RESOLUTION #245-2007
APPROVAL OF 2008 COST OF LIVING ADJUSTMENT FOR
NONREPRESENTED EMPLOYEES OF THE CITY OF MUSKEGO
WHEREAS, the Finance Committee has recommended a cost of living wage increase
for nonrepresented employees of the City of two and one half percent (2.50%) for 2008;
and
WHEREAS, the Common Council has determined that a wage adjustment for cost of
living would be determined annually; and
WHEREAS, the Common Council has reviewed the internal wage increases of City
bargaining units for 2008 and general wage increases in the Milwaukee area taking into
account CPI information.
NOW, THEREFORE BE IT RESOLVED, that the Common Council of the City of
Muskego, upon the recommendation of the Finance Committee, does hereby approve a
wage increase of two and one half percent (2.50%) effective January 1, 2008 for
nonrepresented employees.
BE IT FURTHER RESOLVED That effective January 1, 2008, nonrepresented
employees will contribute 8% of monthly premiums for health insurance up to CAPS of
$45 for a single plan, $68 for a limited plan and $90 for a family plan.

Background Information:
Each year the Common Council establishes the cost of living adjustment for non-
represented City employees.
Key Points and/or Information for Discussion (Maximum of 5):
1. The cost of living adjustment is noted in the "Policies for Management and Other
Non-Represented Personnel and Items Not Addressed in Bargaining Contracts" - Article
5.01 as attached.
2. The City as part of its budget process provides funds for the cost of living
adjustments. An estimated amount is included for settling labor agreements if
appropriate and for making adjustments for non-represented employees pending Council
approval.
3. The 2008 budget as adopted included a 2.5% cost of living adjustment for non-
represented employees.
4. The resolution also sets the non-represented employees contributions to health
insurance premiums which match settled labor agreements.
Recommendation for Action by Common Council: Approval of resolution as
presented for 2008 wage increase for non-represented employees.

such employee at the time shall be eligible for all accrued benefits, retroactive
to the date of employment, except as provided in Section 3.04.
. 3.03. A probationary employee may be terminated without regard for cause
and without recourse to the grievance procedure.
3.04., For new employees covered under 3.01, paid holidays shall be paid during
probationary period or any extension thereof and health insurance shall be
made available the first of the month following employment. New employees
shall be eligible for Wisconsin Retirement Life Insurance six (6) months after the
date of hire. New employees already in the Wisconsin Retirement program from
a previous job will be eligible the first day of the month following employment.

3.05. Other than as set forth in Section 3.04 above, there shall be no accrual of
benefits during the period of an employee's probationary status as set forth in
this Article. Upon the successful completion of the probationary period, accrual
of all benefits shall be retroactive to the date of hire. Therefore, in the case of
sick leave, it shall not be paid during the probationary period. However,
reimbursement may be made at the-end of the probationary period up to the
accrued amount at the request of the employee. The floating holiday may not
be taken during the probationary period.
ARTICLE IV - RETIREMENT PROGRAM
. 4.01. The City will be enrolled in the Wisconsin Retirement Program. The City
agrees to contribute both the employee and the employer contribution for the
appropriate employee classification as defined annually by the Wisconsin
Retirement System.
ARTICLE V - WAGES & BENEFITS
5.01. The Council will set, on an annual basis, the salary schedule increase after
having reviewed the internal increases of other bargaining units, the Midwest
and Milwaukee area CPI, and the employee cost trend for all salaries in the
State of Wisconsin. In addition, there is a system in place that provides for
additional salary adjustments based on individual performance evaluations.
ARTICLE VI - PAY PERIOD
6.01. Employees shall be paid biweekly either on a biweekly or hourly basis. For
each biweekly pay period the City shall pay each employee on Thursday for
work performed through the previous Saturday.

6.02. The paycheck shall provide information concerning hours worked,
overtime worked and deductions made.
