RESOLUTION #182-2006
AUTHORIZE EXECUTION OF THE LABOR AGREEMENT
BETWEEN TELECOMMUNICATORS UNIT OF LOCAL 2414 AFSCME AND
THE CITY OF MUSKEGO
JANUARY 1, 2006 - DECEMBER 31, 2008
WHEREAS, A settlement has been reached between the negotiators for the City of
Muskego and the negotiators for the Telecommunicators Unit of Local 2414 AFSCME.
NOW, THEREFORE, BE IT RESOLVED, That the Common Council of the City of
Muskego, upon the recommendation of the Negotiating Committee, does hereby
authorize the Mayor and Clerk-Treasurer to execute the attached settlement agreement
between the Telecommunicators Unit of Local 2414 AFSCME and the City of Muskego
for the period January 1, 2006 through December 31, 2008 subject to ratification by the
bargaining unit.
BE IT FURTHER RESOLVED That the Mayor and Clerk-Treasurer are hereby
authorized to execute the 2006 - 2008 labor agreement.

1. Duration
Three (3) year contract
January 1, 2006 - December 31, 2008
2. Waqes
Effective:
January 1, 2006 - 2% ATB
July 1, 2006 -1% ATB
January 1,2007 - 2.75% ATB
January 1, 2008 - 2.5% ATB
. Deputy Court Clerk/Police Clerks: In addition to the ATBs and before the
ATBs are calculated, add an additional $.50 per hour on 1/1/06 and an
additional $.50 per hour 1/1/07.
Court Clerk: In addition to the ATBs and before the ATBs are calculated,
add an additional $.50 per hour on 1/1/06.
3. Health Insurance .
As proposed by the City (see attached) and retroactive to 1/1106.
4. Application of retiree health insurance ordinance to bargaining unit.
5. Article V - Waqe and BenefitslTuition Reimbursement
Section 5.03 - Delete paragraph 7
6. Article IX - Holidays
Section 9.01 - Revise "Spring Holiday" date.

Section 9.03 - Add after "Clerk" in second line: "who work a five-two (5-2)
schedule."
. 7. Article X - Overtime
Section 10.01 - Change sixty (60) hours to sixty-four (64) hours.
Section 10.03 - Amend to read: "In the case of voluntary overtime, the
employee with the most department seniority volunteering to work will be
selected. When it becomes necessary to assign overtime, and insufficient
volunteers are available, then off-duty telecommunicators or clerks will be
assigned to work in inverse order of seniority."
8. Article XVI- Vacation
Section 16.02 - Add: "With vacation picks to commence on November 1
of each year."
9. Article XVII - Insurance
Section 17.10 - Delete

Section 20.08 A. - Change to read: "They shall be placed on the "Salary
Schedule at the same step."
11. Article XXIII- Grievance Procedure
Section 23.01 - Amend to read: "Any grievance or misunderstanding
which may arise between the Employer and employee (or employees) or
the Employer and the Union shall be handled as follows:
- Step- 1:- The aggrieved employee and, if - requested, the Union's
representative, shall orally present the grievance to the Division
Commander in an effort to reach an informal settlement of the matter.
Step 2: If a satisfactory settlement is not reached as outlined in Step 1 the
aggrieved employee and the Union representative shall present the
grievance in writing to the Chief of Police within sixty (60) calendar days of
the date the employee knew or should have known of the occurrence of
the event causing the grievance or misunderstanding.

Step 3: If a satisfactory settlement is not reached as outlined in Step 2
within two (2) weeks, the Union Committee and/or the Union Steward shall
present the grievance in writing to the Finance Committee of the Common
Council. A meeting shall be held within thirty (30) days of the receipt of
the written request from the other party.
