WHEREAS, THE CITY COUNCIL OF THE CITY OF MUSKEGO, WISCONSIN,
IS AWARE OF THE COMPREHENSIVE TRANSPORTATION PLANNING RE- 8 QUIREMENTS OF THE 1962 FEDERAL-AID HIGHWAY ACT OF 1962,
HEREINAFTER REFERRED TO AS THE ACT, WHICH PROVIDE THAT:
I1 IT IS DECLARED TO BE IN THE NATIONA'L INTEREST TO EN-
COURAGE AND PROMOTE THE DWPLOPNENT OF TRANSPORTATION
RANNER THAT WILL SERVE THE STATES AND LOCAL COHHUNITIES
* SYSTEMS EMBRACING VARIOUS MODES OF TRANSPORT IN A
EFFICIENTLP AND EFFECTIVELY. TO ACCONPLISH THIS OB-
JECTIVE THE SECRETARY SHALL COOPERATE WITH THE STATES,
AS AUTHORIZED IN THIS TITLE, IN THE DEVELOPMENT OF
LONG-RANGE HIGHWAY PLANS AND PROGRANS WHICH ARE PROPERLY
COORDINATED WITH PLANS FOR IHPROVEHENTS IN OTHER AFFECTED
FORNS OF TRANSPORTATION AND WHICH ARE FORNULATED WITH
DUE CONSIDERATION TO THEIR PROBABLE EFFECT ON THE FUTURE
DEVELOPNENT OF URBAN AREAS OF HORE THAN FIFTY THOUSAND
POPULATION. AFTER JULY 1, 7965, THE SECRETARY SHALL NOT
APPROVE UNDER SECTION 105 OF THIS TITLE ANY PROGRAN FOR
PROJECTS IN ANY URBAN AREA OF MORE THAN FIFTY THOUSAND
POPULATION UNLESS HE FINDS THAT SUCH PROJECTS ARE BASED
ON A CONTINUING COHPREHENSIVE TRANSPORTATION PLANNING
PROCESS CARRIED ON COOPERATIVELY BY STATES AND LOCAL
COHHUNITIES IN CONFORNANCE WITH THE OBJECTIVES STATED
IN THIS SECTION. rr

WHEREAS, THE SECRETARY OF THE UNITED STATES DEPARTHENT OF
COHMERCE, REFERRED TO I~~BOVE, THROUGH~,THE BUREAU OF PUBLIC ROADS HAS INTERPRETED COOPERATIVELY TO MEAN THE ESTABLISH-
DUM OF UNDERSTANDING - BETWEEN THE STATE AND THE GOVERNING
BODIES OF THE LOCAL CONHUNITIES WITHIN THE URBANIZED AREA"

FOR CARRYING OUT THE TRANSPORTATION PLANNING PROCESS ON A
CONTINUING BASIS IN A MANNER TEAT WILL INSURE THAT THE PLAN-
NING DECISIONS ARE REFLECTIVE OF AND RESPONSIVE TO BOTH TEE
PROGRAHS OF THE STATE AND THE NEEDS AND DESIRES OF THE LOCAL a COMMUNITIES, AND
WHEREAS, THE CITY OF MUSKEGO HAS BEEN DESIGNATED BY THE BUREAU OF THE CENSUS AS A PART OF THE MILWAUXEE URBANIZED AREA AND THEREFORE SUBJECT TO THE PROVISIONS OF THE ACT, AND
WHEREAS, THE STdTE WILL BE EXPECTED TO SHOW BY SUITABLE EVI-
DENCE THAT CONCERTED EFFORTS HAVE BEEN HADE TO CARRY OUT THE
INTENT OF THE ACT WITH RESPECT TO COOPERATIVE ACTION BY ALL
URBANIZED AREA POLITICAL SUBDIVISIONS, AND
WHEmAS, IT IS OF HUTUAL BENEFIT TO THE NUNICIPALITIES WITHIN
THE URBANIZED AREA AND THE STATE, AND ALSO IN THE PUBLIC
INTEREST TO COXPLY WITH THE REQUIREHENTS OF THE 1962 FEDERAL-
@ AID HIGHWAY ACT, AND
WHEREAS, THE TRANSPORTATION PLANNING PROCESS IS CONCERNED WITH
ALL FACILITIES USED FOR THE HOVEMENT OF PERSONS AND GOODS (IN-
CLUDING TERMINAL FACILITIES AND TRAFFIC CONTROL SYSTENS) AND
IS BASED ON:
COLLECTION, ANALYSIS, AND INTERPRETATION OF PERTINENT .
DATA CONCERNING EXISTING CONDITIONS AND HISTORICAL
TRENDS, SUCH DATA RELATING SPECIFICALLY TO THE FOLLOWING

STATUTES TO PROVIDE ADVISORY AREAWIDE PLANNING SERVICES IN A
REGION CONSISTING OF THE COUNTIES OF RENOSHA, MILWAUKEE,
OZAUKEE, RACINE, WALWORTH, WASHINGTON, AND WAUKESHA, AND TO
SION HAS BEEN CREATED UNDER SECTION 66.945 OF THE WISCONSIN
PREPARE AND NAINTAIN A COHPREHENSIVE PLAN FOR THAT REGION,
AND
WHEREAS, THE CITY OF MUSKEGO IS WITHIN WAUKESHA COUNTY AND IS
REPRESENTED ON THE SOUTHEASTERN WISCONSIN REGIONAL PLANNING
COMNISSION BY DULY APPOINTED CONMISSIONERS FROM SAID COUNTY,
AND
WHEREAS, THE SOUTHEASTERN WISCONSIN REGIONAL PLANNING CONNIS-
THE STATE HIGHWAY COHNISSION OF WISCONSIN ENGAGED IN A REGIONAL LAND USE-TRANSPORTATION STUDY INTENDED TO PRODUCE A COHPRE-

WHEREAS, THE CITY OF MUSKEGO RECOGNIZES THE SOUTHEASTERN WIS-
CONSIN REGIONAL LAND USE-TRANSPORTATION STUDY AS OUTLINED IN

NOW THEREFORE, BE IT RESOLVED, THdT IN ONFORMANCE WITH THE
REQUIREHENTS AND OBJECTIVES OF THE 1962 FEDERAL-AID HIGHWAY ACT, THE CITY OF MUSKEGO AGREES TO COOPERATE WITH THE STATE HIGHWAY COHMISSION OF WISCONSIN, THROUGH THE REGIONAL LAND USE-TRANSPORTATION STUDY OF THE SOUTHEASTERN WISCONSIN REG-
SIVE TRANSPORTATION PLAN AND IN THE CONTINUING PLANNING PRO-
CESS FOR THE MILWAUKEE URBANIZED AREA AND THE SOUTHEASTERN
IONAL PLdNNING CONKISSION IN THE PREPARATION OF A CONPREHEN-

THE CITY OF MUSKEGO, WITH THE STATE HIGHWAY COKKISSION OF WISCONSIN, WILL EVIDENCE COOPERATION BY NUTUAL UTILIZATION OF
THE ORGANIZATIONAL STRUCTURE AND WORKING ARRANGEHENTS ESTAB-
LISHED FOR THE REGIONAL LAND USE-TRANSPORTATION STUDY OF THE SOUTHEASTERN VISCONSIN REGIONAL PLANNING CONHISSION AS A
HEANS OF CONTINUING COORDINATION OF STATE AND LOCAL TRANS-
