUE / TAX KEY NOS. 2287.016 AND 2287.023)
WHEREAS, On March 29, 2004 a Certified Survey Map was submitted by Cindy Thota for a
four (4) lot land division located in the SW ¼ of Section 32, (Tax Key Nos. 2287.016 and
2287.023 / Racine Avenue), and
WHEREAS, The proposed land division would create four lots from the existing two lots with lot
sizes of .7 acres to 1.8 acres and minimum widths of at least 110 feet, and
WHEREAS, Said property is zoned RS-2/OLS Suburban Residence District with a Lake Shore
Overlay District, requiring land divisions to meet the underlying zoning of 20,000 square foot
minimum parcels and an average minimum width of 110 feet, and
WHEREAS, The 2010 Comprehensive Plan depicts this area as being set aside for medium
density residential development, and this proposal is consistent with this goal, and
WHEREAS, Said parcels will be serviced by public sanitary sewer and private water supply and
public utilities committee will determine sewer infrastructure to serve Lots 2, 3 and 4, and
WHEREAS, Rights of way have been dedicated in accordance with the 2010 Street System Plan.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of a Certified Survey
Map submitted by Cindy Thota amending the existing two parcels into four (4) parcels located in
the SW ¼ of Section 32 (Tax Key Nos. 2287.016 and 2287.023 / Racine Avenue), subject to
resolution of technical discrepancies as identified by the City Planning Department and City
Engineers, and payment of all applicable fees in Section 18.14(3) of the Land Division Ordinance
and outstanding assessments if applicable.
BE IT FURTHER RESOLVED, That as part of the technical corrections the access road will
have to be shown as a cul-de-sac and Lots 2 and 3 will have to show at least 80 feet of frontage
along that access road as per the land division ordinance.
BE IT FURTHER RESOLVED, That as part of the technical corrections Lot 4 will have to show
no access along the Racine Avenue right-of-way.
BE IT FURTHER RESOLVED, That utility construction plans will be required to go to the
Public Utilities Committee.
BE IT FURTHER RESOLVED, That the CSM will have to go to the Public Works Committee
for determinations regarding the improvement of the access roadway.
BE IT FURTHER RESOLVED, That Developer’s Agreement may be required to ensure the
installation of the sewer main if Public Utilities deems the need for an extension of said sewer
main, and said Agreement shall be executed prior to recording of the Certified Survey Map.
BE IT FURTHER RESOLVED, That a digital file of this CSM shall be submitted to the City in
accordance with Common Council Ordinance No. 1118 and Resolution 196-2002.
