CCR1990062COMMON COUNCIL - CITY OF MUSKEG0 RESOLUTION 1/62-90 APPROVAL OF COMMUNITY ACCESS RULES (Cable Television) WHEREAS, Resolution 8243-84, adopted November 13, 1984 approved Community Access Rules for cable television, and WHEREAS, with the transfer of the cable television franchise to Warner Communications, Inc., the community access rules have been reviewed and revised, and WHEREAS, the Public Welfare Committee has recommended approval. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Public Welfare Committee, does hereby approve the Community Access Rules, revised March 5, 1990, which are attached hereto and made a part hereof. It is Warner Cable Co. of Milwaukee's wish to continue to offer to the residents of Nuskego an electronic medium of communications. Warner Cable Co. of Milwaukee will continue the practice for the use of the cable equipment, previously owned by Ingersoll Cable Co., which will be for the use of all members of the community. The "Consent Release Clzim" signed by the access user allows Warner Cable Co. of Milwaukee permission to use any program produced by the access user on the Warner Cable Co. At the end of a 30 day period, the video tape will be returned to the owner. 9. All tapes submitted by access users will be reviewed for technical quality. Tapes played must be able to deliver a clear, unbroken signal ;o subscribers. 10. Failure to comply with the rules set forth may subject the Access channel. Should an individual feel their forfeiture access user to forfeiture of the right to use the Community was improper, they may z?peal said decision to the Public Welfare Committee. Sho-ld the Public Welfare Committee feel that the suspension of an individual's rights were based upon property docu3ented violation, the suspension will remain. If the Public Welfare Committee feels the suspension of rights were not properly documented, than any overturn of the suspension by the Public Welfare Committee stands final. 11. The rules established arz provided as an overview. Should either the City of Xuskego or Warner Cable Co. of Milwaukee feel that these rules shmld be changed, it shall be the responsibility of both tie Public Welfare Committee and Warner Cable Co. of i4ill<;ukee, to mutually agree upon any changes to the Community Access Rules. If the Public Gjelfare Committee and h'zrner Cable Co. of Milwaukee cannot mutually agree, there would be no change in the rules.
