APPROVAL OF SKETCH PRELIMINARY PLAT FOR GOLF VIEW ESTATES LOCATED IN THE
SW ¼ OF SECTION 24
(TAX KEY NOS. 2255.979 AND 2255.998 / RYAN ROAD)
WHEREAS, On November 3, 2003 a sketch preliminary plat was submitted by Brian Schoenleber
for Golf View Estates located in the SW ¼ of Section 24, and
WHEREAS, On April 2, 2004 an updated sketch preliminary plat was submitted by Brian
Schoenleber for Golf View Estates located in the SW ¼ of Section 24, and
WHEREAS, The plan consists of approximately 18.43 22.13 acres, and proposes 8 11 single-
family parcels and 3 2 out lots, and
WHEREAS, Said properties are zoned RSE Suburban Estate District requiring 40,000 square
foot lots, and R-2 Country Home District requiring 60,000 square foot lots, both of which appear
to meet requirements, and
WHEREAS, The 2010 Comprehensive Plan depicts this area for low density residential
development and the proposal is consistent with the Plan, and
WHEREAS, Said parcels will not be serviced by City sanitary sewer,
WHEREAS, The Public Utilities Committee will be required to determine whether to serve the
parcel with municipal water or permit a community well and water trust, and
WHEREAS, Ryan Road is depicted to be dedicated to its appropriate ultimate width, and is
consistent with the 2010 Street System Plan, and
WHEREAS, The right-of-way in the plat depicts that road stubs will serve the north and east
properties at a future time, although there is no stub to the west half of the property, and
WHEREAS, The Conservation Plan depicts a medium management priority to exist on the
property that is disturbed by the right-of-way access, and
WHEREAS, The plat depicts that a section of the right-of-way accessing the development intends
to fill portions of a delineated wetland on the property which is inconsistent with the goals of the
Conservation Plan, and
WHEREAS, The Plat is required to provide on-site stormwater management as required by
Chapter 34, and accommodations are depicted, and
THEREFORE BE IT RESOLVED, That the Plan Commission approves of an 18.43 22.13 acre,
sketch preliminary plat for the Schoenleber property, located in the SW ¼ of Section 24 and will
be receptive to the submittal of a preliminary plat.
BE IT FURTHER RESOLVED, That a street stub must be depicted that provides access to west
of the property.
BE IT FURTHER RESOLVED, That the Park and Recreation Board and Conservation
Commission will have to review the plat prior to Preliminary plat approval.
BE IT FURTHER RESOLVED, That the plat must be reconfigured to depict a right-of-way
dedication from the property to the west of the development in order to prevent the filling of the
wetlands and disturbance of the Conservation Plan medium management priority.
