PCR2003017RESOLUTION #P.C. 017a-2003
APPROVAL OF A BUILDING SITE AND OPERATION PLAN FOR THE EDGEWOOD SUBSTATION
LOCATED IN THE SE ¼ OF SECTION 13, T5N R19E
(PART OF TAX KEY NO. 2230.999 / JANESVILLE ROAD).
WHEREAS, Plans dated February 6, 2003 were submitted by WE Energies for a Building, Site and
Operation Plan for a utility substation located in the SE ¼ of Section 13, T5N, R19E, and
WHEREAS, Said Plan was revised and resubmitted on April 3, 2003 to address concerns of the Plan
Commission, and
WHEREAS, Said property is currently zoned I-2 General Industrial District and public utility offices and
installations are permitted by right subject to Plan Commission approval of Building Site and Operation
Plans, and subject to other plan and permit approvals from other agencies of jurisdiction, and
WHEREAS, The adopted 2010 Comprehensive Plan indicates the area should be used for industrial land
use, and the proposal is consistent with the Plan, and
WHEREAS, The proposed use does not require sanitary sewer or water facilities, and
WHEREAS, The proposal will require a land division in accordance with Chapter 18 of the Municipal
Code, and the land division is proposed in Resolution # PC 016-2003, and said approvals have been
received, and
WHEREAS, The property does not abut a public way, and access is provided through adjacent lands
owned by the petitioner, and
WHEREAS, A gravel access drive to the site is proposed, and the General Design Guide requires
pavement to promote dustless conditions, and
WHEREAS, A landscape plan has been submitted, and the City Forester has reviewed the plan and
requires a significant number of plan revisionsapproves of the revised plan dated April 3, 2003, and
WHEREAS, Lighting on the site will be attached to the support structures and utilized for construction and
maintenance purposes only, and
WHEREAS, The site drains into the Fox River watershed, and is not included in the Comprehensive
Stormwater Management Plan, and
WHEREAS, The proposal is required to comply with Chapter 34 of the Municipal Code, and stormwater
management initiatives are illustrated on the site plan, and
THEREFORE BE IT RESOLVED, That the Plan Commission approves the amended Building, Site and
Operation Plan submitted by WE Energies on April 3, 2003 for a parcel of land located in the SE ¼ of
Section 13, T5N R19E (Part of Tax Key No. 2230.999 / Janesville Road).
BE IT FURTHER RESOLVED, Revised That a stormwater management plans drainage easement shall
be submitted for review and approval by the City Engineer prior to release of any permit for this Building
Site and Operation Plan.
BE IT FURTHER RESOLVED, That the access drive shall be installed in asphalt for a minimum distatnce
of 50 feet, as measured from the edge of pavement of Janesville Road, and this shall be illustrated on the
the final BSO Plan submitted for local permitting.
BE IT FURTHER RESOLVED, That a revised landscape plan shall be submitted to address the City
Forester’s concerns.
