RECOMMENDATION OF APPROVAL OF A PRELIMINARY PLAT FOR THE
NORTHFIELD GREEN SUBDIVISION, VACATION OF PRIOR COMMON COUNCIL
RESOLUTION OF INTENT TO REZONE ALL OF LOT 143 OF QUIETWOOD CREEK TO
B-3/OPD, AMENDMENTS TO THE 2010 COMPREHENSIVE PLAN FROM COMMERCIAL
TO ATTACHED SINGLE FAMILY AND COMMERCIAL, REZONING LOT 143 OF
QUIETWOOD CREEK FROM RS-2 SUBURBAN RESIDENCE DISTRICT TO RSA
ATTACHED SINGLE FAMILY DISTRICT AND B-2 LOCAL SERVICE CENTER DISTRICT
LOCATED IN THE SE ¼ OF SECTION 3 AND NE ¼ OF SECTION 10

WHEREAS, On December 1, 2003 a preliminary plat was submitted by Bill Carity for Northfield
Green located in the SE ¼ of Section 3 and NE ¼ of Section 10, and
WHEREAS, Said plat proposes 20 lots consisting of 19 two-family lots ranging from 20,000
square feet to 47,317 square feet, and 1 commercial lot that is 217,971 square feet, and
WHEREAS, Said property is zoned RS-2 Suburban Residence District which requires a
minimum lot size of 20,000 square feet and minimum width of 110 feet, said lots will require
zoning amendments to B-2 Local Service Center District requiring a lot size of 20,000 square feet
and a minimum width of 100 feet and RSA Single Family Attached District requiring no
minimum lot size or width, and
WHEREAS, The 2010 Comprehensive Plan depicts this area for commercial development
consistent with the B-3 and B-4 zoning, and this proposal requires the Plan to be amended to
commercial development consistent with the B-1 and B-2 zoning and medium density residential
development consistent with RSA zoning, and
WHEREAS, The Plan Commission has found that the plat is consistent with the adopted
Conservation Plan, the adopted 2003-2007 Park and Open Space Plan, and the 2010 Street
System Plan, and
WHEREAS, Said parcels will be serviced by City sewer and water, and
WHEREAS, An off-site City-owned lot will accommodate stormwater management.
THEREFORE BE IT RESOLVED, That the Plan Commission recommends, approval to the
Common Council of a 20 lot Preliminary Plat for the Northfield Green Subdivision, a
recommendation to vacate the intent to rezone all of Lot 143 of Quietwood Creek to the B-3/OPD
zoning, a recommendation to amend the 2010 Comprehensive Plan from Commercial to Attached
Single-Family and Commercial, and a recommendation to rezone Lot 143 of Quietwood Creek
from RS-2 Suburban Residence District to RSA Attached Single-Family Residence District and
B-2 Local Service Center District, located in the SE 1/4 of Section 3 and NE 1/4 of Section 10
and will be receptive to the submittal of a final plat, subject to resolution of technical
discrepancies as identified by the City Planning Department and City Engineers, and payment of
all applicable fees in Section 18.14 of the Land Division Ordinance and outstanding assessments
if applicable.
BE IT FURTHER RESOLVED, That final platting and improvements to Northfield Green are
subject to the prior approval of the final plat and construction of infrastructure improvements
required for receipt of municipal services.
BE IT FURTHER RESOLVED, That access to Lot 20 along Sandalwood Drive will be
determined upon submittal of the construction plans and those access restrictions shall be
delineated on the final plat.
BE IT FURTHER RESOLVED, That a digital file of this Plat shall be submitted to the City in
accordance with Common Council Ordinance No. 1118 and Resolution 196-2002.
