Purpose of Position
The purpose of this position is, in conjunction with the Library Director, to compile and monitor the library budget
and financial statements and maintain all library financial records. Work closely with the Library Director in
developing and administering policies, procedures, and long range planning. Act as the human resources director
for the library. This position is also responsible for assisting the director in managing and safeguarding the assets
of the library.
Essential Duties and Responsibilities
Assists the Library Director in maintaining work standards and policy and procedure compliance, updates and
maintains policy manual. Prepares monthly financial reports of library’s expenditures and revenues for Library
Board and library system.
Reviews customer complaints in accordance with Library Board policy. Attends Library Board meetings at least
four (4) times per year to provide pertinent information relative to human resource and budgetary operations; acts
as library director’s designee for Library Board Meetings. Regularly serves as reference librarian, and performs
other work as assigned by the Library Director and Library Board.
Assists Library Director in the drafting of long-range planning and programming and researches library trends and
legislation affecting the fiscal management of the library.
Develops, recommends and administers library operating budget, researches past revenues and projects annual
revenues, checks and verifies invoices and prepares them for payment according to proper library accounting
categories. Initiates supply and equipment orders
Assists in the interviewing, hiring, training, evaluating, disciplining and supervising full and part time library staff
in conformity with library policy, state and federal law (and any applicable local civil service regulations and/or
union contracts). Orient new employees on personnel policies; counsel current employees regarding personnel
policies.

staff.

Training and Experience Required to Perform Essential Job Functions
Bachelor’s degree in addition to three or more years of progressively responsible office experience or any
equivalent combination of experience and training which provides the knowledge, skills, and abilities to perform
the job. Education and/or experience in Library and Information Science is highly desirable.

Maintain knowledge of personnel supervision and budget development principles; models and encourage service
oriented approaches and practices; demonstrate advanced administrative skills in areas such as budget development
and fiscal management, strategic planning and goal setting, personnel management and development, board
relations and development, and policy development. Experience administering labor contracts and certification or
course work in public administration desirable.

Language Ability and Interpersonal Communication
Ability to decide the time, place, and sequence of operations within an organizational framework, and to oversee
their execution. Ability to manage and direct a group of workers, including the ability to provide counseling and
mediation. Ability to advise and interpret regarding the application of policies, procedures and standards to
specific situations.
Ability to maintain confidentiality.
Demonstrates advanced administrative skills in areas such as budget development and fiscal management, strategic
planning and goal setting, personnel management and development, board relations and development, and policy
development.
Ability to instruct and train staff, develop and maintain a variety of reports and records, define and solve problems
and deal effectively with difficult people and situations in a courteous manner.
Ability to communicate orally and in writing with library patrons, library staff, Library Board members, Friends of
the Library, other library directors, educators, news media representatives, Mayor and City Council members.
Mathematical Ability
Ability to calculate percentages, fractions, decimals and ratios. Ability to interpret basic descriptive statistical
reports.
Judgment and Situational Reasoning Ability
Ability to use functional reasoning in performing synthesis and influence functions such as leading, controlling,
managing, supervising and teaching.
Ability to function under time pressures, frequent rush jobs, urgent deadlines and multiple priorities.
Physical Requirements
Ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments,
such as computer terminal, typewriter, telephone, fax machine, calculator/adding machine, and photocopier.
Ability to coordinate eyes, hands, feet and limbs in performing slightly skilled movements such as typing.
Ability to exert light physical effort in sedentary to light work, typically involving lifting, carrying, pushing and
pulling. Ability to sustain prolonged visual concentration and to stand for long periods of time.
Ability to recognize and identify individual characteristics of colors, forms and sounds associated with job-related
objects, materials and tasks.
Environmental Adaptability
Ability to work under safe and comfortable conditions where exposure to environmental factors such as repetitive
computer keyboard use may cause discomfort and poses little risk of injury.
