RESOLUTION TO CREATE THE POSITION OF
PLANNER AND
APPROVE THE JOB DESCRIPTION AND SALARY RANGE
WHEREAS, The City Administrator has developed the attached Job Description for the
position of Planner; and
WHEREAS, The Common Council must approve the creation of this position.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of
Muskego, upon the recommendation of the Finance Committee, does hereby approve
the creation of the position of Planner in accordance with the attached job description
with the 2007 salary range as follows:

Maximum
$69,247
BE IT FURTHER RESOLVED That the existing position of Associate Planner will be
eliminated effective March 5, 2007 subject to the adoption of Resolution #044-2007.

Purpose of Position
The purpose of this position is to provide a broad range of planning functions and support, including zoning
ordinance administration and enforcement along with cartographic information support to citizens, staff, and elected
officials. Other primary duties include land information management, comprehensive planning, and assistance with
tasks assigned to the Department, including but not limited to Conservation and Urban Forestry. The work is
performed under the direction of the department's Director.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.
Other duties may be required and assigned.
Provides zoning reviews in conjunction with permit applications that do not require Plan Commission approval.
Researches and applies Comprehensive Plan and zoning ordinances. Oversees correspondence regarding zoning
enforcement, planning, site plan review, violations and design matters.
Review development plans, construction drawings, site plans, documents, technical studies, maps and reports for
compliance with Comprehensive Plan, codes, ordinances and state law. Prepares and presents recommendations to
Director and Planning Commission regarding development proposals.
Review applications for completeness, accuracy and compliance with codes, Comprehensive Plan, etc. Recommends application approval, denial or modification. Acts as staff project leader for major development plans and special
projects or reports, as assigned by the Director of Planning.
Advises the builders, developers and the public, in preparation and filing a variety of applications such as zoning
changes, variance applications, permits, tract approval, site plans, design review, residential development use permits
and other development related services.; receives and reviews applications for completeness and assures compliance
with standards, policies and regulations.
Enforces zoning ordinance under the guidance of the Planning Director.
Assists in maintaining updates and enforcing zoning, floodplain and land division ordinances. Recommends zoning
ordinance amendments. Assists, advises, counsels and guide applicants through zoning process.
Maintains specific graphic and text layers of information on digital maps, including but not limited to structure foot
prints, zoning, land use, city addresses, and special districts, on a backup basis to the GIS Coordinator.

Undertakes special projects which require the use and analysis of GIS data.
Creates, maintains, and updates planning related databases. Coordinates information collection and dissemination
with GIS staff.
Assists in providing support for geographic information system users.
Provides web update, design and support for Department as needed.
Records violation information and compiles case history for possible legal action.
Performs field inspections to verify land information and form accurate representations of physical and man-made
environments.
Maintains knowledge of urban planning information sources, research techniques and zoning.
Staff representative to Board of Appeals. Prepares agendas, notices, and informational reports for Zoning Board of
Appeals. Supervises the Recording Secretary.
Assists in preparation and presentation of information for Common Council, Plan Commission, Community
Development Authority and other City Boards, Committees, advisory groups, and Commissions under the direction
of the Planning Director.
Staffs committees, Boards, and Common Council in the absence of the Planning Director.
Prepares forms, including permits and applications.
. Analyzes studies and plans. Designs, administers and analyzes community surveys under the direction of the
Planning Director.
Provides information regarding planning goals, policies, projects and practices to landowners, advisory groups and
the general public. Develops displays and fact sheets for distribution. Distributes informational brochures and
bulletins. Advises other interested persons, agencies, committees regarding technical watershed matters.
Assists with the development of resolutions and ordinances.
Under the direction of the Planning Director, serves as supporting contact between City and other agencies, such as
Department of Natural Resources (DNR), Department of Agriculture, Trade and Consumer Protection, UW-
Extension, county, and local governments.
Attends and participates in public meetings as needed.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose
of this position and may also be performed by other unit members.
Assists staff with technical, physical and non-technical tasks.
Assists landowners in completing permit applications.
Perform digitizing and data input tasks required for map and database development.

Minimum Training and Experience Required to Perform Essential Job Functions
Bachelor's degree in Urban Planning, Geography or related field, two or more years urban or regional planning
experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
AICP certification is preferred or application and certification is desired once qaulified. Valid Wisconsin motor
vehicle operator's license required. CAD and GIS experience required, with prior experience in AutoDesk and ESRI
platforms preferred.

Ability to communicate orally and in writing with elected and appointed City officials, Building Inspectors, Assessor
Department personnel, Planning personnel, landowners, developers, engineers and the general public.
Mathematical Ability
Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships. Ability
to interpret basic descriptive statistical reports.
Judgment and Situational Reasoning Ability
Ability to use functional reasoning in performing influence functions such as supervising and managing.
Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of

Physical Requirements
Ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments,
such as motor vehicle, drafting instruments, scales, tape measure, computer terminal, typewriter, calculator/adding
machine and telephone.
Ability to coordinate eyes, hands, feet and limbs in performing slightly-skilled movements such as typing.
Ability to exert very moderate physical effort in sedentary to light work, typically involving some combination of
stooping, kneeling, crouching and crawling, lifting, carrying, pushing and pulling. Ability to sustain prolonged visual
concentration and stand for long periods of time.
Ability to recognize and identity degrees of similarities or differences between characteristics of colors, shapes and
