APPROVAL OF A CONCEPTUAL BUILDING SITE AND OPERATION PLAN AND
CONCEPTUAL REZONING FROM R-3 COUNTRY HOME DISTRICT TO RSA / OPD
ATTACHED SINGLE FAMILY RESIDENCE WITH PLANNED DEVELOPMENT
OVERLAY DISTRICT FOR ST. ANDREWS VILLAGE OF COUNTRY CLUB VILLAGES
LOCATED IN THE NE ¼ AND NW ¼ OF SECTION 25
(TAX KEY NOS. 2258.995 AND 2261.978.001 / RYAN ROAD)
WHEREAS, On July 2, 2003 plans were submitted by Burke Properties for a Building, Site and
Operation Plan for St. Andrews Village of Country Club Villages, located in the NE ¼ and NW
¼ of Section 25, and
WHEREAS, The proposed St. Andrews Village includes forty-two (42) dwelling units in twenty
one structures, and
WHEREAS, Said property is currently zoned R-3 Country Home District, and the proposal
requires a rezoning to RSA / OPD Attached Single Family Residence with Planned Development
Overlay District, and
WHEREAS, The approved master plan for Country Club Villages depicts St. Andrews Village as
including seventy-five (75) dwellings consistent with RSA / OPD zoning standards, and the July
2, 2003 proposal is within the density approved by the Country Club Villages Master Plan, and
WHEREAS, The 2010 Comprehensive Plan depicts the area for townhouse development
consistent with the St. Andrews Village proposal, and
WHEREAS, The adopted Conservation Plan depicts wetlands and a navigable stream on the
property to be a low value management priority, and
WHEREAS, The adopted 2001-2005 Park and Open Space Plan does not depict acquisitions in
this area, and
WHEREAS, The 2010 Street System Plan depicts Ryan Road to be an 80 foot wide right-of-way,
and the proposal depicts it as such, and
WHEREAS, All other roadways in the development are proposed to be private streets constructed
to City standards, and
WHEREAS, The western most private street is located on Country Club property and will be
constructed on easements granted to St. Andrews Village, and
WHEREAS, The dwelling units will be serviced by municipal sanitary sewer, and
WHEREAS, The dwelling units will be served either by public water or by the Country Club
Villages Private Water Trust, and
WHEREAS, Each structure is proposed to be constructed of field stone, cedar trim, vinyl siding,
and dimensional asphalt shingles, and decking materials are not identified, and
WHEREAS, The two building styles are composed of 36% and 42% masonry respectively, and
the General Design Guide requires 50% masonry, and
WHEREAS, Each unit is provided with four off-street parking spaces, and two off street parking
spaces are required by Code, and
WHEREAS, The proposal includes fifteen foot side yards between structures, 50 foot offsets
from the high water mark of navigable structures, twenty foot offsets from Ryan Road right-of-
way, street yards on private streets of at least twenty-five feet as measured from garage door to
back of curb, and said setback and offset provisions are permitted under Planned Development
District Overlay zoning, and
WHEREAS, Landscaping has not been proposed at this time, and landscape screening will be
required in a 20 foot easement along Ryan Road, and street trees will be required.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of the Conceptual
Building, Site and Operation Plan submitted July 2, 2003 by Burke Properties for St. Andrews
Village at Country Club Villages located at in the NE ¼ and NW ¼ of Section 25.
BE IT FURTHER RESOLVED, The Plan Commission will be receptive to a rezoning to include
RSA / OPD zoning on the subject property.
BE IT FURTHER RESOLVED, Additional off street parking for visitors shall be required on
final plans to be approved by the Plan Commission.
BE IT FURTHER RESOLVED, Vinyl siding shall not be used, and impact resistant siding and
glass shall be used on all structures.
BE IT FURTHER RESOLVED, That rear elevations of all structures shall be comprised of
fieldstone to the bottom of the second story, resulting in 36% and 50% masonry composition
respectively.
BE IT FURTHER RESOLVED, that this approval is granted in concept only and final
action is only an indication of the current intent of the Plan Commission; Final submittals
are subject to future review and consideration by the Plan Commission, municipal
committees of jurisdiction, and other agencies, and approval of final plans is not
guaranteed by this action of the Plan Commission.
