1. Reference Update (from Elke Saylor - Head of Reference, Samantha Quail - Adult Services
Librarian, Jolyn Lobe and Laura Boeck, Reference Assistants):
The Dog Days of Summer are bringing lower curbside pick-ups, which is allowing us to return to
staffing the reference desk with one person for the day shifts, which makes it easier for reference
staff to get off-desk tasks done.
Throughout the month, Jolyn has offered a “Make and Take craft“ (a leather plant hanger) which has
been very popular.
We have one exciting curbside program coming up this month. On Saturday August 22, the Library
and Friends of the Library are sponsoring a free shredding event in our parking lot between 9-11am.
Muskego’s own Abraham’s Onsite Shredding Service will have their truck in our parking lot, and will
accept two bags per vehicle to be shredded right there and then. We are offering this program as an
outreach to the community and to support local business. We hope it will be a big success!
Also, mark your calendars for the return of Bill Pack with a program called “Mind Games 2.” Packed
with interactive games, William returns with a second edition of this popular program. Experience
even more ways our brain is hard wired to believe things that defy logic and facts. Discover how
optical illusions work, why people fall for scams, and how we make thousands of subconscious
choices every day when our brain tries to make meaning out of nothing. This program will be
offered via Zoom on Tuesday September 1 at 7pm. To register check the website.
2. Children’s Update (from Abby Bussen, Children’s Librarian):
Aside from keeping up with our many popular virtual programs (our virtual “field trips” with
performers provided by both the Friends of the Library and the Bridges Library System, fitness
classes presented by JumpBunch, and all-ages virtual storytimes), the kids’ department spent a
significant amount of time in July assessing the possibility of in-person programming in the fall.
Hours of research, communication with libraries around the country, and brainstorming led us to an
incredibly thorough assessment which we presented to Brittany and Elke at the end of the month.
We also developed a patron feedback survey to gauge the interest in more virtual programs. While
many of our contemporaries are planning to cut back on their virtual program offerings, based on
community feedback thus far, we are planning to expand our offerings in the fall. We are constantly
striving to keep our programming at the exceptional level our patrons have come to expect and
have been very proud of our ability to continue delivering these programs!

We are also incredibly close to completing our picturebook neighborhoods project, which places books
on similar topics near one another to allow patrons and staff to more easily locate items that will excite
and engage young readers. When this project is complete, the picturebook collection will be shifted and
we can begin devoting time and thought to our next project. Based on the phenomenal success of the
MNSD school libraries’ chapter book collections being organized by genre, we plan to assess that
possibility for our collection. This would be a benefit to not only young readers and their caregivers, but
also to library staff – it has the potential to help all of us guide readers to the books that will most
interest them, increasing user satisfaction and engagement.
3. Young Adult Update (from Amanda Hyland, Young Adult and Marketing Librarian):
In July, the Young Adult and Marketing Librarian spent a great deal of time finishing the details for
the Teen Area Redesign Project Budget Proposal. She also applied for the Bridges Innovative Grant
and was awarded $1556 to purchase a media cabinet for the Teen Area. Now she is currently
working on creating take and makes for teens and adults with one of the Reference Librarians. The
Teen Summer Reading Program is going well, with 69 teens signed up for the program and 32,971
minutes read.

a. Dates of Note: Next Library Board Meeting is September 15th. The 2020 Library Trustee
Virtual Event is October 1st at 7pm. Friends of the Library Annual Meeting is September
21st.
b. Drive-Up Shred Day: Please help advertise our shred day! The Library Community Shred
Day is August 22nd from 9-11am in the library parking lot. Community members can
bring up to two bags of material to have shredded onsite for free. Bags can include
paper files, CDs, and diskettes (paper clips/staples/rubber bands okay). No binders,
binder clips, hanging file folders, vinyl, plastic, x-rays, etc.

Re: Waukesha County Library Standards Certification

Wisconsin Statute 43.64(2) allows Waukesha County municipalities that tax their residents for
libraries the opportunity to exempt their residents from the county library levy if two criteria are
met:
1) The municipal tax rate for library services is equal to or greater than the rate of the county
library tax, and
2) The library meets or exceeds the Waukesha County adopted library standards.
Exemption from the county library tax, therefore, includes two distinct actions. The municipality
action required is a certification of its library tax rate. That process begins when I send out a
communication to the municipality after the state releases its official Equalized Assessed Values in
mid-August.
The library action requires the library board to review the information in this letter and certify the
library’s compliance with the various standards by completing the form beginning on page 2 of this
document and returning it to our office by August 31, 2020.
After a year-long planning process, the County Board approved new county library standards in
2017. More information is available here: https://bridgeslibrarysystem.org/waukesha-county-
planning-committee-2016-act-150/. There are numeric Minimums to Exempt as well as Quality
Assurance Items in the new standards. This letter includes your library’s specific standards-related
requirements.
Please complete the documentation on pages 3-4 and then complete the Library Board Certification
of Eligibility for Exemption from County Library Tax on page 5. Please send all pages (with original
signatures on page 5) to our office by August 31. This form constitutes your library’s certification
for compliance with the library standards portion required for exemption from the Waukesha
County library tax levy.

Step 1. Review your Library’s Library Service Effort Ratio (LSER) Calculation
There is a provision in the Waukesha County Plan that allows a library to qualify for the exemption
without meeting the Minimums to Exempt. If a library can demonstrate its ability to provide for
most of the needs of its own resident by reaching its targeted Library Service Effort Ratio (LSER), it is
allowed to exempt from the county library tax without meeting the numeric Minimums to Exempt.
The LSER is calculated as follows:
Lending by your library to your own residents
PLUS lending to other library community’s residents
DIVIDED by total circulation by your residents at all county libraries
Your library’s LSER is shown in Table 1 below.

STATEWIDE MANDATE TO WEAR MASKS INDOORS
MUSKEGO, WI – Beginning Saturday, August 1, 2020, Governor Tony Evers is requiring all Wisconsin
residents to wear face coverings while inside public buildings through the end of September.
We believe that following the health recommendations of Waukesha County is the best way to help fight the
COVID-19 virus from spreading through the population and putting pressure on our local healthcare
systems as well as allowing schools to safely open as planned. Those guidelines can be found at:

If you see someone not wearing a mask, we ask that you DO NOT call the police. Some people have
conditions or circumstances that make wearing face coverings difficult or dangerous. The police will not be
responding to complaints about non-compliance with this order.
This does not mean that private businesses and property owners cannot and will not require the wearing of
a mask to gain admittance to their facility. Failure to follow the rules of facility owners can result in them
filing a trespassing complaint to the police department. Our officers will respond to those complaints.
Please be respectful of your fellow citizens and their choices during this pandemic.

Activation of Plan
The activation of the Muskego Public Library Public Health Emergency Plan (PHEP) will be triggered by: -Declaration of pandemic -Other public health emergencies (chemical spill, local illness outbreak, water or air quality contamination) Whenever considering the elements of the plan, the role of library services within the community and impact of the library as a community center must be taken into account.
Community Library Service Priority Needs: Access to materials (at minimum curbside services) and access to computers/internet are core services to remain available through full or modified services if safe to do so.
Factors: “Libraries that incorporate social activities or community gatherings into their services should refer to the “community centers” category, ranking as medium contact intensity, high contact numbers, and medium modification potential” (Johns Hopkins Public Health Principles for a Phased Reopening). With the Muskego Public Library’s role as a high contact number community center, hosting social and community gatherings, there are four factors to keep in mind while considering both when to reduce services or close completely and how to safely reopen. 1: High Foot Traffic (average of 578 patrons/day in June 2019 and 250-300/day June 2020) 2: Exchanging of materials across large groups of people (average 1,000 checkouts/day in June 2019 across multiple cities, counties, state, and country) 3: Nature of Building Use (patrons use library to browse/meet. Every surface is high touch). 4: Role of Programs in Transmission (social distance and hygiene control issues)

Library Operations When determining what level of library operations to offer during a public health emergency, it is important to consider: 1. What are the public health expert recommendations? 2. Can you provide reasonable safety to your patrons? 3. Can you provide reasonable safety to your staff? 4. Can existing services be modified to accomplish questions 1-3? The below list showcases five service levels, devised from the 2020 COVID-19 Pandemic. They should be considered frameworks and adjusted based on the individual public health emergency.
Library Service Levels Library Service Level 0: All services suspended, virtual and in-person. Library Service Level 1: Virtual services and remote support operating. Library Service Level 2: Service Level 1 & curbside pickup available. Library Service Level 3: Service Level 2 & computer/copy/print/fax/proctoring/library card registration by appointment only. Meeting Room 4 available for groups of 15 or less. Library Service Level 4: Service Level 3 & In-person browsing. Library Service Level 5: Full services restored.
Telework Due to the nature of public service inherent to the work of libraries, it is important for staff to be present in the building. Approval of telework will only be done on a case by case basis and will require a written agreement and documentation (see Appendix G: Telework Employee Agreement). Some positions are more likely than others to be approved for telework and telework opportunities may shift depending on active projects available. The most likely reasons that telework may be approved include: 1. The library building is closed and all staff are told not to report (i.e. broad public health emergency, building not accessible due to flood, fire, snow emergency). 2. An individual staff member is told to telework due to confirmed public health diagnosis, reasonably certain high-risk exposure, symptomatic display, or care for family that will still allow full duties to be performed.

Metrics to Change Service Level Operations These are metrics to consider when determining when to change service levels (either rolling back services or expanding services). This includes full closure. All factors should be looked at as part of the whole landscape to determine if there is such an active public health issue (community spread of an illness, unsafe water, etc) in the library’s service area that it would be ill-advised to continue operating at the current service level. In any service level, there are variables that may help you maintain the service level longer despite changing conditions. This could include mandating masks, adjusting building hours, offering a blend of curbside and appointments, changing back to staffing in rotating teams to limit staff exposure, etc.
External Metrics to Assess Service Level Change:
Active cases in Muskego: Monitor rise and fall of active cases daily. Active cases in Neighboring Service Areas: Monitor rise and fall of active cases day by day in neighboring cities (which are patron service areas for our library). These service areas are New Berlin, Franklin, Hales Corners, Vernon. Ration of % positive cases to tests: Monitor daily ratio of % positive confirmed cases to total tests. City Directives: Monitor mayor press releases, data, emergency orders, council meetings and meeting minutes, operations and processes at city hall and other city buildings, and communications from the city police department. COVID-19 Exposure Communication Protocol 1. Gather information from the employee/patron with symptoms/positive test (see Appendix A: Symptom and Exposure Assessment) 2. Communicate quarantine/isolation directions to individual with symptoms or positive test (employee or patron) (see Appendix B: Staff/Patron Suspected or Positive COVID-19 Quarantine/Isolation Measures) 3. Determine if emergency 24-closure of library necessary while information gathered. 4. Contact Waukesha County Public Health Department and Mayor’s Office (see Appendix C: COVID-19 Exposure Report Form) and follow directives. 5. Communicate relevant exposure information to staff using supplied letter to main employee/patron privacy (see Appendix D: Human Resources Exposure Letter) 6. Communicate relevant exposure information to public as directed by Waukesha County Public Health Department (see Appendix E: Library Public Health Press Release) 7. Follow any cleaning directives made by Waukesha County Public Health and make plans to reopen library, ensuring clear communication is given to staff and patrons about the safety of reopening.
COVID -19 Testing Caveats -It is possible for a false negative on a test (meaning a person with the virus will receive a negative test). This is most common in people who are asymptomatic. -The swab could miss the virus (saliva tests may be more accurate). -It is not known at what point during the course of illness a test becomes positive. -If a test comes back negative but the employee’s symptoms persist or get worse, the employee should remain home and self-isolate, wear a mask, social distance, and contact the doctor. -If a test comes back negative and the employee is sick with another type of virus or illness, the employee should still remain at home as to not spread illness and get well.

The building was closed and data gathered about the extent of the exposure. City officials and the Waukesha County Public Health Department were consulted. Based on professional recommendations, the Muskego Public Library was professionally cleaned and any exposed staff are isolating. The Library will reopen on XX/XX/XXXX.
