Chairman Toby Whipple called the meeting to order at 5:00 PM.

STATEMENT OF PUBLIC NOTICE
This meeting was noticed in accordance with the open meeting laws.
APPROVAL OF MINUTES OF THE JUNE 5, 2018.
Bill Miller made a motion to approve the minutes of June 5, 2018. Terri Boyer seconded.
Motion was approved unanimously.

Eagle Scout Project – Nathan Tikkanen
Nathan presented his project, including location and layout, to the Committee. Mr. Miller
requested Nathan use polymeric sand to help with longevity.
Bill Miller made a motion to approve the Eagle Scout Project. Terri Boyer seconded.
Motion was approved unanimously.
Easement Denoon Park - The Waters of Lake Denoon
Manager Dunn explained this is a continuation of the approval process for the new subdivision.

Manager Dunn reviewed each of the 2019 Capital Projects with the Committee.

Subject: Annual Parking Pass for Idle Isle
Date: October 31, 2018
With the new parking regulations at Idle Isle, we have been approached by numerous
regular park visitors asking if the city would sell an annual parking pass for the lot at Idle
Isle.
We would like to offer this pass at the cost of:
2019-Season Pass for parking only at this park
$25/vehicle resident, under age 60
$15/vehicle resident, over age 60
$35/vehicle, non-resident of any age
This would be a different type of annual pass than the annual launching pass and would
be designed to be very different so no confusion would be had by both the police who
are checking for payment and the user. Parking passes would be sold at City Hall during
business hours and must be purchased for each vehicle they use at the park. It must be
affixed to the window and cannot be transferred between vehicles. Having the parking
pass does not guarantee parking, just as the launch pass does not guarantee a stall to
park the towing vehicle after launching. We would have clear guidelines printed out to
give them with their receipt of purchase of the parking pass explaining these items.
For those not wanting to buy the annual pass, they would continue to use the daily
parking fees paid through the pay stations located at the park.

Scott and Kristina Dickmann are looking to operate a bistro at Idle Isle Pavilion. Please review their
“Beachy Bistro Proposal” that has been supplied with memo. It should provide some needed details
for you to review. Scott Dickmann would be asking the City of Muskego to enter into a Private Public
Partnership (P3). For this P3, this means a private enterprise (Beachy Bistro) would be making
improvements and operating out of publicly own facility (Idle Isle Pavilion). This would be the first time
that the City of Muskego would be entering into one of these arrangements.

To: Park and Rec, Common Council,
We are looking to open a Beachy Bistro (at Idle Isle) gathering place were locals, tourists and alike can
come to have a sandwich/beverage of their liking and enjoy the view and good company. We
understand that there are approvals that will need to be granted with regards to modifications that we
are looking for. When it comes to modifications to the building outdoor, the modifications are more
addition to what is already existing. When it comes to modifications inside (Kitchen area) items we
would need to add, we feel are limited as well. We would be looking for your assistance in the way of
review and approvals in a timely fashion so that we are able to open Mid-May 2019.
Additionally there will be NO financing of this project all modifications, equipment and supplies etc. will
be all lien free.
We would need to know:
Structure of terms/lease and payments for the use of the pavilion
Insurance requirements
Beer/Liquor License Available (must have)
Any additional requirements or question you may have of us

Benefits to initiating a unique Beachy atmosphere, friendly, reliable location on Muskego Lake front
including contributing to the family-friendly atmosphere, attracting additional exposer to local
businesses, attracting additional community and alike who may not experience the City of Muskego and
all that it has to offer.

The following are in response to the questions that you sent us:
o Operation months, times, food and beverage service – Acceptable
o Preliminary drawings of proposed improvements to pavilion (exterior and
interior) Acceptable for now, however if this plan goes in front of plan commission
more detail will be required
o Proposed site plans including possible new piers or not (any communications with the
WDNR) Do you plan on putting a pier in or not? At this time we are not planning to add
a pier.
o Number of projected patrons per month (time frames for heavier population) what is
your projected number of customers? Our customer projection is on average 60 to 80
per day. We anticipate customer traffic: 8-10am/11-1pm/4-7pm
o Parking plans (patrons & staff) how many parking spots are you planning to be used by
your staff? Staff Parking 2/3 how many spots are you planning to be used by your
patrons? This will fluctuate based on number of customers that come together etc. A
revolving estimate 15/20.
o Power needs (equipment inside & out) specifically, what equipment do you require and
the additional power needs that come with it. See Attached (Power Needs)
o Water needs what additional water needs do you have? There is an adequate supply of
water for our needs.
o Additional equipment? Secondary Water heater? Etc.? Depending on what amperage is
available in the current electric box we may need an additional box. As it relates to
additional equipment with respect to the building itself (as example water heater) at
this time we do not for see any additional equipment necessary.
o Cost estimate for improvements Provide a rough cost estimate? Rough investment for
improvements (Buildout electric plumbing etc.) $35,000/$40,000.
o Sewer needs Based on the number of patrons do you have enough bathroom facilities?
Yes
o Garbage disposal? Etc. We will not need any additional sewer/disposal needs.
o Kitchen needs what items do you need to add? Need a detail list. Exhaust system (if
outdoor Charcoal Grill is not allowed to be added)
o Garbage & recycling needs are you going to need extra dumpsters? What is the plan for
number of pickups during week? We would need to discuss this further. Based on
space etc. we could utilize a current dumpster and look at an extra pick up or two
weekly.
o Storage? If need be we will have offsite storage.
o Possible fire protection –Based off your equipment needs will you require fire
protection? Yes, based on required code. Also depending on what type of grill we
would utilize. We will need an exhaust either out the side of the roof or side of
building.

o County & State food service requirements what permits do you require? From the
County a Restaurant License, in addition to this we would need to meet any additional
city requirements.
o Phone/data needs what are your needs? Our plan is to operate wireless and/or utilize
DSL or Cable if available.
o Will the general public be allowed to use the water fountain and electric located under
the pavilion? If not what is your plan to accommodate these two uses for people? Based
on the design and improvements we plan for the pavilion the water fountain would
need to be moved for public access. As for the few current outlets that are available if
it is imperative that the general public have access to outlets these would need to be
added.
