RESOLUTION #223.2003
RESOLUTION TO CREATE THE POSITION OF
RECREATION PROGRAM MANAGER
AND APPROVE THE JOB DESCRIPTION, POINTS AND SALARY RANGE
WHEREAS, The Common Council has reviewed the structure and programs of the
Parks and Recreation Department in light of budgetary constraints; and
WHEREAS, The Common Council has determined that the Aquatics Program will be
eliminated in 2004 and that the two existing Recreation Supervisor positions will be
eliminated at the time a new position to serve the recreation needs of the Parks and
Recreation Department is filled; and
WHEREAS, The Parks and Recreation Director has created the position of Recreation
Program Manager in accordance with the attached job description, and recommended
the points and salary range as listed below.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of
Muskego does hereby approve the creation of the position of Recreation Program
Manager in accordance with the attached job description, with the points and salary
range as follows:
KN 51VM (247), PR 5DE (70), AR DII3C (93), and WC B2L (10) for a total of 420 points

APPROVAL OF REVISED JOB POINTS
(Public Works Foremen/Assistant Public Utilities Superintendent)
WHEREAS, The Public Works Superintendent experienced a job vacancy with the retirement of
a Public Works Foreman on June 29, 2002; and
WHEREAS, The Public Works Superintendent worked with the Mayor due to difficulty refilling
the vacant foreman position because the people in the Public Works Department were not
taking promotions as their union wage was butting up to the maximum of the foreman position;
and
WHEREAS, The Mayor, Finance Director and Executive HR Assistant met with the Public
Works Superintendent and Public Utilities Superintendent on August 26, 2003, to review the job
descriptions and the present point valuation for the Assistant Utilities Superintendent and the
Public Works Foreman positions; and
WHEREAS, It is their recommendation that the job points for these positions be revised to
reflect job responsibilities as follows:
Public Works Foreman
KN: 4111m (Change from 163 to 187); PR: 4Ce (Change from 35 to 40); AR: CII3b (Change to
CII3c 53 to 61); WC: C3s (Stays at 25) = Total would change from 276 to 313.
Public Utilities Foreman (Chanqe name ~es Superintendent)
. KN: 4111m (187); PR 4Ce (40); AR: CII4c (Change to DII3c - from 61 to 81); WC C3s (Stays at
25) = Total would change from 313 to 333; and
WHEREAS, The Finance Committee has recommended approval.
NOW, THEREFORE BE IT RESOLVED That the Common Council of the City of Muskego,
upon the recommendation of the Finance Committee, does hereby approve the revised point
valuation for the two Public Works Foreman positions from 276 to 313 and the Assistant Public
Utilities Superintendent (title change from Public Utilities Foreman) position from 313 to 333,
bringing them in line with the market study and eliminate the wage freeze imposed for 2003.
BE IT FURTHER RESOLVED That the job points for the two Public Works Foreman positions
will be retroactive respectively from January 2003 (Marvin Palubicki) and May 2003 (Kerry
Kurth), and the Assistant Public Utilities Superintendent position retroactive to January 1, 2003.
