RESOLUTION TO RECREATE THE POSITION OF
PLAN DIRECTOR
AND APPROVE THE JOB DESCRIPTION, POINTS AND SALARY RANGE
WHEREAS, The Finance Committee has recommended that the position of Plan
Director be recreated; and
WHEREAS, The Finance Committee has recommended that the positions of
Community Development Director and Planner be eliminated.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of
Muskego, upon the recommendation of the Finance Committee, does hereby approve
the recreation of the position of Plan Director in accordance with the attached job
description, with the points and salary range (71) as follows:

points

BE IT FURTHER RESOLVED That the position will be reviewed in the future when the
job description is amended, training has occurred and a City Administrator has been
hired and establishes a committee to review the points.
BE IT FURTHER RESOLVED That by adoption of this Resolution, this positions of
Community Development Director and Planner are eliminated.

Purpose of Position
The purpose of this position is to ensure planned development to implement the City's Comprehensive Plan;
administer and enforce zoning, land division and floodplain ordinances, and administers Geographic Infonnation
System services to internal and external customers. The work is perfonned under the direction ofthe Mayor.
Essential Duties and Responsibilities
The following duties are normal for this position. These an~ not to be construed as excllllsive or all-inclusive.
Other duties may be required and assigned.
Assists, advises and guides applicants through Plan Commission process. Interprets zoning n~quirements and
comprehensive plan to applicants, provides infonnation regarding paperwork and penn it compliance.
Supervises Plan Commission meeting preparation including agenda development, background material compilation,
infonnation distribution, meeting notification and resolution drafting.
Administers, maintains, updates and enforces zoning, floodplain and land division ordinances. Recommends zoning
ordinance amendments. Assists, advises, counsels and guide applicants through zoning proC($s.
Oversees administration and preparation for Board of Appeal meetings. Staffs Board of Appeal meetings in the
absence of the Assistant Plan Director.
Supervises Community Development Authority meeting preparation including agenda development, background
material compilation, infonnation distribution, meeting notification and resolution drafting.
Drafts Redevelopment Plans for CDA, Plan Commission and Common Council consideration.
Supervises Conservation Commission meeting preparation inclluding agenda development, background material
compilation, infonnation distribution, meeting notification and special report preparation.
Coordinates development proposal review for compliance with applicable ordinances and plans regarding zoning,
land division, land use, parks, transportation, stonnwater management, highway access, regional land use,
sewer/water service and other considerations. Drafts Subdivider Agreements and Developer Agreements as needed.
Develops Department budget. Develop Special Revenue Fund budgets, including Conservatiion, Urban Forestry,
Comnity Development Authority, and Blue chip Grant. Reviews expenditures and revenues" Forecasts equipment,
materials, supplies and staffing needs. Monitors expenses and revenues. Recommends fund transfers.

Supervises Department subordinate staff. Assigns and reviews work. Allocates personnel. Evaluates performance,
recommends pay increases and implements discipline.
Administers a variety of grants. Directs projects, oversees expenditures and reporting.
Administers municipal cartography programs including, but not limited to, Geographic Infonmation Systems.
Acts as City liaison to developers, engineers, citizens, Plan Commission, various State and Federal agencies.
Coordinates communications between City and various interested parties.
Maintains knowledge and sources of information regarding urban planning principles; local/regional growth trends;
zoning legislative and case law changes; personnel supervision principles; and budget development and supervision
principles and practices.
Represents the City in legal proceedings regarding ordinance violations and development-related claims and lawsuits
against the City.
Represents the City to community members/groups, intergovernmental agencies and professional associations.
Coordinates economic development activities with Mayor. Oversees administration and preparation for Mayor's
Task Force meetings. Staffs Task Force meetings in the absençe of the Assistant Plan Director.
Maintains and updates procedural manuals for development, Industrial Park Directory, land/site data base and other
Department information.
Advises City elected and appointed officials regarding planning matters.
Maintains knowledge of planning principles, zoning codes, subdivision process, personnel supervision and budget
development and administration.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essentiial part of the purpose
of this position and may also be performed by other unit members.
Develops and updates forms and procedures.
Provides information and assistance to walk-in customers. Answers telephone calls. Types correspondence and
memos. Photocopies and faxes documents.
Sets up exhibits and equipment for meeting presentations.
Distributes communications to other Departments.
Prepares blueprints/blue line copies.
Minimum Training and Experience Required to Perform Essential Job JFunctions
Master's degree in Urban Planning, Geography, Public Administration or related field, three to five years urban
planning experience, or any combination of education and experience that provides equivalent knowledge, skills, and
abilities. Valid Wisconsin motor vehicle operator's license required.

engineering manuals and non-routine correspondence.
Ability to communicate orally and in writing with City elected and appointed officials, attorneys, developers,
consultants, engineers, law enforcement personnel, fire personnel, landowners, State agency personnel, other
Planning Directors and the general public.
Mathematical Ability
Ability to calculate percentages, fractions, decimals, volumes, ratios, and spatial relationships. Ability to interpret
basic descriptive statistical reports.
Judgment and Situational Reasoning Ability
Ability to use functional reasoning in performing influence functions such as supervising, managing, leading,
teaching, directing and controlling.
Ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control
and planning of an entire program or multiple programs.
Physical Requirements
Ability to operate a variety of office equipment including computer terminal, typewriter, telephone, fax machine,
calculator/adding machine, blueprint machine and photocopier.
Ability to coordinate eyes, hands, feet and limbs in performing slightly-skilled movements such as typing.
Ability to exert light physical effort in sedentary to light work, typically involving stooping, kneeling, lifting,
carrying, pushing and pulling. Ability to sustain prolonged visual concentration and stand for long periods of time.
Ability to recognize and identifY degrees of similarities or diffi~rences between characteristics of colors, shapes,
sounds and odors associated with job-related objects, materials and tasks.
Environmental Adaptability
Ability to work under safe and comfortable conditions where exposure to construction site ell1vironmental factors
such as variations or extremes in temperature, odors, toxic agents, noise, vibrations, wetness, machinery and/or dust
is minimal and poses little to no risk of injury.
