RESOLUTION TO DELETE ENGINEER I POSITION AND RE-CREATE POSITION AS
CITY ENGINEER/DIRECTOR OF PUBLIC WORKS PROJECTS, APPROVE JOB
DESCRIPTION AND SALARY RANGE AND AUTHORIZE FILLING OF POSITION
WHEREAS, the City Administrator has recommended a re-allocation of responsibilities
for positions related to engineering and engineering related public works department
projects; and
WHEREAS, the City Administrator is recommending the Engineer I position be deleted
and recreated as City Engineer/Director of Public Works Projects; and
WHEREAS, the Common Council must approve these changes,
NOW, THEREFORE, BE IT RESOLVED That the Common Council does hereby
approve the re-creation of the Engineer I position as City Engineer/Director of Public
Works Projects and does approve the attached position description for such position.
BE IT FURTHER RESOLVED That the Common Council does hereby authorize the
filling of this position with a 2007 salary range for this position as follows:
Minimum - $67,433 Midpoint - $82,639 Maximum - $97,845

Position Description
Position Title: City EngineerlDirector of Public Works Projects

Purpose of Position
The City EngineerlDirector of Public Works Projects is responsible for the overall
management of City projects involving engineering, and who serves the day to day
engineering needs of the City. The position oversees the overall general planning,
design, construction, maintenance and operations of the City's infrastructure and facilities
in coordination with the City Utility Superintendent and the City DPW Superintendent.
The position is responsible for the overall professional administration of the Public
Works, Water and Sewer Departments.
. Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as
exclusive or all-inclusive. Other duties may be required and assigned.
Coordinates the work, actions and performance of the public works management team
including the Utility Supervisor, the DPW Supervisor, the Assistant Director of Public
Works Projects and any consulting engineers working on behalf of the City.
Formulates, directs an~ administers, subject to the approval of the City Administrator and
the Mayor and Common Council, the annual projects of the Public Works Department
involving engineering.
Staffs, as appropriate, and attends as needed the City Public Works and Public Utilities
Committee meetings. Provides engineering support staff to the Plan Commission as
needed. Attends ComnlOn Council meetings and other City committee meetings ås
requested or required by the City Administrator or Mayor.
Establishes and maintains such relationships with representatives of state, county and
other local governmental and quasi-governmental bodies as may be necessary for the
accomplishment of the work of the Engineering/Public Works Department.
Coordinates the work of the City Engineer with that of other City Departments.

Prepares the annual budget for the City Engineer's office and assists in the preparation of
the public works department and water and sewer department annual budgets. Monitors
budget activity. Approves purchasing according to the City purchasing policy.
Oversees engineering projects in the City either directly or in coordination with the
public works management team.
Is responsible for the planning of all public works construction projects in the City and
oversees all phases of construction in coordination with the DPW and Utility
Superintendents.
Ensures timely response to resident/customer requests, concerns, and or questions related
to the engineering/public works functions of the City.
Reviews costs and quality related to public works and engineering and modifies programs
as needed and directed by the City Administrator.
Strives to attain maximum efficiency and effectiveness with engineering functions and
engineering related public works projects of the City.
Director serves as the contact person for consulting engineers regarding engineering
related public works projects in the City or delegates same to the Assistant Director of
Public Works Projects.
In coordination with the management team of public works and water and sewer utilities,
ensures proper training of employees.
Provides long range planning related to City Engineering and Public Works.
Prepares and monitors the engineering departments annual budgets and monitors same.
Assists the Public Works Superintendent with preparation and monitoring of the Public
Works Department budget.
Makes recommendations on purchasing related to engineering/public works and utilities
projects in coordination with the DPW and Utility Superintendent.
Responds to engineering related emergency calls in coordination with the public works
management team.
Ensures City compliance with state, federal, and local laws, rules and regulations as they
pertain to public works and engineering functions ofthe City.
Keeps the Mayor and City Administrator apprised of significant issues affecting City
infrastructure and operations on a regular basis.

Represents the City in intergovernmental relations concerning public works and
engineering. Coordinates/stays informed as appropriate by the Assistant Director of
Public Works Projects concerning landfill operations in the City and City work involving
MMSD.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential
part of the purpose of this position and may also be performed by other unit members.
Oversees processing and development of new land subdivisions plats, including review
and approval of plans, specifications, and development agreements related to the
improvements attendant to such subdivision; conducts or directs inspections to assure
compliance of the finished improvements to City standards; and conducts or directs the
development of necessary as-built surveys, maps and records.
Coordinates all engineering for City public works development, and oversees all
engineering for public and private utility improvements within the City.
Prepares and maintains current City engineering standard specifications, procedures, and
administrative codes relating to the construction, operation and maintenance of all public
works.
Designs, or causes to be designed, and prepares or causes to be prepared, plans, profiles
and specifications for all public works to be constructed within the City.
Oversees the advertisement for bids and proposals from private contractors to perform
public works construction and maintenance procedures; receives and analyzes bids and
recommends to the Mayor and Common Council the award of all contracts for public
works and construction, operation and maintenance, including the posting of necessary
sureties and bonds in coordination with appropriate Department Heads.
Establishes or causes to be established the description and recording of the grades of all
streets and other public ways within the City, and of all public and private utilities
installed within streets and public ways. Such grades being established prior to any street
or other public works improvements.
Prepares requests for proposals, contracts and specifications for the preparation by
consultants of designs, plans, profiles and specifications for all City public works
improvements, and manages all consultant contracts relating to public works.
Recommends the means of financing public works improvements, including the use of
special assessments against benefited properties, and prepares the rolls used to levy
special assessments and the reports attendant thereto.

Qualification Requirements and Experience Required to Perform Essential Job
Functions
To perform this job successfully, an individual must be able to perform each essential
duty satisfactorily. The following knowledge and skills are necessary for this position.
A high degree of proficiency in the technical, administrative, and managerial aspects of
municipal engineering, and a good working knowledge of the principles and practices of
all aspects of civil engineering, including surveying and mapping, traffic and
transportation, sewerage, storm water management, drainage, and water supply
engineering, and of the related laws and regulations.
Knowledge about modem management systems and the ability to supervise, train, and
lead subordinate staff; a good sense of public issues and ethics and the diversity of
interests involved; good judgment in knowing when to bring issues to the attention of the
Mayor and City Administrator and other City employees that are part of the management
team as well as the Public Works and Public Utility Committees. Must have the ability to
effectively participate in meetings and negotiations.
Working knowledge of basic planning and zoning.
Knowledge of safety policies and practices.
Minimum Training and Experience Required to Perform Essential Job Functions
Graduation from a college or university of recognized standing with a bachelor's degree
in civil engineering, registration as a professional engineer in the State of Wisconsin and
ten years of progressively responsible experience in civil and municipal engineering and
knowledge of public works construction and related activities. Knowledge in GIS, CAD,
and office suite computer applications.
Valid Wisconsin drivers license.
A minimum of five years experience supervising personnel is required.
Language and Interpersonal Communication
Must possess excellent communication skills and have strong ability to work with the
public.
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions and procedure manuals. Ability to write routine reports, and correspondence.
Ability to speak effectively with the general public and employees.

Ability to calculate percentages, fractions, decimals, ratios, volumes, present values and
special relationships. Ability to interpret basic descriptive statistical reports.
Judgment and Situational Reasoning Ability
Ability to use functional reasoning in performing influence functions such as leading,
teaching directing and controlling. Ability to solve practical problems and deal with a
variety or concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or
