AUTHORIZE EXECUTION OF THE LABOR AGREEMENT
BETWEEN TELECOMMUNICATORS UNIT OF LOCAL 2414 AFSCME AND
THE CITY OF MUSKEG0
JANUARY 1,2002 -DECEMBER 31,2003
WHEREAS, A settlement has been reached between the negotiators for the City of
Muskego and the negotiators for the Telecommunicators Unit of Local 2414 AFSCME.
NOW, THEREFORE, BE IT RESOLVED, That the Common Council of the City of
Muskego, upon the recommendation of the Negotiating Committee, does hereby
authorize the Mayor and Clerk-Treasurer to execute the attached settlement agreement
between the Telecommunicators Unit of Local 2414 AFSCME and the City of Muskego
for the period January 1, 2002 through December 31, 2003 subject to ratification by the
bargaining unit.
BE IT FURTHER RESOLVED That the Mayor and Clerk-Treasurer are hereby
authorized to execute the 2002 - 2003 labor agreement.

the terms and conditions of the prior agreement as follows:
The parties have agreed to a new collective bargaining agreement which amends

January 1,2002 through December 31,2003
2. Waqes: Except as provided herein there will be an across-the-board increase of
3% effective January 1, 2002 and again a 3% increase effective January 1,2003.
The Police Clerk will receive an across-the-board increase of 5.5% on January 1,
2002 and again a 5.5% on January 1, 2003, in lieu of the 3% ATB increase referenced
above.
The Deputy Court Clerk will receive an across-the-board increase of 4% on
January 1. 2002 and again a 4% increase on January 1, 2003, in lieu of the 3% ARB
increases referenced above.
3. Uniform Allowance: Amend the uniform allowance from $145.00 annually to
$175.00 annually effective January 1, 2002.

spouses brother(s) and/or sister(s) spouse. 0 Section 11.03. New Section: In the event of the death of an aunt, uncle or first
cousin of employee or employee’s spouse, one day (1) day of absence with pay shall be
granted. Verification must be given of death of family member
6. Article XV - Sick Leave
Amend Section 15.12 to read as follows:
Request for sick leave for day shift employee, spouse, children and individuals
for whom you are primary caregiver, doctor and dentist appointments shall be granted
up to a maximum of sixteen (16) hours per year Employees shall, where possible,
schedule such appointment after consultation with their supervisors concerning mutually
convenient times for the taking of such leave, and shall attempt to schedule such
appointments so as to minimize the impact upon working time. Employees shall give
four (4) workdays advance notice prior to requesting such leave.
Sick Leave Payout. The parties have agreed to the principle of the use of
allowing employees to direct the dollars from the payment accumulated sick leave at the
time of retirement to the cost of retiree health insurance at the employee’s option.
The contract language will be drafted to reflect this right. If possible, the language will
provide for the greatest tax advantage to the employee.
07 Out of Class Pay
Amend first sentence to read: “The Clerk shall receive out-of-town pay if he/she
works two (2) hours or more in an out-of-town position.”
8. Article IX - Holidays
Amend to read as follows:
Section 9.01. All employees shall be granted ten and one-half (10 X) paid
holidays each year as follows:
New Year’s Day Thanksgiving Day
Spring Holiday.One-half (1/2) day
Memorial Day The day before Christmas
Independence Day Christmas Day
Labor Day The day before New Year’s Day
One (1) Floating Holiday
