CCR2010130-Attachment City of Muskego Revised(new) Position Description John Wisniewski GIS/IS Department Name: Department: Director of Information Technology M63 E Position Title: Pay Grade: FLSA: December 14, 2010 Mayor Date: Reports To: 2010 Salary Scale: Min. $69,369 Midpoint: $81,610 Maximum: $93,852 Purpose of Position The purpose of this position is to plan, direct, administer, and supervise city information technology activities, initiatives, and personnel. The work is performed under the direction of the Mayor and Common Council. Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Provides leadership and direction in the development of long and short range information technology plans and objectives. Develops information technology policies, procedures, and standards and ensures conformance. Prepares citywide information technology annual operating and capital budgets. Assures effective and efficient use of budgeted funds, personnel, and resources. Monitors and approves expenditures. Researches future system trends and evaluates new technology. Works with city departments to develop specific technology plans and implement systems that support their respective goals. Coordinates technical support and training for city computer users. Supervises department personnel. Prioritizes, assigns and reviews work. Evaluates performance, recommends pay increases, and implements discipline. Maintains work standards and evaluates performance. Approves employee time accounting and vacation/leave requests. Develops desktop and web based computer applications. Advises city officials, department heads, employees, and the Mayor regarding the effective use of information technology. Identifies and recommends hardware/software system purchases. Manages and coordinates all information technology related vendor contracts. Responsible for the design, configuration, installation, and maintenance of the city’s workstation environment, servers, network infrastructure, websites, software systems, and associated peripherals. Participates in a variety of city, staff, and departmental meetings regarding information technology matters. Ensures that city systems properly, efficiently, and securely interface with state, county, and other local systems. Identifies and resolves computer system problems. Tests systems to ensure proper performance and stability. Implements security practices and protocols to ensure a stable, secure, and efficient network infrastructure is maintained. Responsible for city telecommunication systems, including, cellular, telephone, and 911 operations. Formulates information technology disaster recovery plans. Responsible for data backup and recovery. Manages the city Geographic Information Systems (GIS) program. Performs system administration, application development, and project management. Coordinates GIS data management and dissemination. Plans and coordinates the development and growth of GIS services within departments. Maintains knowledge of municipal government information technology functions relating to automated system applications, technology changes and suitability, personnel training principles and techniques, and computer languages. Provides technical support for public access terminals and provides assistance to general public in their use. Administers Global Positioning System (GPS) software and hardware systems. Additional Tasks and Responsibilities While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. Assists city departments with technical, physical, and non-technical tasks. Participates in on-going training. Performs network/telephone cabling tasks. Purchases information technology supplies. Maintains inventory and maintenance records for information technology systems. Submits bills for payment. Minimum Training and Experience Required to Perform Essential Job Functions Bachelor’s degree in, Management Information Systems, Computer Science or related field, with five to seven years related experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Supervisory experience is required. Experience with project management, modern IT principles and technologies, application development, telecommunications, network operations, server administration, workstations, relational database technology, and GIS is required. Valid Wisconsin motor vehicle operator’s license required. Ability to communicate orally and in writing with city employees, Mayor, Common Council, other information technology professionals, computer software and hardware consultants, vendor representatives, schools, and citizens. Mathematical Ability Ability to apply algebraic and trigonometric formulas, calculate percentages, fractions, decimals, ratios, present values, and spatial relationships. Ability to interpret basic descriptive statistical reports. Judgment and Situational Reasoning Ability Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, directing, and controlling. Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria, and against sensory and/or judgmental criteria. Physical Requirements Ability to operate equipment and machinery with some requiring complex and rapid adjustments, such as computers, printers, modems, fax machine, telephone, calculator/adding machine, cabling tools, and common hand tools. Ability to coordinate eyes, hands, feet and limbs in performing slightly-skilled movements such as rapid keyboard use. Ability to exert very moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching and crawling, lifting, carrying, pushing and pulling. Ability to sustain prolonged visual concentration and stand for long periods of time. Ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes and textures associated with job-related objects, materials and tasks. Environmental Adaptability Ability to work under generally safe and comfortable conditions where exposure to environmental factors such as repetitive computer keyboard use, irate individuals, intimidation, toxic agents, electrical currents, hazardous materials, explosives and disease may cause discomfort and poses little risk of injury.
