RESOLUTION OF INTENT TO PARTICIPATE IN
COUNTYWIDE TRUNKED RADIO PROJECT
WHEREAS, Municipal public-safety radio communications are crucial to the preservation and
protection of life and property; and
WHEREAS, Many existing municipal public safety radio systems experience interference,
channel congestion, limited range, and the inability to coordinate communications with other
agencies; and
WHEREAS, Available conventional radio channels are insufficient to accommodate future
technology and the ongoing growth of expanding communications needs; and
WHEREAS, An independent 1996 feasibility study recommended that local governments
within Waukesha County implement a central Trunked Radio system with advanced features to
facilitate public-safety communications throughout the County; and
WHEREAS, Adoption of a Trunked Radio system would enhance interdepartmental
communications and cooperation; and
WHEREAS, 800 mHz Trunked Radio technology offers wide-area interference-free radio
communications, independent talkgroup "channels" for each agency, the capability of
dispatching either independently or through a central dispatch center, the capability for growth,
and advanced communications management tools; and
WHEREAS, Utilization of a countywide Trunked Radio system will result in better
intergovernmental coordination and communications, and eliminate the need for municipalities
to purchase, install, and maintain most of their own radio towers and fixed infrastructure; and
WHEREAS, The financing of this project will be on a cost sharing basis among participants
based on a formula that provides incentives which encourage initial participation.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of Muskego
expresses its intent to be a participant in the operation and funding of a countywide Trunked
Radio system, and supports utilization of this system for its municipal radio communications
operations.
BE IT FURTHER RESOLVED That the Common Council and the Mayor of the City of Muskego
do support County Executive Finley's 66% funding proposal in the 1999 budget for the
Trunked Radio System.
