Purpose of Position
The purpose of this position is to perform City accounting functions and conduct internal audits for compliance
with generally accepted accounting procedures. This position will oversee and train personnel performing
accounting functions. The position reports to and serves as general support for the Director of Finance &
Administration.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.
Other duties may be required and assigned.
Maintains City General, Debt Service, Sewer Utility, Water Utility, Big Muskego Lake District, RCA funds, TIF
funds, Special Revenue and Capital fund financial records.
Performs reconciliation of General Ledger Accounts with subsidiary ledgers and prepares necessary journal entries
for month-end closings.
Leads, instructs and serves as back-up for Department personnel performing accounting functions for payroll, cash
receipts, accounts payable, utility billing, assessment billing, accounts receivable, asset management and letters of
credit. Reviews completed tasks and reports for accuracy.
Prepares various spreadsheets and work papers for the annual audit, budget, required reporting and personnel wage
and benefit adjustments.
Assists the Finance Director in the preparation of the City’s annual financial report.
Assists and instructs City employees regarding proper accounting procedures, new accounting practices and basic
computer use with the City’s financial program.
Interprets union contracts for payroll processing and partakes in the collective bargaining process.
Maintains knowledge of City government financial functions, generally accepted accounting principles and
practices and payroll administration.

Minimum Training and Experience Required to Perform Essential Job Functions
Bachelors degree in Accounting, or closely related field, with one to three years municipal accounting and payroll
processing experience or any combination of education and experience that provides equivalent knowledge, skills
and abilities. Progress toward accounting related certification(s) preferred.

advise and interpret policies, procedures and standards to specific situations.
Ability to utilize a variety of advisory data and information such as meeting minutes, statistical reports, Federal
and State employee bulletins, pension statements, union contracts, audit reports, ledgers, vouchers, invoices, salary
budget reports, statistical reports, computer software operating manuals, computer hardware manuals, insurance
documents, borrowing prospectus, letters of credit, bonds, State statutes, procedures, guidelines and non-routine
correspondence.
Ability to communicate orally and in writing with City employees, auditors, attorneys, City elected and appointed
officials, consultants, financial institution personnel, citizens and engineers.
Mathematical Ability
Ability to calculate percentages, fractions, decimals, volumes and ratios. Ability to interpret basic descriptive
statistical reports.
Knowledge, Skills, Judgment and Situational Reasoning Ability
Ability to use functional reasoning in performing semi-routine functions involving standardized work with some
choice of action and influence functions such as assisting and instructing.
Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of
information against sensory, measurable and/or judgmental criteria.
Ability to meet deadlines and prioritize work on a daily basis with minimal supervision.
Ability to maintain a high level of accuracy and detail while working under time constraints.
Ability to use a computer and computer programs including, but not limited to, accounting software packages and
Microsoft Office Products.

Physical Requirements
Ability to operate a variety of office equipment including computer terminal, computer printers, typewriter,
telephone, fax machine, calculator/adding machine and photocopier.
Ability to coordinate eyes, hands, feet and limbs in performing semi-skilled movements such as data entry.
Ability to exert light physical effort in sedentary to light work, typically involving lifting, carrying and pushing.
Ability to sustain prolonged visual concentration.
Ability to recognize and identify individual characteristics of sounds and shapes associated with job-related tasks,
objects and materials.
Environmental Adaptability
Ability to work under safe and comfortable conditions where exposure to environmental factors such as repetitive
computer keyboard uses poses a risk of injury.
