RESOLUTION NOT TO PARTICIPATE IN THE
WAUKESHA COUNTY SHARED DISPATCH OPERATION
WHEREAS the Muskego Police Department has provided public safety dispatching
service for police, fire and rescue units since Muskego incorporated as a city, and
WHEREAS the citizens of Muskego are well satisfied with the prompt, professional
response they receive when they contact the Muskego Police Department in need of
police or firehescue service, and
WHEREAS in 2003 Waukesha County will be establishing a single, consolidated public
safety dispatch center to provide emergency dispatch services for any Waukesha
County community that chooses to have Waukesha County dispatch their police, fire
and rescue units at a cost yet to be determined, and
WHEREAS the Muskego Police Department provides a 24 hour, walk-in facility for the
public which is staffed solely by telecommunicators during portions of each day, and will
continue to require staffing, thereby negating cost savings that might come from
eliminating telecommunicator positions with the Muskego Police Department, and
WHEREAS the Waukesha County consolidated dispatch center does not have a 0 designated live back-up facility to immediately takeover the police, fire and rescue
dispatch function in the event of a primary system failure, which is contrary to the
recommendations of Waukesha County's own consultants and police and fire chiefs
throughout Waukesha County, and the failure of the system without redundancy places
the lives and property of Muskego citizens at risk, and
WHEREAS research conducted by members of the Waukesha County Police Chiefs
Association of existing consolidated dispatch centers in Wisconsin has determined
there are none providing dispatch services for as many law enforcement agencies and
fire departments as do exist in Waukesha County, and the quality of public safety
dispatching service has diminished for many of those communities that previously
provided their own dispatch service, and
WHEREAS the chiefs of the Muskego Police Department, the Muskego Volunteer Fire
Company and the Tess Corners Volunteer Fire Department individually and collectively
oppose joining the Waukesha County Consolidated Dispatch Center until it can be
determined that the level of service provided by a consolidated dispatch center is
preferable to the dispatch service provided by Muskego Police Department, and
WHEREAS the Waukesha County Police Chiefs Association has taken a position of
opposition to the Waukesha County consolidated dispatch proposal until a number of
modifications are made which will ensure public safety, and which to this date, have not
been incorporated into the Waukesha County consolidated dispatch plan, and
WHEREAS presently it is not in the best interest of the citizens of the City of Muskego
to join the Waukesha County consolidated dispatch center, but at some future date the
City may review this decision and opt to join a consolidated dispatch center should it be
deemed desirable at that time.
NOW, THEREFORE BE IT RESOLVED that the Common Council of the City of
Muskego declines to join the Waukesha County Consolidated Dispatch Center
