WHEREAS, The City's 1998 operating budget approved the creation of a position Of
City Engineer effective June 1, 1998 and said position was created through Resolution
#275-97, as amended and adopted November 25, 1997; and
WHEREAS, that position has not been filled; and
WHEREAS, it has been determined that at this time that position will remain unfilled,
and a new position created.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of
Muskego does hereby create the position of City EngineeringlBuilding Inspection
Coordinator, as amended, with the 2000 salary range as follows:

Definition
The term Public Works as used herein includes, but is not limited to, street and street
improvements, lighting, sidewalks, sewer systems, water systems, drainage structures, storm
water management systems, bridges and any buildings belonging to the City.
Purpose of Position
The purpose of this position is to coordinate, direct and perform the proper planning, design,
construction, operation and maintenance of the public works and public utilities facilities of the
City, and coordinate the development of such facilities with those of other levels, units, and
agencies of government operating in or adjacent to the City; and to oversee inspection and code
enforcement, and advise city elected and appointed officials regarding same. This position is
directly responsible to the Mayor. 0 Essential Duties and Responsibilities
The following duties are normal for this position and are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
Clarified Finance Committee - 8/6/97
“Any elected, or non-represented, salaried employee may be required and assigned to take on
responsibilities outside of the scope of their job description, under the terms of their statutory
responsibility, without additional compensation unless previously authorized. All non-
represented, salaried employees who perform duties outside the scope of their job description,
under the direction of an authorized department head or the Mayor, should first specify with the
office of the Mayor, or in consultation with the Finance Committee, whether or not the request
falls within the scope of the job description. Once the Mayor and/ or a standing committee of the
Common Council has made such a determination, a request to fund the project, work, or
temporary situation should be forwarded to the Finance Committee at the next available meeting.
Depending on the recommendation of the Finance Committee, all such requests will be
forwarded to the entire council for approval, on an expedited basis if necessary. If emergency or
other exigent circumstances exit, the Mayor can, at hisher discretion, temporarily give such
authorization until the governing body has an opportunity to review the matter.”

procedures.
Attends all City Plan Commission, Public Works, Public Utilities and Public Services
Committee meetings and such Common Council or other meetings as requested or required by
the Mayor or by the Council, and presents all engineering staff work and related
recommendations to those bodies.
Establishes and maintains such relationships with the public information media and with public
and private groups and agencies, and with representatives of State, County, and other local
governmental and quasi-governmental bodies as may be necessary for the accomplishment of the
work of the City Engineering Building Inspection Department.
Serves as principal technical advisor to the Mayor and Common Council.
Coordinates the work of the City EngineerindBuilding Inspection Department with that of other
City departments.
Directs Deputy Building Director. Assigns tasks. Establishes priorities. Allocates personnel and
reviews completed work.
Prepares or causes to be prepared reports to City Council and Mayor. Recommends ordinance,
policy, inspection and enforcement changes.
Reviews correspondence to code violators to facilitate compliance. Issues violation notices and
citations. Prepares testimony/evidence to prosecute code non-compliance. Develops prosecution
strategy with Deputy Building Director and/or City Attorney.
Prepares and presents the Department’s annual budget. Recommends staffing and equipment
needs. Provides revenue projections. Monitors budget activity. Approves expenditures.
Reviews and approves staff time and expense reimbursement.
Approves out-going Department correspondence. Reviews monthly reports.
Prepares special reports as requested by Mayor and City Council,
Provides information to the public and news media representatives regarding Department
activities.
Additional Tasks and Responsibilities
of this position and may also be performed by other unit members.
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose
Oversees processing and development of new land subdivision plats, including review and
approval of plans, specifications, and development agreements related to the improvements
attendant to such subdivision; conducts or directs inspections to assure compliance of the
finished improvements to City standards; and conducts or directs the development of necessary
as-built surveys, maps, and records.
Coordinates all Engineering for City public works development, and oversees all Engineering for
public and private utility improvements within the City.

Prepares and maintains current City Engineering standard specifications, procedures, and
administrative codes relating to the construction, operation and maintenance of all public works. e Designs, or causes to be designed, and prepares or causes to be prepared, plans, profiles, and
specifications for all public works to be constructed within the City
Oversees the advertisement for bids and proposals from private contractors to perform public
work construction and maintenance procedures; receives and analyzes bids and recommends to
the Mayor and Common Council the award of all contracts for public works construction,
operation and maintenance, including the posting of necessary sureties and bonds in coordination
with appropriate Department Heads.
Establishes or causes to be established the description and recording of the grades of all streets
and other public ways within the City, and of all public and private utilities installed within
streets and public ways. Such grades being established prior to any street or other public works
improvements.
Prepares requests for proposals, contracts and specifications for the preparation by consultants of
designs, plans, profiles, and specifications for all City public works improvements, and manages
all consultant contracts relating to public works.
Recommends the means of financing public works improvements, including the use of special
assessments against benefited properties, and prepares the rolls used to levy special assessments
and the reports attendant thereto.
Consults with Planning personnel regarding zoning matters.

Minimum Training and Experience Required to Perform Essential Job Functions
Ten years of progressively responsible experience in civil and municipal engineering along with
a thorough understanding of building construction and related activities. Successfully completed
seventy percent of the graduation requirements for a bachelor’s degree in Civil Engineering from
a college or university of recognized standing Completion within reasonable time as determined
at date of hire. Have sufficient experience to qualify for registration as a Professional Engineer
in the state of Wisconsin. Possess operational knowledge of GIs, CAD, Mathcad and office suite
applications. Hold a valid Wisconsin driver’s license.
Physical and Mental Abilities Required to Perform Essential Job Functions
Language Ability and Interpersonal Communication
A high degree of proficiency in the technical, administrative, and managerial aspects of
municipal engineering, and a good working knowledge of the principles and practices of all
aspects of civil engineering, including surveying and mapping, traffk and transportation,
sewerage, storm water management, drainage, and water supply engineering, and the related laws
and regulations.
Understanding of modem management systems with the ability to supervise, train, and lead
subordinate staff; a good understanding of the political forum in Wisconsin and a good sense of
public issues and the diversity of the interests involved; good judgment in knowing when to bring a
