RESOLUTION TO CREATE THE POSITION OF
PLANNER
AND APPROVE THE JOB DESCRIPTION, POINTS AND SALARY RANGE
WHEREAS, The Finance Committee has reviewed the Job Description, Points and
Salary Range for a Planner Position and recommended approval.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of
Muskego, upon the recommendation of the Finance Committee, does hereby approve
the creation of the position of Planner in accordance with the attached job description,
with the points and salary range as follows:

points

Position Description

Purpose of Position
The purpose of this position is to provide a broad range of planning fimctions and support, including zoning
ordinance administration and enforcement. Other primary duties include land information management, economic
development and comprehensive planning, and assistance with tasks assigned to the Department, including but not
limited to Priority Lake Watershed Management, Conservation, and Urban Forestry. The work is performed under
the direction of the department's Director. In the absence of the Director coordinates Department staff in a broad
range of disciplines.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as excJusive or all-incJusive.
Other duties may be required and assigned.

"Any elected, or non-represented, salaried employee may be required and assigned to take on responsibilities outside
ofthe scope of their job description, under the terms of their statutory responsibility, without additional
compensation unless previously authorized. All non-represented, salaried employees who perform duties outside the
scope of their j ob description, under the direction of an authorized department head or the Mayor, should first
specify with the office of the Mayor, or in consultation with the Finance Committee, whether or not the request falls
within the scope of the job description. Once the Mayor and/or a standing committee of the Common Council has
made such a determination, a request to fund the project, work, or temporary situation should be forwarded to the
Finance Committee at the next available meeting. Depending on the recommendation of the Finance Committee, all
such requests will be forwarded to the entire council for approval, on an expedited bases if necessary. If emergency
or other exigent circumstances exit, the Mayor can, at his/her discretion, temporarily give such authorization until the
governing body has an opportunity to review the matter."
Researches and applies Comprehensive Plan and zoning ordinances. Oversees correspondence regarding zoning
enforcement, planning, site plan review, violations and design matters.
Review development plans, construction drawings, site plans, documents, technical studies, maps and reports for
compliance with Comprehensive Plan, codes, ordinances and state law. Prepares and presents recommendations to
Director and Planning Commission regarding development proposals.
Advises the public, in preparation and filing a variety of applications such as zoning changes, variance permits, tract
approval, site plans, design review, residential development use permits and other development related services.
Review applications for completeness, accuracy and compliance with codes, Comprehensive Plan, etc. Recommends
application approval, denial or modification. Acts as staff project leader for major development plans and special
projects or reports, as assigned by the Director.

Assists with Community Development Authority meeting preparation including agenda development, background
material compilation, information distribution, meeting notification and resolution drafting.
Acts as Staff representative to Board of Appeals. Acts as staff representative to Plan Commission in absence of
Director or as assigned. Prepares agendas, notices, and informational reports for zoning Board of Appeals.
Supervises the Recording Secretary.
Assists in preparation and presentation of information for Plan Commission.
Records violation information and compiles case history for possible legal action.
Provides information to the public regarding planning standards, codes and permit requirements.
Provides web update, design and support for Department.
Advises the builders, developers and the public, in preparation and filing a variety of applications such as zoning
changes, variance applications, permits, tract approval, site plans, design review, residential development use permits
and other development related services.
Maintains knowledge of urban planning information sources, research techniques and zoning.
Assists the Director with operating budget and capital budget preparation for the Department.
Coordinates operation and data input into geographic information system including coordination of hardware
requirements with IS Department and Building/Engineering Department. Provides support for daily operations of
Department information systems including but not limited to servers, work stations, and peripherals.
Assists in developing training plans and provides support for geographic information system users.
Provide Mayor Task Force Support.
Assists in matinaining updates and enforcing zoning, floodplain and land division ordinances. Recommends zoning
ordinance amendments. Assists, advises, counsels and guide applicants through zoning process.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose
of this position and may also be performed by other unit members.
Assists in developing and updating forms and procedures.
Answers telephone.
Distributes mail.
Performs drafting and designs for commissions and boards.
Files property documents.
Photocopies, collates and prints materials.

Minimum Training and Experience Required to Perform Essential Job Functions
Bachelor's degree in Urban Plaming, Geography or related field, two or more years urban or regional planning
experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
AICP certification is preferred. Valid Wisconsin motor vehicle operator's license required. CAD and GIS
experience required, with prior experience in AutoDesk and ESRI platforms preferred.

and select alternatives. Ability to compare, count, differentiate, measure, copy, record and transcnoe data and
information. Ability to classify, compute, tabulate, and categorize data.

advise and interpret how to apply policies, procedures and standards to specific situations.
Ability to utilize a variety of advisory and design data and information such as development proposals, site plans,
maps, statistical and narrative reports, land use reports, City ordinances, blue prints, architectural drawings,
computer languages, accounting methods, engineering manuals and non-routine correspondence.
Ability to communicate orally and in writing with elected and appointed City officials, Building Inspectors, Assessor
Department persomel, Planning personnel, landowners, developers, engineers and the general public.
Mathematical Ability
Ability to calculate percentages, fiactions, decimals, volumes, ratios, present values, and spatial relationships. Ability
to interpret basic descriptive statistical reports.
Judgment and Situational Reasoning Ability
Ability to use functional reasoning in performing influence functions such as supervising, managing, leading,
teaching, directing and controlling.
Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of
information against sensory and/or judgmental criteria.
Physical Requirements
Ability to operate a variety of equipment including computer terminal, typewriter, telephone, fax machine, blue
printer, drafting instruments, scale, tape measwe calculator/adding machine and photocopier.
Ability to coordinate eyes, hands, feet and limbs in performing slightly-skilled movements such as typing.
Ability to exert light physical effort in sedentary to light work, typically involving lifting, carrying, pushing and
pulling. Ability to sustain prolonged visual concentration.
Ability to recognize and identify degrees of similarities or differences between characteristics of colors, shape and
textures associated with job-related objects, materials and tasks.

Environmental Adaptability
Ability to work under safe and comfortable conditions where exposure to construction site environmental factors
such as is minimal and poses little to no risk of injury.
