AUTHORIZE EXECUTION OF THE LABOR AGREEMENT
BETWEEN TEE PUBLIC WORKS AND UTILITIES DEPARTMENTS
AND THE CITY OF MUSKEG0
1/1/96 - 12/31/98
WHEREAS, a settlement has been reached between the negotiators for
the City of Muskego and the negotiators for the employees of the
Public Works and Utilities Departments.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City
of Muskego, upon the recommendation of the Negotiating Committee,
does hereby authorize the Mayor and Clerk-Treasurer to execute the
attached Settlement Agreement, as amended, between the employees
Muskego for the period of January 1, 1996 through December 31,
of the Public Works and Utilities Departments and the City of
1998 subject to retification by the employees.
BE IT FURTHER RESOLVED that the Mayor and Clerk-Treasurer are
hereby authorized to execute the amended labor agreement.

TENTATIVE AGREEMENT
Amended at Common Council Meeting of October 22, 1996

TERM OF AGREEMENT - THREE (3) YEARS - 1996, 1997 h 1998
ARTICLE 111, PROBATIONARY PERIOD, Amend Section 3.04 to read, New
employees shall be eligible for paid holidays, health insurance
and life insurance after ninety (90) days of employment.
ARTICLE IV, RETIREMENT PROGRAM, amend Section 4.01 to read,
"Effective 1/1/97 the City will be enrolled in Wisconsin
Retirement Program with the City agreeing to contribute 8.0% and
employees to contribute 3.4% of their gross salary as of January

1, 1997. The City's share of contribution not to increase during

ARTICLE V, WAGES, Amend Section 5.01 to read, Increase wages on

ARTICLE XI - TIME OFF FOR FUNERALS, Add to Section 11.01: "In the

ARTICLE XV - SICK LEAVE, Amend Section 15.01 to "one hundred
thirty (130) days" to "two thousand (2,000) hours", with buy-out
to remain the same as in current contract.
ARTICLE XVI, VACATION, Amend Section 16.01 to add the following
paragraph at end of section:
16.01. The hiring date of all employees shall be converted to the

A retired employee (or widow or widower) may elect to leave their
monthly health insurance premiums. The amount of money in the
accumulated sick pay with the City to apply toward payment of
fund shall have interest calculated on December 31, with the rate
of interest being equal to the interest rate determined by the
City Auditor, who shall determine the interest earned on City
investments for that calendar year. The City shall provide the
employee with a printout February 1 of each year identifying the
exact amount of money available in the fund. The retired employee
may elect to remove his money from this account at any time upon
giving the City 30 days written notice, unless a waiver was signed
by the employee for tax purposes that required payout to be held
for payment of premiums only.

ARTICLE XVIII, SAFETY EQUIPMENT, amend Section 18.02, to read as
follows:
18.02 - All members of the Public Works/Utilities Departments
City, if needed, after approval by the Superintendent of Public
shall be provided one pair of safety glasses each year by the
Works/Utilities superintendent; said glasses to be purchased
bifocal glass lenses, may be tinted, if required, but the City
through a City sponsored program for standard, single vision, and
will pay for only standard frames. In the event of loss or damage
while on the job, said glasses shall be replaced by the City.
ARTICLE XXIII - GRIEVANCE PROCEDURE, Amend Article to read as
follows:
Section 23.01. Any grievance or misunderstanding which may arise
between the Employer and employee (or employees) or the Employer
and the Bargaining Group shall be handled as follows:

LETTER OF UNDERSTANDING
BY AND BETWEEN
THE CITY OF MUSKEGO AND
PUBLIC WORKS/UTILITIES DEPARTMENTS
In the course of negotiations, the parties have agreed to
delete the one-half (1/2) day Good Friday holiday and replace
it with a one-half (1/2) day Spring holiday. The parties have
agreed that this half-day Spring holiday will coincide with the
Friday of the week in which the Muskego area school's Spring
recess presently commences. The Contract specifically sets
forth these dates through 1998.
In anticipation of the possibility, however slight that the
parties will be unable to reach agreement on a successor
collective bargaining agreement prior to the Spring holiday for
1999 and 2000, the parties have agreed that this one-half (1/2)
day Spring holiday will be celebrated on April 2, 1999 and on
April 21, 2000.
