Reference Update (from Elke Saylor - Head of Reference, Samantha Quail - Adult Services Librarian, Jolyn Lobe and Laura Boeck, Reference Assistants): Local author Joanne Nelson will be gave a virtual presentational on Monday September 28th called “Memoirs and Remembering.” Joanne teaches workshops for aspiring authors, and her presentation explored the process of remembering as it pertains to writing your own memoirs, and included some writing prompts and a reading from her own memoir This Is How We Leave. Our next virtual program will be on Wednesday October 28th at 6:30PM with the Paranormal Investigators of Milwaukee (PIM). Founded in 2007, PIM conducts investigations in private homes and businesses that report supernatural activity. Using the scientific method and equipment they attempt to separate the explainable from the unexplainable. To register check the library website. The library added 5 new Book Club Kits this month. Book Club Kits contain 10 copies of a title, along with a discussion guide, in a tote bag. They make finding titles for a book discussion easier on the organizers, who don’t have to worry about placing multiple copies of the book on hold, or not having enough copies of the title available in the system. New additions to this collection include: American Dirt by Jeanine Cummins, The Guest List by Lucy Foley, and The Vanishing Half by Brit Bennett. Thanks to the Bridges Library System, Muskego patrons now have access to HelpNow, an online tutoring and study tool. HelpNow offers access to live online tutors daily from 2PM-11PM, a 24/7 writing lab, test preparation, online meeting spaces, curated lessons and tutorials, and more. This service is intended to supplement and assist students and caregivers, particularly during after school hours or who are participating in remote learning. Anyone with a library card can access HelpNow for free at www.bridgeslibrarysystem.org/helpnow 2. Children’s Update (from Abby Bussen, Children’s Librarian): After our summer reading program wrapped up in August, we spent a couple weeks contemplating adding more virtual program options to our 2 weekly live programs. We suspected that, based on our previous views and feedback, the community would be interested in more virtual programs for preschool and elementary-school children, but with an asynchronous delivery. After collecting survey results, our suspicions were confirmed! Feedback gathered unanimously supported us adding Page 1 of 6 October 2020 Director's Report Packet Page 12 more virtual programs, but having those virtual programs NOT be live. To fit that need, we created 4 virtual programs that debut on our YouTube channel: Preschool Power (a virtual version of our very popular live program with a take & make element that fits the monthly theme); Books for Babies (a short and sweet book and songs for the littlest listeners); ATLAS (a virtual version of our after-school program with a monthly focus and take & make elements); and Read-Aloud Roundup (where we select one author to focus on all month, then read the first 30-or-so pages of 4-5 different books by that author and invite listeners to check out the book to finish reading the story if they liked it). Those, along with our Stay-in Storytime and Stay-in Singalong, have been well received by the community and we look forward to continuing them for as long as necessary. Looking forward to November, we’ll be co-hosting a virtual paleontology program called Colossal Fossils with 3 other area libraries. We hope to have great turn out for these super fun, informative paleontology programs! Watch for more information about those coming out October 19! 3. Young Adult Update (from Amanda Hyland, Young Adult and Marketing Librarian): The beginning of September brought take and makes available for teens (and adults) to pick up at the Reference Desk. September’s craft was dot painting mandalas and October’s craft was yarn ball pumpkins. This fall the Young Adult Librarian has begun categorizing the kids chapter books by putting them into specific genres. She is also working on bringing back a modified monthly calendar for November and working with one of the Reference Librarians on some upcoming collection drives. 4. Circulation Update (from Jane Matusinec, Circulation Supervisor): The circulation staff recently completed the shifting of the children’s picture book collection into their “neighborhoods.” This new arrangement should make it easier for patrons to find books to suit their children’s interests. This project has been in the works for a couple of years, so sit is very exciting to see it completed. Our shelver, Keri, was instrumental in getting this task done. The categories include such topics as Adventures and Tales, Animals, My Community, and Nature. Our newly hired circulation aide, Mary, is adapting very well to her position. She began on Sept 18. Supervisory staff is working with her to complete the library onboarding checklist. We will be interviewing applicants soon for the open shelver position. The posting recently closed for this position. Circulation staff is evaluating the use of a new return bin in the book drop room. We are trying to provide staff with a better option than the ramps that have been in use. The outside book drop is used for all returns at this time so the quantity of books returned there has increased dramatically. Training and Evaluations: Staff have been taking classes and attending webinars on such topics as diversity and inclusion, collection care, technology, and more. Managers and Brittany have been meeting with staff to go through mid-year (technically ¾ year) evaluations as a check in to ensure staff have the support they need for their work and goals. d. Jingle on Janesville: I spoke with Santa and he thought it best to sit this year out (which was going to be my thoughts anyway). They both operate on a credit per month system to help libraries control costs and provides instant access to its resources (as opposed to being placed on a wait list). This model means you pay for what you use, but that costs vary from month to month. Both allow you to cancel with a month’s notice. However, there are some differences:  Kanopy only offers streaming film. Hoopla also offers music albums, digital audiobooks, digital comics, and digital books.  Hoopla also offers a download for offline viewing option but Kanopy only streams video, so you will always need an Internet connection to use Kanopy.  Hoopla is aimed more at popular entertainment, where Kanopy focuses more on documentaries and independent and classic films. Hoopla is going to be a resource that most if not all of the libraries in our system will adopt. There is value in having similar digital resources as we share patrons amongst our member libraries. If we adopt Hoopla we will also receive a grant from the Bridges Library System for $3,863. There is no such grant for Kanopy and as of now we are the only library in our system that subscribes to it. Kanopy usage between January 2020-April 2020 was on the rise overall compared to last year. However June-August 2020 saw a decline in usage, not only compared to earlier this year but compared to Kanopy 2019 numbers. This could be due to digital fatigue from the pandemic, nice weather from the summer and more entertainment options available. Since Hoopla’s trial launched in April 2020 it is also possible that interest in Hoopla diverted usage from Kanopy. It is difficult to say with so many variables. While I will continue to watch Kanopy’s usage with interest as the weather gets colder again, it is my recommendation that we cancel Kanopy in November, making December 2020 the last month of payment. The Bridges Library System will most likely be funding Hoopla for the rest of 2020 (after the trial funds are gone) to bridge the gap between the trial ending and the 2021 budget which will transition to individual member libraries paying for Hoopla (with the backing of the Hoopla grant from Bridges). If usage exceeds the grant dollars the library will be responsible for the remaining costs. Additional funds were set aside in anticipation of either maintaining Kanopy or adopting Hoopla. I believe between the grant and these funds it will cover the costs. Previously the Ordinance stated the Mayor appoints a Council member to a term of one year. The update was made at the October 2020 Council meeting to bring the City Ordinance in line with Wisconsin Statute 43 with states all members of the Board shall be appointed by the Mayor for a term of three years. The officers shall be a president, a vice president, and a treasurer, elected from among the appointed trustees at the annual meeting of the Board. Vacancies in office shall be filled by vote at the next regular meeting of the Board after the vacancy occurs. Section 2. A nominating committee shall be appointed by the president and shall present a slate of officers at the annual meeting. Additional nominations may be made from the floor at that time. Section 3. Officers shall serve a term of one year from the annual meeting at which they are elected and until their successors are duly elected. Section 4. The president shall preside at meetings of the Board, authorize calls for special meetings, appoint all committees, execute all documents authorized by the Board, serve as an ex-officio voting member of all committees except the nominating committee and generally perform all duties associated with the office of president. Section 5. The vice president, in the event of the absence or disability of the president, or of a vacancy in that office, shall assume and perform the duties and functions of the president. Section 6. The library director, or his or her designee, shall keep true and accurate minutes of all meetings of the Board, shall issue notice of all regular and special meetings, and shall perform such other duties as are generally associated with the office of secretary. Section 7. The treasurer shall check over vouchers payable and report the amount of expenditures made during the previous month. Section 8. In the absence of all officers at a board meeting, the Library Board members present shall elect a temporary President for that meeting. Article IV Meetings Section 1. Regular Meetings. The regular meetings shall be held each month, the date and hour to be set by the Board at its annual meeting. Section 2. Annual Meeting. The annual meeting, which shall be for the purpose of the election of officers, shall be held at the time of the regular meeting in May of each year. Section 3. Agendas and Notices. Meeting agendas and notices shall indicate the time, date, and place of the meeting and indicate all subject matters intended for consideration at the meeting. Any board member wishing to place an item on the agenda must notify either the Library Director or President at least three business days prior to the meeting. Section 4. Minutes. Minutes of all meetings shall, at a minimum, indicate board members present, all items of business, all motions (except those that were withdrawn), and the result of all votes taken. Current board minutes shall be posted in the library. Section 5. Special Meetings. Special meetings may be called at the direction of the president, and shall be called at the written request of three or more members for the transaction of business as stated in the call for the meeting. Except in cases of emergency, at least 48 hours notice shall be given. In no case may less than two hours notice be given. Section 6. Quorum. A quorum for the transaction of business at any meeting shall consist of five or more members of the Board present in person. Section 7. Open Meetings Law Compliance. All Board meetings and all committee meetings shall be held in compliance with Wisconsin’s open meetings law (Wisconsin Statutes Sections 19.81 to 19.98). Section 8. Parliamentary Authority. The rules contained in Robert’s Rules of Order, latest revised edition shall govern the parliamentary procedure of the meetings, in all cases in which they are not inconsistent with these bylaws and any statutes applicable to this Board. Article V Committees Section 1. Standing Committees. Standing committees can be appointed based on the need of the Library and at the behest of the Board. Section 2. Nominating Committee. (See Article III, Section 2.) Section 3. Ad Hoc Committees. Ad hoc committees for the study of special projects shall be appointed by the president, with the approval of the Board, to serve until the final report of the work for which they were appointed has been filed. These committees may also include staff and public representatives, as well as outside experts. Section 4. No committee shall have other than advisory powers. Article VI Duties of the Board of Trustees Section 1. Legal responsibility for the operation of the Muskego Public Library is vested in the Board of Trustees. Subject to state and federal law, the Board has the power and duty to determine rules and regulations governing library operations and services. Section 2. The Board shall select, appoint and supervise a properly certified and competent library director, and determine the duties and compensation of all library positions. Section 3. The Board shall approve the budget and make sure that adequate funds are provided to finance the approved budget. Section 4. The Board shall have exclusive control of the expenditure of all moneys collected, donated or appropriated for the library fund and shall audit and approve all library expenditures. Section 5. The Board shall supervise and maintain buildings and grounds, as well as regularly review various physical and building needs to see that they meet the requirements of the total library program. Section 6. The Board shall study and support legislation that will bring about the greatest good to the greatest number of library users. Section 7. The Board shall cooperate with other public officials and boards and maintain vital public relations. Section 8. The Board shall approve and submit the required annual report to the Division for Libraries, Technology, and Community Learning. Article VII Library Director The library director shall be appointed by the Board of Trustees and shall be accountable to the Board. The library director shall be considered the executive officer of the library under the direction and review of the Board, and subject to the policies established by the Board. The director shall act as technical advisor to the Board. The director shall be invited to attend all Board meetings (but may be excused from closed sessions) and shall have no vote. Article VIII Conflict of Interest Section 1. Board members may not in their private capacity negotiate, bid for, or enter into a contract with the Muskego Public Library in which they have a direct or indirect financial interest. Section 2. A board member shall withdraw from Board discussion, deliberation, and vote on any matter in which the Board member, an immediate family member, or an organization with which the Board member is associated has a financial interest. Section 3. A board member may not receive anything of value that could reasonably be expected to influence his or her vote or other official action. Article IX General Section 1. An affirmative vote of the majority of all members of the Board present at the time shall be necessary to approve any action before the Board. The president may vote upon and may move or second a proposal before the Board. Section 2. Any rule or resolution of the Board, whether contained in these bylaws or otherwise, may be suspended temporarily in connection with business at hand, but such suspension, to be valid, may be taken only at a meeting at which two-thirds of the members of the Board are present and two-thirds of those present so approve. Section 3. These bylaws may be amended at any regular meeting of the Board by majority vote of all members of the Board, provided written notice of the proposed amendment shall have been delivered to all members at least ten days prior to the meeting at which such action is proposed to be taken.
