Ms. Blair made a motion to approve the minutes of November 5, 2019. Mr. Miller
seconded. Motion was approved unanimously.

Muskego Icetronauts Snowmobile Club Request for Trail Markings
Mr. Miller made a motion to approve the Request for Trail Markings. Ms. Schroeder
seconded. Motion was approved unanimously.
Committee of the Whole – Direction for Idle Isle
Manager Dunn presented the Committee with information regarding COW and internal staff
conversations about the future of Idle Isle. The Recreation Dept. will provide one seasonal
staff member during peak weekday times and all day Saturday and Sunday to work at the Idle
Isle Pavilion. The person will handle minor/basic concessions, but also rent out
kayaks/paddleboards, clean up picnic areas between rentals, be available for any questions
and keep an overall eye on the island. Manager Dunn also explained the City released a
Request for Proposal (RFP) today to secure one food truck vendor for every Saturday and
Sunday during the summer months. This is being done on a trial basis to see how the public
responds and if it is worth continuing in the future. Ald. Engelhardt asked about parking fees
and locations. Manager Dunn explained the difference in boat launch fees and car parking fees
and where people are allowed to park, including Park Arthur.

In December of 2019, we were contacted by Miss Pacocha with a desire she had to do a
large scale community service project in a Muskego park. We had an initial sit down
meeting in January to discuss the project and for her to gather some information on
how a project like this may be a benefit to the community and the next steps she would
need to take. We have had a few additional conversations and had hoped for her to
present this information to you at our April meeting which was cancelled due to COVID-
19. Attached you will find her introduction letter to the project she is proposing to do
with some financial support also from the City. She will be present to answer any
questions that you may have.
Recommendation for Action by Committee:
Committee needs to decide if the City should proceed with a cost share with Miss
Pacocha and then send this project onto the Committee of the Whole or Common
Council.

Hi! My name is Alli Pacocha and I’m going to be a senior in the fall at MHS. I am super
interested in starting a huge community service project. I have grown to love our little
neighbor, Landon, and his parents, Chad and Bilan. Through the years I have heard
their incredible and heartbreaking journey to becoming parents. Chad and Bilan were
expecting twins 4 years ago in December, when, late in the pregnancy, Bilan developed
complications and ended up losing both beautiful baby boys, Liam and Noah. The
heartbreak was incredible. After their loss, it was discovered that Bilan had developed a
condition called ICP. With that discovery, it was determined that, with the proper
medication, Bilan would be able to carry a child safely to term. Since their incredible
loss, they have had their rainbow baby, Landon. Their love for him is so amazing, you
can not be with them and not feel their love for him just radiating! I am excited too that
they are expecting their second baby in July! There could not be two people more
deserving to be blessed with another rainbow baby. It has been their wish to have
something done in the memory of their two beautiful angel babies. I have decided to set
a goal to raise the funds to build Hope Playground at Manchester Park, in memory of
Liam and Noah and in celebration of rainbow babies all over. I’ve considered this
location because it is walkable from our home, making it easy for the Hockers to take
their children to. It is also a public park with plenty of parking and free access to the
playground. Not everyone has a story like my neighbors, but many do, and everyone
does have a reason to keep “Hope” alive in their lives, especially with the
unprecedented times we are enduring today. My goal is to raise $40,000 in order to
replace the existing playground at Manchester Park with an upgraded version. I have
met with Tammy previously, and appreciate the guidance she has given me thus far. I
understand that, in making this playground come to life, there are added costs with
installation, landscaping, and maintenance. I am reaching out in hopes that the city
would see the value in such a project and consider matching my donation in building the
playground to cover these additional costs, which generally add up to match the price of
the playground itself. I am requesting full city approval for the cost share and the project
itself before I could move forward and start fundraising. My goal is to have the funds
raised and the equipment ordered in time for a playground installation in Spring of 2021.
I know this is a steep goal, but what better time than now to rely on hope!

Update on Parks 2020 improvements
Park Arthur: Repair Field #4 so the field drains properly – The project is out for bid. The next
step is to award this contract and start work in late summer/early fall.
Bike Racks: Idle Isle, Park Arthur, Moorland, and Kurth would get bike racks. Concrete was
poured last week and they should have gotten installed.
Playground set: Idle Isle would get a new playground set – The area is prep and installation
has started.
Old Town Hall: Roof and exterior improvements Contract just got signed and work is to begin
soon.
First beer garden date got postpone for 2020.
Parks are open for business. Baseball fields have been released to the clubs for play.
Considering a Park Tour for 2020, however this is still unknown with the current conditions

The Parks & Open Space Plan 2017-2021 ends in 2021. The City of Muskego needs to start
planning for this plan update.

Subject: Recreation Program Miscellaneous Updates

Please find the following items in relation to various recreation programs/activities in the city. Such
items don’t require committee action but can certainly be discussed during the Miscellaneous Business
portion of the meeting.
1. On March 13th we begin the process of canceling all recreation programs due to COVID-19. The
initial closure was through the end of April. As we neared the end of that month and the Safer
at Home Order was extended, we cancelled all programs through May 25. We had to process
numerous refunds for classes that were in session and also for programs that were scheduled
to start in the spring. We were fortunate to move some programs from the spring session into
the summer months and were able to have registrants move right into those new offerings so
we did not lose that revenue.
2. In late April, we also begin to discuss how the summer would look and if we would be able to
even run programs. We delayed the decision to do our seasonal program guide until early May
and then begin the process to put out just a digital guide this summer without mailing to any
residence. Creating a digital only guide and not mailing it out, saved us about $5,500 for just
the printing and postage of the summer guide. Doing a digital only guide also allows us to be
able to continually change and modify the guide as needed. It also allows participants to
register for programs directly from the guide by clicking on a class registration number. We are
hoping to be able to move towards this as a permanent way to provide the guide to residents.
At the time of this memo, we had 1027 views of the digital guide with the average time of a
visit being more than 5 minutes. So people are looking at it online and enrolling in programs.
We currently publish 3 guides a year at a cost of roughly $16,000 a year. Our ad sales in each
guide, do not even cover the cost of postage. This would be a great cost saving for our
department.
3. Due to COVID-19, we have not begun the process of staffing Idle Isle concessions yet. We will
be evaluating the means of providing this service all the while keeping our staff healthy. It is
something we hope to do as a way of generating some revenue by having sales of very limited
pre-packaged food/snacks/drinks, as well as for rental of our equipment like kayaks and stand-
up paddleboards. We would also be able to sell season launch passes, and oversee the rental of
the picnic areas now available at Idle Isle. Having a staff present it will allow us to better
promote those areas and also provide day of rentals.

Re:Conservation Coordinator Update
Highlights since the last report:
As an Eagle Scout project, Connor Kalweit constructed a 150-foot boardwalk across a wetland in a
portion of the hiking trail at Badertscher Preserve. Staff is working to improve other seasonally wet trail
sections by redirecting water with drain tiles and/or minor grading.
A grading contractor, under the direction of USDA-NRCS, completed repairs to the wetland at Engel
Conservation Area this past winter. The improved embankment and properly functioning outlet
structure should allow for a better hiking trail around the wetland’s perimeter.
Staff planted and staked 30 trees at Denoon Park. The Muskego High School gridiron club was unable
to complete this volunteer project as all school-related activities were shut down due to due to Covid-
19.
The front prairie at Engel Conservation Area was the only prescribed burn completed this year due to
social distancing concerns. Staff concentrated on management of invasive plant species instead.
There was a dramatic increase in the use of both Engel Conservation Area and Badertscher Preserve
during the “safer at home” travel restrictions. I spoke with several residents who were hiking these
areas for the first time. I also noticed a tremendous increase in citizens on the recreation trails.
