Subject: Durham Drive Reconstruction- Approval of Design Services Contract

Background
A Request For Proposals (RFP) was sent to five qualified Engineering firms to submit their
proposals for the reconstruction of Durham Drive (from McShane Drive to North Cape Road).
All five firms submitted proposals and were evaluated based on the firms Qualifications,
Experience, Work Load, Project Approach, Effort and Cost. Jeff Muenkel, Mayor Johnson,
Alderman Fiedler, and myself scored the proposals and out of 100 points possible, the following
are the final scores:

AE COM 74.6 $209,684.43
Ayres & Associates 71.5 $217,700.00
Given the scores and the knowledge that Foth has the ability & experience to complete this
project, I recommend awarding the design of this project to Foth Infrastructure &
Environment, LLC.
The budget for the initial design and property acquisition services for 2009 is $200,000.00.
While Foth begins working on the design of the roadway, I will begin looking for land
acquisition specialists that can assist the City in the acquisition process to purchase the
necessary lands to reconstruct Durham Drive properly. This will be a separate contract.
The timeframe outlined for project delivery is aggressive and allows for the possible
reconstruction of Durham Drive in 2010 should the Council decide it would like to budget for
the project during the next budget cycle. Also, property acquisition would need to occur in
2009-10, which will require further discussion at a later date.
Recommendation for Action:
Recommend approval of the enclosed Agreement for Professional Services between the City of
Muskego and Foth Infrastructure & Environment, LLC in the amount of $150,000.00
contingent upon City Attorney approval.
