AUTHORIZING EXECUTION OF THE 1987 LABOR AGREEMENT BETWEEN
THE MUSKEGO POLICE ASSOCIATION AND
THE CITY OF MUSKEG0
WHEREAS, a settlement has been reached between the negotiators
Police Association, and
for the City of Muskego and the negotiators for the Muskego
WHEREAS, the members of the Muskego Police Association have
ratified the agreement, and
WHEREAS, the Finance Committee has reviewed the agreement.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the
City of Muskego does hereby authorize the Mayor and Clerk to
Muskego Police Association and the City of Muskego for the period
execute the settlement agreement (as attached) between the
of January 1, 1987 through December 31, 1987.
BE IT FURTHER RESOLVED that the Mayor and Clerk are hereby
authorized to sign the amended labor agreement for 1987.

SETTLEMENT AGREEMENT
In the Matter of the Contract Negotiations

November 3, 1986
The City of Muskego and the Muskego Police Association enter into
this Settlement Agreement of their current contract negotiations
and agree to amend the collective bargaining agreement which
expires on December 31, 1986, in the manner as set forth below:
1. Duration. The parties agree that the contract shall have as
its duration January 1, 1987 through and including December
contract relative to duration shall be amended accordingly.

classifications as follows, and that all reference to
"Investigators" shall be changed to "Detectives" and add a

Bi-Weekly Pay Scale, with agreement that when the pay period
and the end of the year do not fall on the same date, the
paycheck will be adjusted to reflect the respective year's
pay rates.
The specific wage rates as set forth in Article V, Section 1
shall be as follows:

Article V - Section 1 - Subsection G: The parties agree to
amend to add: "It is mutually agreed that this 48 hour
provision is intended for exigen situations."
Article V - Section 4 - Holidays: The parties agree to amend
the last paragraph of this Section to read as follows:
"The above language shall not be construed to apply to
officers scheduled to work a 5-2, 5-2 work schedule as set
forth in Article V, Section l(a)(D). Such employees shall
addition, shall receive one (1) additional personal holiday
receive the above-named holidays off with pay and, in
to be taken at a mutually agreeable time. Provided further
that when such employees work on a holiday, they shall be
worked on said holiday. For employees working a 5-2
paid at two (2) times their regular rate of pay for all hours

workday. In addition, if Memorial Day or Labor Day falls on
day, the holiday shall be celebrated on the nearest scheduled

Article V - Section 5 - Uniform Maintenance: The parties
allowance from $100 per year to $135 per year.

amend the second paragraph to read as follows:
"During the months of June through August, the maximum
vacation period which may be requested shall be two (2)
weeks, or fourteen (14) days, including regular days.
Additional periods may be requested off after the seniority
pick referred to above is completed. Vacation selection
vacations, shall be on a first come, first serve basis
after the seniority pick outlined above, including single day
keeping with the necessary staffing requirements. A request
subject to the approval of the Chief or his designee and in
for a single day off may not be made more than thirty (30)
days prior to the requested day off. Officers may request

single vacation days or two (2) consecutive vacation days,
but in no event will three (3) consecutive vacation days be
granted."
7. Article VI1 - Health and Welfare - Health Insurance: The
parties agree to amend "Health Insurance'' as follows:
Delete the first two sentences and insert: "The City shall
contribute, as a maximum, towards the cost of health
insurance coverage, the higher rate of either the Good
Samaritan HMO with prescription rider, or the Maxicare HMO
with prescription rider plans."
Add the following paragraphs under "Health Insurance" to read
as follows:
"The City agrees to enroll retired employees in the health
plan as the City may have for full-time employees with the
retired employee (or widow or widower) to pay the premium
required for said coverage. A retired employee shall be
entitled to enroll in a family plan coverage if he or she has
dependents, with the retired employee to pay the premium
paragraph, a retired employee shall be defined as an employee
required for said coverage. For the purposes of this

service with the City (or widow or widower of such employee
plan administered by the State of Wisconsin prior to his

year to year thereafter unless negotiations are initiated by
December 31, 1987, and shall be automatically renewed from
either party prior to September 1, 1987, or any first of
September of any effective year of this Agreement
thereafter."
This Settlement Agreement is hereby entered into between the City
of Muskego and the Muskego Police Association.
