RESOLUTION #067-2010
RESOLUTION TO APPLY FOR WISCONSIN DATCP PURCHASE OF
AGRICULTURAL EASEMENTS (PACE) PROGRAM
WHEREAS, it is a goal of the City of Muskego 2020 Comprehensive Plan to preserve
farming as a valuable way of life in Muskego and sustain productive farmland for continued
agricultural use, and
WHEREAS, City of Muskego 2020 Comprehensive Plan recommends the preservation of
farmland to maintain the community’s rural character, and buffer conserved
environmentally significant lands from areas of more intensive land development, and
WHEREAS, the City of Muskego 2020 Comprehensive Plan and the City of Muskego
Parks and Conservation Plan 2007 – 2011 both recommend preservation of lands
identified as high conservation priority, and
WHEREAS, the Nancy Borst farm (Tax Key #2185.999) contains productive agricultural
lands and high conservation priority areas, and
WHEREAS, City of Muskego Parks and Conservation Plan 2007 – 2011 recommends
purchase of development rights as a tool to preserve conservation priority lands, and
WHEREAS, on April 19, the Conservation Commission supported purchase of
development rights as a way to preserve portions of the Borst Property, and
WHEREAS, Ms. Nancy Borst is willing to sell development rights to that portion of her
property delineated in Exhibit A (hereafter referred to as “subject lands”), and
WHEREAS, the Board of Directors of the Muskego Lakes Conservancy recently voted to
support the purchase of development rights from Nancy Borst for portions of her land, and
WHEREAS, Wisconsin DATCP has a program to assist local governments to preserve
agricultural lands through its Purchase of Agricultural Conservation Easements (PACE)
Program.
NOW, THEREFORE, THAT THE COMMON COUNCIL, WAUKESHA COUNTY,
WISCONSIN, HEREBY RESOLVES AS FOLLOWS:
Mayor of the City of Muskego shall have the authority to complete necessary applications
to enroll subject lands into the PACE program to seek financial assistance for the purchase
of an easement.
