AUTHORIZING THE EXECUTION OF MUTUAL AID POLICE
AGREEMENT BETWEEN THE CITY OF MUSKEGO, CITY OF
NEW BEKLIN. AND THE VILLAGE OF HALES COKNEKS
WHEKEAS, the Cities of Muskego and New Berlin and the Village of
Hales Corners are so located that it is to the advantage of each
to extend aid to the others in respect to police department
services, and
WHEREAS, it is recognized that the use of police officers to
perform police or peace duties outside the territorial limits of
the municipality where such officers are regularly employed, may
be desirable and imperative under certain circumstances to
preserve and protect the public health, safety and welfare, and
WHEREAS, the Cities of Muskego and New Berlin and the Village of
Hales Corners deem mutual aid police service to be in the best
interests of the community, and
WHEREAS, the City of Muskego, the City of New Berlin and the
Village of Hales Corners desire to participate under a mutual aid
police service plan with other local municipalities according to
the terms and conditions as per the attached agreement, and
WHEREAS, the attached agreement has been recommended for approval
by the Finance Committee.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the
City of Muskego, upon the recommendation of the Finance
Committee, does hereby approve the execution of this Mutual Aid
Agreement.

CITY OF NEW BERLIN
AND AUTHORIZING LOCAL OFFICIALS TO PERFOW ?HEREUNDER
AGREEMENT APPROVING MUTUAL AID POLICE SERVICE
WREREAS,the Cities of Muskego and New Berlin and the Village of Hales Corners,
hereinafter referred to as "Member Municipalities," are so located that it is

WHEREAS, the Member Municipalities desire to participate under a mutual aid
police service plan with other local municipslities according to the terms and
conditions hereinafter set forth, and
WHEREAS, authority is granted to enter into a Mutual Aid Agreement as provided
by Section 66.30, Wisconsin Statutes and as otherwise provided by law.
NOW, THEREFORE, BE IT RESOLVED, that the Elective Governing Officials of the
Member Municipalities hereby approve and enter into this agreement, by which
mutual aid police service, subject to the following terms and conditions
the Member Municipalities will participate with each other in a program of

its police chief or the officer commanding in his absence, to render and
request mutual police aid to and from other Member Municipalities to the
extent of available personnel and equipment not required for adequate
protection of the Member Municipality rendering aid. The judgment of the

rendering aid, as to the amount of personnel and equipment available,
shall be final.
2. Power and Authority - Police officers, who shall be commanded by their
superior authority to maintain the peace or perform police duties outside
the territorial limits of the city or village which regularly employs such

shall establish uniform rules and regulations for giving and receiving
aid, which shall be subject to the approval of each governing body. A
copy thereof shall be filed with the clerk of each Member Municipality.
The rules and regulations may be revised and amended from time-to-time by
the police chiefs upon their unanimous agreement, subject to the approval
of each governing body, and a copy of each revision or amendment shall be
filed with the clerk of each Member Municipality.
6. Effective Date of Agreement - This agreement shall become effective upon
execution of duplicate originals by the respective Member Municipality

MUTUAL AID PROCEDURE
The communities of Muskego, New Berlin and Hales Corners entered into a Mutual
emergency conditions. Emergency conditions are interpreted to mean an
Aid Agreement for the purpose of enhancing police resources during times of
unforeseen occurrence which would require the need of additional police
personnel for a period of time as needed to dispel the emergency.

Serious Accidents
Critical Incidents (Hostage Situations, Tactical Situations,
Chemical Spills, Major Fires, Aircraft Crashes,
Other Natural Occurrences)
Major Crimes (Death Investigations)
Any other situation which may endanger officer safety, public safety
or provide equipment resource.
Procedure for Requesting Mutual Aid
Mutual Aid must be requested by the Chief of Police or OIC. The request shall
be documented by both agencies to include
(a) Name of requester.
(b) Location and nature of the incident Mutual Aid is needed at.
(c) The officer's name and squad number.
(d) Disposition of the assignment.
If the occurrence requires further documentation, the standard department
reports shall be prepared and a copy will be provided to the agency being
furnished the Mutual Aid.

executed by their respective duly authorized officers by the authority of
their respective governing bodies as of this day of
