RESOLUTION URGING LEGISLATURE DEFEAT OF CONTA PLAN
WHEREAS, there is pending before the Wisconsin Legislature, Assembly
Bill #572 known as the "Conta Plan", which proposes to join the
Shorewood and Whitefish Bay School Districts with areas served by
Riverside and Lincoln High Schools, and
WHEREAS, the Mayor and Common Council are opposed to the adoption
of Assembly Bill #572 for the following reasons:
1. Present school reorganization statutes provides that
orders issued by the County Educational Service Agencies
are subject to a referendum and have been successful in
accomplishing a number of orderly changes in school
organization.
2. The Conta plan is part of, and a first step in, a plan
for Metropolitan Government issued by the Wisconsin
Metropolitan Alliance, Inc., dated September 24, 1971,
which provides for a "new Milwaukee County", expanded
into Ozaukee, Washington, and Waukesha counties, taking
in Mequon, Thiensville, the village and town of Germantown,
Menomonee Falls, Lannon Butler, the City and Town of
Brookfield, Elm Grove, New Berlin and Muskego. That Metro
Government Plan calls for 40 new municipalities to be
created in the New Milwaukee County, including dividing
the City of Milwaukee into 15 villages. Elm Grove and the
Town of Brookfield would be compelled to become part of the
City of Brookfield.
3. It is the opinion of the Common Council that the "Conta
Plan" could be the first major step to restructure local
government and destroy our present identity by decrees
from Madison, without concern for the consent or approval
of the people involved.
4. The restructuring of local government could destroy the
very things that have made them preferable to a large
number of people, that is, by providing a sense of identity
of importance being able to influence their future.
5. If the "Conta Plan" is approved a precedent will have been
established which could result in some reaction by the
State Legislature whereby our cities, villages and school
districts could be consolidated, attached or dismembered
as the ruling majority in Madison saw fit.
THEREFORE, BE IT RESOLVED that a copy of this resolution shall be
sent to the Governor and the city's representatives in Madison.
BE IT FURTHER RESOLVED that all citizens of the City of Muskego are
urged to consider what affect Assembly Bill #572 could have on their
future and to contact their representatives urging them to vote "NO".
