APPROVAL OF SKETCH PRELIMINARY PLAT FOR THE BASSE PROPERTY LOCATED IN
THE NE ¼ AND NW ¼ OF SECTION 10
(TAX KEY NOs. 2197.998 AND 2198.999/ MARTIN DRIVE AND JANESVILLE ROAD)
WHEREAS, On January 23, 2003 a sketch preliminary plat was submitted by Greg Petrauski and
Al Basse for the Basse property located in the NE ¼ and NW ¼ of Section 10, and
WHEREAS, The plan consists of approximately 38 acres, proposes 26 single-family parcels on
20 acres, 32 single-family attached “row house” units on 7.6 acres, and 64 apartment units on 7.5
acres, and
WHEREAS, Said properties are zoned RS-2 Suburban Residence District, RSM Residential
Multi-Family, and RSA Single-Family Attached, and no rezoning is required for the proposal, and
WHEREAS, The 2010 Comprehensive Plan depicts this area for medium density residential
development on the west part of the property and multi-family development on the east, and the
proposal is consistent with the Plan, and
WHEREAS, Said parcels will be serviced by City sanitary sewer and municipal water, and
WHEREAS, The Conservation Plan depicts the wetland features on the property as a high priority
acquisition, these areas are illustrated within an Outlot, and a detailed site analysis, including
wetland delineation, will be required with the Preliminary Plat submittal, and
WHEREAS, Janesville Road will require a dedication of 60-feet from centerline, a 60-foot
dedication for Bay Lane north of Janesville is illustrated as Street “A,” and the multi-family areas
will be serviced by private roadways, and
WHEREAS, The Plat is required to provide on-site stormwater management as required by
Chapter 34, and the City is in the planning stages of regional detention basin located both to the
southeast and to the east of this development, and
WHEREAS, Building Site and Operation Plan approval will be required for both the single-family
attached and multi-family projects, and the petitioner is required to submit site plans, elevations,
and landscape plans for all buildings to the Plan Commission for review and approval.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of a 38 acre, sketch
preliminary plat for the Basse property as proposed by Greg Petrauski and Al Basse, located in
the NE ¼ and NW ¼ of Section 10 and will be receptive to the submittal of a preliminary plat.
BE IT FURTHER RESOLVED, That one additional access is illustrated to Janesville Road, and
this access will be right in-right out only.
BE IT FURTHER RESOLVED, That Staff recommends a private street access be extended to the
northeast of the property, ultimately connecting to the realigned Martin Drive through the
Lindemann property.
BE IT FURTHER RESOLVED, The RSA and RSM zoning districts shall be platted as separate
parcels by CSM or Subdivision Plat.
BE IT FURTHER RESOLVED, The petitioner may utilize the regional detention facilities with
approval of the Public Works Committee
