APPROVAL OF SKETCH PRELIMINARY PLAT AND CONCEPTUAL
REZONING FROM A AGRICULTURAL TO RS-2/OPD SUBURBAN
RESIDENCE DISTRICT WITH A PLANNED DEVELOPMENT OVERLAY FOR
THE REYNOLDS AND MARY LEE ESTATE PROPERTIES LOCATED IN THE
NE ¼ OF SECTION 20 AND NW ¼ OF SECTION 21 (TAX KEY NOS. 2242.994,
2237.993 AND 2237.994/MARTIN DRIVE AND JANESVILLE ROAD)
WHEREAS, On March 9, 2004 a sketch preliminary plat was submitted by Towne
Realty for the Reynolds and Mary Lee Estate properties located in the NE ¼ of
Section 20 and NW ¼ of Section 21, and
WHEREAS, The plan consists of approximately 72.5 acres, proposes 74 single-
family parcels and an undetermined amount of outlots, and
WHEREAS, Said properties are zoned A Agricultural and are proposed to be RS-
2/OPD Suburban Residence District with a Planned Development Overlay
District, and
WHEREAS, The 2010 Comprehensive Plan depicts this area for agriculture and
open lands and would require an amendment to the current plan, and
WHEREAS, Said parcels will be serviced by City sanitary sewer and municipal
water, and
WHEREAS, Racine Avenue is depicted to be dedicated to its ultimate width, and
is consistent with the 2010 Street System Plan, and
WHEREAS, The right-of-way depicted does provide a street stub to the adjoining
southern parcel, and
WHEREAS, The Plat is required to provide on-site stormwater management as
required by Chapter 34 and this is tentatively depicted in an outlot abutting
Racine Avenue.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of a 72.5
acre, sketch preliminary plat and the conceptual rezoning from A Agricultural to
RS-2/OPD Suburban Residence District with a Planned Development Overlay
District for the Reynolds and Mary Lee Estate properties as proposed by Towne
Realty, located in the NE ¼ of Section 20 and NW ¼ of Section 21 and will be
receptive to the submittal of a preliminary plat.
BE IT FURTHER RESOLVED, The petitioner should investigate alternatives for a
secondary emergency access that could be vacated upon platting of lands to the
south of the petition.
BE IT FURTHER RESOLVED, The petitioner should look to reconfigure the
intersection arrangement between the main access point to the subdivision and
Racine Avenue to better reflect ninety-degree angles.
BE IT FURTHER RESOLVED, That the outlots may be subject to Conservation
Commission and Park and Recreation Board for future acquisitions or possible
trail needs at the time of preliminary plat.
